HELD APRIL 19, .1962
The District Board of Central Contra Costa Sanitary District convened
in an Adjourned Regular Session at its regular place of _eting located at
1250 Springbrook Road, Walnut Creek, County of Contra Caeta, State of
California, on April 19,1962, at 8:00 o'clock P.M.
The meeting was called to order by President Mitchell.

The Minutes of the meeting of April 5, 1962, were approved as presented.

-Mr. Bohn, CoUDSelfor the Di8trict, again asked. to. ha'feacceptance of
the easement from the City of Walnut Creek carried over to the next _eting
for further study of the relocation clause.

Mr. Hontkotte, District Manager-Engineer, stated that the ease.nt
agreement provided for pa7J118nt to the Countr,y Club the sua of $5,000.00 for
the restoration of the 17th and 18th fa1rwa;yll, approximately 38,000 square
feet of turf. After the contractor properly graded the area, the planting
and care of the new turf would be the responsibility of the Count17 Club.
The agreement provided for the payment of $46.50 per night for three
nights. for a watchman to stand by due to the sewer installation being placed
under the maintenance building in which mechanical equipment is stored and
it being necessary to dis_ntle a portion of the building during the installa-
tion with no way to keep the equipment locked up.
The agreDent provided that all completed connections to the District
system until January 1, 1963, would be permitted without further cost. The
agreement dated April 18, 1948, relati-ve to connection charges for the Country
Club would be cancelled.
The agreement provided for six pine trees at least four feet tall in 5
gallon containers be furnished to replace other trees being removed.
The agreement provided that the easementl! required on the 17th and
18th fa1rwa1'8 would be without cost to the District.

After discussion, it was IIOved by Member Roe_r, seconded by Member
Bowman, that the President and Secretar,y be authorir;ed to execute the LineK
easell8nt agre..nt with the Orinda Count17 Club subject to the approval of Mr.
Bohn, Counsel for the District. Carried by the following vote:

Mr. Horstkotte, District Manager-Engineer, referred to the memorandum
to the District Board dated February 15, 1962, relative to annexation
charges.
He stated that general1)r the elementary school sites were ten acres
each and the high school sites forty acres each. The full annexation
charge of $200.00 per acre would ¡eneral17 be $2,000.00 and $8,000.00
respectively. The staff recolllll8ndation is to charge eleJlentary schools
$1,000.00 for each site and high schoo18 $4,000.00 for each site regardless
of size and to allow pay8nt of $500.00 per year until paid. '
After diacussion, it was JaVed by Member Gibbs, seconded by Member
Salfingere, that the annexation charse for annexing elementary schools be
$1,000.00 per site and high schools $4,000.00 per site and payments -1' be
in annual installments of $500.00 until paid. Carried by the following vote:

REQUEST OF DR. KARL EHRLICH FOR PAIMEJIT OF PI1JMBIIG BILL
Mr. Horstkotte, District Manager-lngineer, stated that this was the
usual case of calling a plU1lber and then finding the trouble in the _in
line. The amount of the bill being $69.61. .
President Mitchell stated that the maximum amount the Board determined
would be paid in such cases, when' warranted, was $25.00.
It was JaOved by Muaber Roemer, seconded by Member Gibbs, that the Dr.
Karl Ehrlich claim for payment o~ plumbing bill as a result of sewer stoppage
be settled in the BUll. of $25.00 after receiving a signed Release in Full
Settle.ent and. Colllproai8e. Carried by the following vote:

The Minutes of Hair 18, 1961, authorized the payment for walnut trees to
be removed in easement Parcels 5 and 6 of Watershed 27 subject to Board
approval. .
Mr. Horstkotte, District Manager-Engineer, explained that there were 24
walnut trees removed in easement Parcel 5, owned by the Gospel FoUDdation,
and 33 walnut trees removed in easement Parcel 6, owned by Dow Chemical
COlllpany. He stated that the ease_n'tll were granted without cost; payment
only to be made for the walnut trees that were removed.

Mr. Horstkotte stated that an agreement had been reached for the pay-
ment of $100.00 each for the walnut trees removed and recommended settlement.
It was moved by Member Roemer, seconded by Kember Salfingere, that the
Gospel Foundation be paid $2,400.00 for the 24 walnut trees removed during
the installation of the sewer pipe in easement Parcel 5 of Watershed 27 and
the Dow Chemical Company be paid $3,300.00 for the 33 walnut trees r811Oved
during the installation of the sewer pipe in easement Parcel 6 of Watershed
27. Carried by the following vote:

belated nottces for connection charges due tor added fixtures. . Member
Ro...r stated that he also had received a phone call.
Mr. Horstkotte, District Manager-Engineer, expla1ned the procedure for
the collection of connection fees for added fixtures.

The District Board briefiy discWlsed the publicity given the City of
Pleasant Hill relative to franchising garbage collection as a -ans of pro-
ducing revenue.

Mr. Horstkotte, District Manager"'ngin8er,and Mr. Bohn, Counsel for
the District, reported on the California Sanitary' Districts Association
executive committee meeting at Anaheim, Califomia.

Mr. Horstkotte stated that the California Sanitary Districts Association
convention would be held J~ 13, 14 and IS, 1962, in San Franci8 co, and
recolllll8nded that all the Board Members attend.
NATIONAL ASSOCIATIOIl OF COUNTY ENGDIEUS CONVENTION
Mr. Horetkotte, District Manager-Engineer, reqaested that the District
Board authorise the advance of funds for his attendance at the National
Association of CountyZngineers convention in New Orleans from May 3 to 6,
inclusive, 1962, to be repaid to the District by the National Association of
County Engineers. .
It was moved by Member Roamer, seconded by Member Gibbs, that Mr.
Horstkotte be authoriød to attend the National Association of County Engineers
convention in New Orleans May 3, 4, 5 and 6, 1962, and that the District
advance the expense funds which are to be repaid to the District by the
National Association of County Engineers. Carried by the following vote:
