MINUTES OF A REGUIAR MEETING
OF THE DISTRICT BOARD
CENTRAL COI'TRA COSTA SANITARY DISTRICT

The District Board of Central Contra Costa Sanita~ District convened in
a Regular Session at its regular place of meeting located at l2S0 Springbrook
Road, Walnut Creek, County of Contra Costa, State of California, on Ju1Jr 5,
1962, at 8:00 o'clock P.M.
The meeting was called to order by President Mitchell.

II. APPROVAL OF MINUTES
The Minutes of the meeting of June 21, 1962, were approved as presented.
III. APPROVAL OF EXPENDITURES
It was moved by Member Gibbs, seconded by Member Bowman, that the expendi-
tures, as audited by the Auditing Committee and as submitted by the District
Manager-Engineer, be approved, reference being specitical1Jr made to Sewer
Construction Vouchers Humbers 1420 to 1430, inclusive, and Bunning Expense
Vouchers luabers 97S0 to 9918, inclusive. Carried by the following vote:

Mr. Horstkotte, District Manager-Engineer, stated that property owners
of close to 1,000 acres had signed petitions for annexation in the area of
Trunk Sewer G, Sections 11 Through 17.
It was moved by Member Roemer, seconded by Member Bowman, that the
plans and speci.fications for Trunk Sewer G, Sections 11 Through 17, be
approved and that the call for bids be authorized. Carried by the following
vote:

specifications for Lower Orinda Pumping Station Alterations be approved and the
call for bids authorized. Carried by the following vote:

MATTERS FROM THE FLOOR
Member Frank Sa1fingere discussed with the District Board the publicity
given to his holding more than one public office in the County.
He stated he is seeking legal advice prior to any decision.
VII.
REPORTS
DISTRICT MANAGER-ENGINEER
SCHEDULE OF WORK ON TRUNK SEWER K, SECTIONS 1, 2 AND 5, AND MAIN SEWERS
Mr. Horstkotte, District Manager-Engineer, stated that the recent strike
having caused a delay on Trunk. Sewer K,. Sections 1, 2 and 5, and Main Sewers
work, the contractor was authorized to go on a 60-hour a week schedule so that
the Lower Orinda Pumping Station Alterations work would not be delayed and
cause problems this winter.

CALIFORNIA SANITARY DISTRICTS ASSOCIATION CONVENTION IN SAN FRANC:mCO
~~. Horstkotte invited all Members of the District Board to attend the
California Sanitary Districts Association convention in San Francisco July 13
through 15,1962, and requested expenses.
A£ter discussion, it was moved by Member Bowman, seconded by Member
Gibbs, that $160.00 be authorized for California Sanitary Districts Association
convention expenses for Board Members and Mr. Horstkotte. Carried by the
following vote: .

BAY AREA WATER POLLUTION STUDY
Member Gibbs questioned Mr. Horstkotte about the Bay Area water pollution
study being made by the University of California on a $300,000.00 grant.
Mr. Horstkotte explained what was being done.
COUNSEL FOR THE DISTRICT
EXPENSES FOR THE CALJFORNIA SANITARY D1BTRICTS ASSOCIATION CONVENTION
Mr. Bohn, Counsel for the District, asked about his expenses for the
California Sanitary Districts Association convention in which he was scheduled
to take a part.

The District Board suggested that Mr. Bohn submit his expenses after the
convention.
PENDING LITIGATION
Mr. Bohn reviewed pending litigation.
VIII. ADJŒJRNMENT
At 11:00 o'clock P.M., the meeting was adjourned by President Mitchell
to July 19,1962.
