HINUTES OF A SPECIAL lIEETING
OF THE SANITARY BOARD OF CENTRAL
CONTRA COSTA SA~ITARY DISTRICT
HELD JANUARY 22. 1948
The Sanitary Board of the Central Contra Costa Sanitary Dist-
rict convened in special session at its regular place of meeting
located at 1335 Commercial Lane, in the City of Walnut Creek,
County of Contra Costa., State of California, on the 22nd day of
January, 1948, at the hour of 8:00 p.m.
The meeting was called to order by President Weill.
The follow-

The following resolution was offered by Director Smitten,
seconded by Director Toland:
RESOLUTION NO. 116
BErT RESOLVED, that the plans and specifications on file with
this BoB.rÜ, for the .constl"uction of the main trunk sanitary se'tver
section IV, ~na for the construction of the sewage treatment plant,
be,and the same are hereby approved and the President and Secretary
be and they are hereby authorized and directed to endorse the same
showing such approval thereof.

ADOPTION OF WAGE SCALE FOR SECTION IV
The following resolution was offered by Director Smitten,
seconded by Director Toland:
RESOLUTION NO. 117
WHEREAS, in pursuance of Article 1 and 2 of Chapter 1 of
Part 7 of Division 2 of the Labor Code of the State of Calif-

The foregoing schedule of prevailing rates of wages, ana rates
for overtime, Sunday and Legal Holidays, is baseQ, unless other-
wise specified, upon a working day of 8 hours.
Overtime and Saturday rates for Truck Drivers shall be at one
ancl one-half (1-1/2)t ime s the normal hourl:,.- rate.
The first two hours overtime, after a normal 3 hour day, for
Cement Finishel"s shall be at one and Olla-nalf (1-1/2) times the
normal rate ancl further overtime sha.ll be at double the normal
:¡:-ate. Satul"day work for Cement Finishers shall be a.t one and
one-half (1-1/2) times the normal rate for the first 8 hours
worked and at double the normal rate for all furt~er time worked

Notice is also hereby ßiven bidders that it shall be mandatory

The following resolution was offered by Director Smitten,
seconded by Director wadsworth:

WHEREAS, in the judgment of the Sarli tar;>r Board of the Cen-
tralCoL~ra Costa Sanitary District, it is necessary to secure
all labor, materials, equipment, mechanic8.l wor'kmanship, tr8.l1S-
portatioj,] and services required for the constl"uction of the
main trunk sanitary sewer from the easterly side of Charles Hill
to a point near the eigl:teenth tee in the Orinùa Count:ï."y Club,
in accordance with the plans and specifications for the same,
p1"epared by the Distric;t; EnBineer, heretofore apPI'oved by this
Sanitary Board and which are on file in the Office of the San-
itar'y DiÐtl"ict, located at 1335 Commercial Lane, Walnut Creelc,
California;
NOW, THEREFORE, BE IT RESOLVED that the gene~['al prevailing
rates of í-vages as heretofore asceI'ta:i.ned and. determined by this
Board in its Resolution No. 117, adopted on the 22nd day of
January, 1948, in pursuance of Articles 1 and 2 of Chapter 1 of
Part 7 of Division 2 of the Labor Code of the State of Califor-
nia, shall be the general prevailing rates per diem wages for
each. craft or t;:tpe of workman or mechanic needed for the con-

BE IT FURTH"ER RESOLVED, that the Secr'etaI'Y of this Boa.rd be

construction and completion of said work by publishing the
following notice once a week for two successive weeks in the
Lafayette Sun, a newspaper of general circulation, published in
the Central Contra Costa Sanitary Dis~rict.

posals shall be in the form as follows:

Notice is ~ereby given that the Sanitary Board of the
Central Contra Costa Sanitary District, Walnut Creek, Calif-
ornia, invites and will l"eceive sealec1 proposals until 8 o'clocl;:
p.m., February 19, 1948, for furnishing all labor, materials
and services for the consty'uction of l-1ain Trunk Sewe:c, Section
IV for the Central Contra Costa Bani tary District in acco:edance
with the plans and specifications adopted therefor.
The plans and specifications for the proposed work may be
seen and examined at the office of the Central Contra Costa Sani-
tary District, 1335 Commercial Lane, Walnut Creek, California,
or at the Engineering Office of Clyde C. Kennedy, Room 504, 604
Mission Street, San Francisco, California, or may be secured at
the EngineerLig Office of Clyde C. Kennedy by making a payment
of ten dollars ($10.00). There will be n~ refund on returned
plans or specifications.
Pursuant to the statutes of the State of California, the
Sanitary Board of the Central Contra Costa Sanitary District
has 8_scertained and determi¡led the general prevailing rate of
per diem wages and rates for over~ime and legal holidays in the
locality in which this work is to be performed for each craft

Overtime and Saturday rates for Truck Drivers shall be at

time worked on Saturdays.

Before submitting proposals the bidder shall be licensed in
2.ccordal1ce \vi th the provisions of Chaptel" 9 of Division III of
the Business and Professions Code, Chapter 37, of the Statutes
of 1939, as amended, of the State of California, which provides
for the registration and licensing of contractors.
Each bidder must submit with his proposal, a statement of
his financial respon~ibility, technical ability and experience
on the form to be furnished prospective bidders.
Each bidder shall submit with his bid on the form provided,
the name and address of each subcontractor including the prin-
cipal suppliers of materials, and the portion of the work ivhich
each subcontractor will do. If the contractor fails to name the
subcontractors in his proposal, he shall be deemed to have agreed
to pel"form such portion of the work himself and shall not be
permi tted to subcontract said portion of viork without pl'evious
written permission of the Sanitary District Board.
The proposal shall be !Dade out on the form to be furnished
prospective bidders, e copy of which is incorporated with the
specifications, and must be e.ccompanied by a ce:ctified or cash-
ier's check or bidder's bond for an amount not less than ten (10)
per cent of the aggregate of the proposal, made payable to the
Central Contra Costa Sanitary District, sealed and filed with
the Secretary thereof on or before the day and hour first above
set forth, and thereafter will be publicly opened and read before
Ðaid Saritary Board.
The above mentioned check or bond shall be Fiven as a guar-
antee that the bidder wi}l enter into contract if awarded the
work, within ten (10) days after notice of the Bw8rd has been
seDt to him by mail at the address riven by him in his proposal
end sa~e check or bond shall be declared forfeited if the bidder
refuses or ne~lects to enter into said contract within said time.
The successful bidd?r will be reQuired to furnish labor and
met~r181 bonds in the a~ount of fifty (50) per cent of the COD-
tract price and a faithful performance bond in an amount eQual
to one hundrsd (100) per cEnt of the contract price. .
The Sanitary Board reserveR the right to reject any or all
proposals and to waive any informality in ~roposals received.
