MINUTES OF THE~REGULAR MEETING OF THE SANITARY BOARD OF CENTRAL CONTRA COSTA SANITARY DISTRICT HELD DECEMBER 11. 1947 The Sanitary Board o~ the Centra1 Contra Costa Sanitary Dist- rict convened in regular session at its regular place of meeting located at 1335 Commercial Lane, in the City of Walnut Creek, County of Contra Costa, State of California, on the 11th day of December, 1947, at the hour of 8:00 p.m. The meeting was called to order by President Weill. following roll was called: The PRESENT: Directors Johnson, Smitten, Toland, Wadsworth and Weill. ABSENT: None SECRETARY PRO TEM Due to the absence of Secretary Cutler, Director Smitten made a motion, seconded by Director Johnson that Mrs. Phillips be appointed Secretary Pro Tem. Carried unanimously. READING OF MINUTES It was moved by Director Toland, seconded by Director Smitten that the reading of the Minutes of the previous meeting be waived, and be approved as entered. Carried unanimously. OPENING BIDS FOR SECTION III At 8:05 p.m. Manuel Smith's representative handed in a bid, and Director Toland made the motion, seconded by Director Smitten /,,"," " that the Board waive the irregularity and ac'cept the bid, in as much as no bids had as yet been opened and read. follow'ing vote: Ce.rried by the AYES: NOES: Directors Johnson, Smitten, Toland, Wadsworth and Weill. None. PROTEST A protest on the acceptance of the late bid was registered by Mr. H. L. Ross, representative of bidder McGuire and Hester. LOCAL IMPROVEMENT DISTRICTS It was moved by Director Johnson, seconded by Director Smitten that the following be the declared policy of the Sanitary Board with respect to Improvement Districts: THE NECESSARY ENGINEERING AND PROCEEDINGS ARE AUTHORIZED FOR THE SETTING UP OF LOCAL IMPROVEMENT DISTRICTS, WITHOUT WAIT- ING PETITION OF THE AFFECTED PROPERTY OWNERS, TO PROVIDE SERVICE IN THE FOLLOWING LISTED AREAS WHERE A CRITICAL HEALTH HAZARD EXISTS: 1. Lafayette, including Lafayette Oaks, Lafayette Manor, Lafayette Homesites, Lafayette Heights, Lafayette Terrace, Lafayette Acres, Bickerstaff, Hough and Sunset Village tracts, and various adjacent small subdivisions. Pleasant Hill area northwesterly of East Bay Municipal Utility District aqueduct. 2. 3. Saranap, Sun Valley, Newell Tract, Parkmead, Floraland, and lands immediately south and southwest of Walnut Creek, Hidden Valley and adjoining small subdivisions. 4. 5. BE IT RESOLVED that the regular meeting date of the Sanitary Board of the Central Contra Costa Sanitary District of Contra Costa County of the State of California, be and same is herAby estab11shAd as the fi~st Thursday of each month, at the hour of 8:00 o'clock p.m., at 1335 Commercial Lane, Walnut Creek, Calif- ornia, beginning with February, 1948. BE IT FURTHER RESOLVED that if the first Thursday of the month falls on a holiday, the meeting will be held on the next regular business day.
