CHANGING REGULAR MEETING PLACE
The following resolution was offered by Director Smitten, seconded
by Director Johnson:
RESOLUTION NO. 342
BE IT RESOLVED that the regular meeting date and place of meeting
of the District Board of the Central Contra Costa Sanitary ûistrict of
Contra Costa County, State of California, be and the same is hereby
established as the first Thursday of each month at the hour of 8:00 p.m.
at 1822 Mt. ~iablo Boulevard, Walnut Creek, California, the first meet-
ing to be so held shall be on Thursday, September 2,1948.
BE IT FURTHER RESOLVED that if the first Thursday of the ~onth falls
on a holiday, the meeting will be held on the next regular business day.

Board for the construction of Section VI Main Trunk Sewer to be located
between Newell Avenue south of Walnut Creek and Rudgear Road south of
Walnut Creek be and the same are hereby approved and the President and

same showing such approval thereof

ESTABLIS3ING WAGE RATES FOR SECTION VI
The following resolution was offered by Director Toland, seconded
by Director Wadsworth:
RESOLUTION NO. 344
WHEREAS, in pursuance of Article 1 and 2 of Chapter 1 of Part 7 of
Division 2 of the Labor Code of the State of California, before the
Sanitary Board of the Central Contra Costa Sanitary District may award
any contract for public work on behalf of said Sanitary District, the
Sanitary Board must ascertain the general prevailing rate of per diem
wages in the locality in which the work is to be performed, to-wit:
within the limits of the Central Contra Costa Sanitary District for each
craft or type of workman or mechanic needed to execute the contract, and
must specify in the call for bids for said contract and in the contract
itself what the general prevailing rate of per diem wages in said locality
is for each craft or type of workman or mechanic needed to execute the
contract and also the general prevailing rate for legal holiday and over-
t ime work;

NOW, THEREFORE, BE IT RESOLVED, that the said general prevailing
rate of per diem wages and the general prevailing rate of per diem wages
for legal holiday and overtime work within the limits of said Sanitary
District for each craft or type of workman or mechanic needed to execute
a contract for the construction of the main trunk sewer Section VI to be
located between a point oh Newell Åvenue south of Walnut Creek to a point
at Rudgear Road south of Walnut Creek, as specified in the plans and
specifications heretofore approved by this District Board, shall be and
the same are hereby ascertained, approved and adopted by this District
Board after a full investigation to be as follows:

Overtime and Saturday work ,,-jhall be paid for at double the normal
hourly rate except as noted below for Cement Finishers and Truck Drivers
and work on Sundays and Holidays shall be paid for at double the normal
hourly rate.
The foregoing schedule of prevailing rates of wages, and rates for
overtime, Sunday and Legal Holidays, is based, unless otherwise speci-
fied, upon a working day of 8 hours.
Overtime and Saturday rates for Truck Drivers shall be at one and
one-half (Ii) times the normal hourly rate.
The first two hours overtime, after a normal 8 hour day, for Cement
Finishers shall be at one and one-half (li) times the normal rate and
further overtime shall be at double the normal rate. Saturday work for
Cement Finishers shall bå at one and one-half (li) times the normal
rate for the first 8 hours worked and at double the normal rate for all
further:time worked on S~turdays.
Notice is also hereby given bidders that it shall be mandatory upon
the contractor to whom the contract is awarded, and upon all subcon-
tractors under him, to på.y not less than said general prevailing rates
of per 4iem wages, as ab~ve listed, to all laborers, workmen, and
mechanics employed in th~ execution of the contract.

WHEREAS, in the judgØent of the District Board of the Central Contra
Costa Sänitary District, 'it is necessary to secure all labor, materials,
equipment, mechanical workmanship, transportation and services required
for the 'construction of Section VI of the I~in Trunk Sewer to be located
between ~ewell Avenue, south of Walnut Creek and Rudgear Road, south of
Walnut Creek, California; in accordance with the plans and specifica-
tions for the same, heretofore approved by this District Board and
which are on file in the 'office of the Sanitary District located at

of wages as heretofore ascertained and determined by this Board in

Before submitting proposals the bidder shall be licensed in
accordance with the provisions of Chapter 9 of Division III of the
Business and Profes-sions Code, Chapter 37, of the Statutes of
1939, -as amended, of the State of Cal ifornia, which provides for
the r~gistration and licensing of contractors.
Each bidder must submit with his proposal, a statement of his
financ-ial responsi bili ty, technical abili ty and experience on the
form to be furnisheâ prospective bidders.

Each bidder shall submit with his bid on the form provided, the
name and address of each subc'ontractor including the principal sup-
liers of materials, and the portion of the work which 'eaèh subcontract-
or will do. If the contractor fails to name the subcontractors in
his proposa~, he shall be deemed to have agreed to perform such por-
tion of the work himself and shall not be permitted to subcontract
said portion of work without previous written permission of the
Sanitary District Board.
The proposal shall be made out on the form to be furnished pros-
pective bidders, a copy of which is incorporated with the specifica-
tions, and must be accompanied by a certified or cashier's check or
bidder's bond for an amount not less than ten (10) per cent of the
aggregate of the proposal, made payable to the Central Contra Costa
Sanitary District, sealed and filed with the Secretary thereof on
or before the day and hour first above set forth, and thereafter will
be publicly opened and read before said District Board.
The above mentioned check or bond shall be given as a guarantee
that the bidder will enter into contract if awarded the work, within
ten (10) days after notice of the award has been sent to him by mail
at the address gi~en by him in his proposal and said check or bond
shall be declared forfeited if the bidder refuses or neglects to en-
ter into said contract within said time.
The successful bidder will be required to furnish labor and
material bonds in the amount of fifty (50) per cent of the contract
price and a faithful performance bond in an amount equal to one
hundred (100) per cent of the contract price.
The District Board reserves the right to reject ~ny or all
proposals and to waive any informality in proposals received.

SEWER CODE
An ordinance providing for the regulation of the construction
and operation of side sewers, drainage and sewering in Central
Contra Costa Sanitary District, providing for the employment of a
sewer inspector, providing for sewer connection permits, fixing
fees therefor, and providing a penalty for the violation of the
provisions thereof.
The District Board of the Central Contra Costa Sanitary Dis-
trict, Contra Costa County, California, does ordain as follows:
ARTICLE I.
DEFINITIONS
For the-purpose of this ordinance the terms used herein are
defined as follows:

District Board is the governing body of said District.

Person is any person, firm, company, corporation or
association.
Street is any public highway, road, street, avenue, alley,
way, easement or right-of-way.
Trunk Sewer is the sewer in the street constructed to
accommodate more than one main sewer.
Main Sewer is the sewer in the street constructed to
accommoda te more than one side s e.."er.
Side Sewer is that part of the sewer piping beginning at
the junction thereof with the house plumbing system at
not closer than two feet outside of the foundation wall
of the building served and terminating in the,main sewer.
Lateral Sewer is that portion of the side sewer within a
public street.
House Sewer is that portion of the side sewer between the
street line and the connection to the house plumbing
system.
Outside Sewer is a private sewer beyond the limits of the
District.
Drain 1s any conduit for the conveyance of storm water or
surface or sub-surface ground drainage water carrying
no putrescible matter.
Private Sewer is one which has an independent sewage dis-
posal not connected with a public sewer and which ac-
commodates one or more houses.
Septic Tank System is composed of reservoirs or tanks which
receive crude sewage and by septic bacterial action
effects decomposition and.settlement of settleable
solids and diversion of the septic liquid for clarifi-
cation and purification which take place by further
bacterial action in percolation ducts extending into
natural or prepared porous sub-soil beds.
Cesspool is a tank, box or sump used for receipt of crude
sewage, and which has inadequate or no provision for
the nitrification, clarification and disposal of the
liquid effluent other than the natural absorbing capa-
city of the ground adjacent thereto or that in service
discharges the unstable liquid to the open air where
it is accessible to disease carrying insects or animals.
Plumbing System includes all plumbing fixtures and traps,
or soil, waste, special waste and vent pipes within
and for a distance of two (2) feet outside the outside
walls of the building served.
Paved Surface includes any form of pavement used on any
public road in the County of Contra Cost~ whether such
pavement is composed of cement, concrete, asphalt, òil,
gravel, crushed rock, or any combination of said forms
of pavement.
ARTICLE II.
GENERAL PROVISIONS
Rules and Regulations. These rules and regulations respect-
ing sewer construction and the'disposal of sewage and
drainage of buildings and connection to the sewerage
system of the Central Contra Costa Sanitary District

are hereby adopted, and all work in respect thereto shall be per-
formed as herein required and not otherwise.
Sec. 2.02

Purpose. This ordinance is intended to provide certain
minimum.standards, provisions and requirements for
design, methods of construction and use of materials
in sanitary sewerage facilities hereafter installed,
altered or repaired. This ordinance shall not apply
retroactively, and, in the event of alterations or
repairs hereafter made, it shall apply to the new
materials and methods used therein.
Short Title. This ordinance shall be known as Central
Contra Costa Sanitary District Sewer Code.
Publication. This ordinance shall be entered in the
Minutes of the District Board, shall be published
once in the Courier-Journal, a newspaper published
in said District and shall take effect September It
1948.
Violation Unlawful. Except as this ordinance mayother-
wise permit, following the effective~te of this
ordinance it shall be unlawful for any person to
connect to, construct, install or provide other means
of sewage disposal from any building in s aid District
except by connection to the sewerage system of said
District in the manner provided in this ordinance.
Penalty. Any person violating the provisions of this
ordinance shall be deemed guilty of a misdemeanor
and upon conviction thereof, shall be punished by a
fine of not to exceed One Hundred Dollars ($IOO.OO)
or by imprisonment in the County Jail of Contra Costa
County, California, not to exceed one (1) month, or
both.
Sewer Inspector. There is established hereby the office
of Sewer Inspector the incumbent of which office
shall be appointed by, and hold office at, the pleas-
ure of the District Board and shall receive as com-
pensation for his services a sum to be fixed by the
Board. .
In case the volume of side sewer construction be-
comes too great for the proper exercise of duties
and timely and satisfactory completion thereof by the
Sewer Inspector, it is hereby provided that the Dis-
trict Board may employ one or more Deputy Inspectors
as in its judgment may be deemed necessary. Deputy
Inspectors shall act as assistants to the Sewer In-
spector, and the Board shall fix the compensation of
said Deputies who shall serve at the pleasure of said
Board. .
The duties of the Sewer Inspector shall include:

side sewer, approving same as filed, or modifying
location, grade or other ~atures thereof to the better
interest of both the applicant and the District.
Countersigning the construction permit.

Previous Notice. In all cases when any inspection is re-
quired, not less than twenty-four (24) hours notice
shall be filed in the Sanitary District office stating
the time when the work will be sufficiently advanced
for inspection.
Condemned. Work. In case any sewer work has been inspected
and any portion thereof condemned before acceptance by
the District, a written notice to that effect shall be
given informing the owner of the premises, or the agent
of such owner, to make repairs necessary to place the
sewer in satisfactory condition.
Fees. The following fee shall be paid to the Secretary of

Right of Entry. The Sewe~ Inspector or Deputy Inspectors
shall wear or carry an official badge of office or
other evidence establishing his position as such, and
upon exhibiting same shall have the right of entry in
and upon all premises withinæid District for the pur-
pose of making examinations, inspections or otherwise
performing such duties as may be necessary in the en-
forcement of the provisions of this ordinance.
Responsibility for Defects. All persons performing work
under this ordinance shall be held strictly responsible
for any and all acts of agents or employees in connection
with work performed un~er this ordinance. Upon being
notified in writing by the Sewer Inspector of any defect
arising therefrom in any sewer or of any viola~ion of
the provisions of this ordinance, the person or persons
responsible for said work shall take immediate steps to
correct such defect or violation.
County of Contra Costa. Ordinance No. 185. The County
Surveyor of the County of Contra Costa acting in behalf
of said Couhty has jurisdiction over excavations in
portions of County roads, lanes, alleys and public places
in said County, under the provisions of Contra Costa
Ordinance No. 185 said County Surveyor must issue a
permit for such excavation prior to the performance of
any such excavation within the same. Application for
such a permit shall be made through the Sanitary Dis-
trict at its office at th~ same time applicatiøn is
made for the permit required under this Sanitary Code.
ARTICLE III.
SIDE SEWERS
Side Sewers. Permit Required. A lateral sewer shall not
be constructed or a connection made to a main sewer or

a house sewer constructed or a connection made to the
lateral sewer or any excavation within the paved surface

of any public road within the District until after a
permit has been issued therefor by the County ~urveyor
-of the County of Contra Costa and the Secretary of the
District or Secretary of the District only, as the case
may require. "
Permit. Application Contents. In the application for a
permit to construct and connect a side sewer to a main
sewer, or to make a connection to a lateral sewer, the
owner of the property to be served, or any sewer con-
tractor representing such-owner, shall cause to be
described on a map on file in the District office,
the work proposed to be done, the location of such
connection and the extent of such work, and shall
state the day upon which said work will be commenced.
Permit Issuance - Fees and Deposits. The application for
the permit for sewer installation shall be checked
by the Sewer Inspector for accuracy of details there-
on and from personal knowledge of local site condi-
tions. He shall approve the application as filed or
as he.may modify it to suit the better interest of
the applicant and thereafter countersign the permit
to be issued by the Secretary. The £ecretary" is
hereby authorized to issue the permit after the ap-
plication has been approveà by the Sewer Inspector
and is authorized and directed hereby to collect all
fees and deposits which by the provisions of this code
are payable by the applicant, on or before the de-
livery of the permit to the applicant. The applica-
tion for the permit for excavation ih paved surfaces
of public roads may be checked by the Sewer Inspect-
or for area and location of such excavation; the
permit for such excavation must be issued by the
County Surveyor. All money received in fees ánd-
guaranty deposits shall be œposited with the County
Treasurer in the Running Expense Fund of the District.
Money received as guaranty deposits shall be return-
able at the order of the District Board upon evidence
of satisfactory completion of the work for which such
deposit was a guaranty.
Permit Departure. After the approval of the application
evidenced by the issuance of the permit such loc~-
tion shall not be departed from without written per-
mission of the Sewer Inspector or his authorized
representative.
Side Sewers installed and connected as Part of Collecting
Sewer Construction Program. In case application for per-
mit for side sewer connection is made prior to the laying
of the pipe of the main sewer, showing the desired lo-
cation for the Y to be installed therein in the con-
struction of said main Ðewer, no fee will be demanded'
for the issuance of the permit. Where the contractor
for the main sewer is also employed by the owner to in-
stall the side sewer and to make the connection to the
main sewer during the progress of the main sewer con-
struction, only the fees for inspection of house sewers
and lateral sewers and the guaranty deposit elsewhere
in this code set forth shall be payable.
Guaranty Deposit. A guaranty deposit shall be made
with the Secretary of the District for each permit
issued for excavation within a public road and/or
for a side sewer connection to cover the cost of
restoring the place where said excavation is to be
made to its original condition "and as a guaranty'
of faithful performance of the provisions herein:

Such deposit shall be made before any permit will be
issued. The whole of any deposit shall be rFturned
upon the satisfactory completion and acceptance of

does not involve excavati~n withi~ paved areas. 60%
of any deposit shall be returned upon the satisfactory
campletion And acceptance of the vlork for which the
deposit was made for work which involves excavation
within paved areas and the balance of such deposit
shall be retained for a period of one year and shall
be returned at th,9 t time if the re s tora.tion of the
paved surf~ce has proven satisfactary for that period.
In the event of failure of paved surface due to ex-
c8vetlon for the installation of side sewers within
county roads within one year, such pavement may be
restored by the County of Contra Costa upon the order
of the County Surveyor with the cost of such work
charged age.ins t the deposits made, however, the charge
shall not exceed $10.00 for the work incident to any
one permit.
Trenches. Trenches for lateral sewers shall be excRv8ted
and backfilled and the pavement restored in the street
in eccardFmce wi th the laws, ordinances and regula.-

street, and the owner or his agent shall obtain
all permits end pay all fees required by such
authority. Upon failure within three (3) dRYs to
correct any work as ordered by the Inspector, said
work shall be corrected by the Inspector and the
cost thereof deducted from the amount of the guar-
anty deposit end thereafter the balance of the de-
posit shall be returned to the applicsnt.
Trenche§. - Ins.12.ection. All trenches shell be left
aDen end all Fide sewers and connections to the
main or lateral sewers must be left uncovered for
inspection until after the inspection has been made.
Upon written approval after such inspection, trenches
shall be backfilled without delay and the street re-
~torE'd to ite originel condition.
Pipe Laying. The pipe shall be laid in conformity to
the line and grade ap;Jroved for e9ch instBllation.
Each length of pipe shall have a true and continu-
ous be~ring for its entire length between bell holes.
A bell hole shall be excavated to Accommod~te the
bell of each pipe length or fitting, of a si~e and
depth to facilitate a complete and 8ati~factory
ulacing and compaction of the joint filler. All ad-
justments of pipe to line and grade shall be made
by scraping a'l.vB.y or filling in and compactly tamping
earth or sand under the body of the pipe. Wedging
or blocking up of the pipe shall not be permitted.
The bell hole shall be kept free from water during the
laying of the pipe and until the jointing material
has set sufficiently so that water thereon will cause
no damage. Both bell and spigot shall be cleen 8.nd
care shall be taken that nothing but the joint
making material enters the joint, The pipe shall
be laid upgrade c~ntinuously from the connection to
the sewer main to the plumbing outlet connection
with the bell end forward, unless otherwise per-
mitted, in special cases by the Inspector. A gasket
of braided untreated oakum or a hollow rubber ring
of 8plJroved type B.nd si ~e ma.y be used, to center the
spigot in the bell. No lerger gasket shall be used
than i e reo'.Üred to prevent any mortar of the joint
from escaping from the bell into the barrel of the
pipe. Mortar as described under "materials" shall
then bE' placed and ta.mped uniformly and compactly
the full remaining depth of the bell to the end
thereof, care being taken to presprve the alinement
of the pipe. Thereefter a fillet of mortar with a
wAter content sufficient to allow placement and
epreading \^'i th a pointrr trowel shell be placed and
compactly trowelled entirely around the pipe and ex-
tE'nding not less tha.n one inch from the outer end of
the bell. The completed joint shall be covered at
once with moi~t earth or otherwise protected to pre-
vent drying or other injury.
Backfill. Backfill over lateral sewers and main sewer
connections sha~ll be placed and thoroughly compacted
under and on eAch side of the pipe to e depth not
less than four (4) inches over the top of the pipe
by means of a tamper having a cross sectional arep
of tamping foot not to exceed three (3) square inches.
The rema.lnder of the trench shall be filled to the
elevation of the surface of the adjacent ground and
where water is available for the purpose, the filling
may be compacted by flooding, except that where pave-
ment is to be laid over it. Backfill above the first
compacted layer above the pipe sha.ll be placed in
horizontal layers of not to exceed one (1) foot each
and compacted with temper while being pla.ced, and

a final surface compaction with rubber tired truck
wheels shall be made.
Pavement. Where any existing pavement or surfacing in
any street muet be cut for the purpose of construct-
ing any lateral sewer such pavement shell be restored
to the character of improvement existing prior to the
beginning of applicant's work.
Ba.rriers end Lights. The e.pplicant shall mainta.in such
barriers, lights and signs as are necessary to give
warning to the public at all times while a lateral
sewer is under construction and of any dangerous con-
dition to be encountered in consequence thereof. He
likewise shall protect the public, in the use of
walkwayf', against any such condition in connection
",Ti th the construction of house sewers.
LiRbility. The District and its officers and employees
8ha.ll not be gnewerable for 8.ny liabili ty for personal
injury or loss of life or damage to any property con-
seouent to the performance of p.ny of the herein described
work by any such applicant. The applicant shall save
the District, its officers and employees harml€ss
from any such liability imposed by law upon the Dis-
trict, its officers or employees, including all costs,
expenses, fees and interest incurred in legal defense,
or in the enforcement of this provision. ADplicant
shall be solely liable for any defects in the per-
formance of his work or any failure which may develop
therein.
Sewer Materials
(a) Vitrified PiDe. Vitrified pipe and fittings shall
conform to the requirements of the American Society for
Testing Materials (ASTM) Specifications for Clay Sewer
Pipe, Designation C 13-40, with the exception that pipe
of longer lengths will be permitted and that unglazed
pipe and fittings may be used. Pipe and fittings for
side sewer construction shall have an internal diameter
of not less than four (4) inches.
(b) Sand. Sand for mortar shall be natural sp.nd composed
of hard dura.ble uncoateèl grains of rock free from oil
or other deleterious material.
(c) Morta~. Mortar for pipe joints shall be composed of
one part Portland Cement and two parts of sand. The
mortar shall be well mixed, moistened only sufficiently
to hold to¡;;ether while being placed and not so moist
as to flow or be displaced during the process of tpmp-
ing in the joint.
(d) Cement. Cement for mortar shell be Portland Cement
that Ahell conform to ASTM Specification Designation
C 150-42.
(e) Soil Piue. In case it is necessary for the House
Sewer to be constructed beneath any habitable structure
or within two (2) feet outside the found8tion walls of
=uch structure the sewer shall be constructed of cast
iron soil pipe of the quality and laid with materials
and in the manner satisfying the requirements of the
county plumbing code.
(f) Bituminized-Fibre Sewer Pipe. Bituminized-Fibre
Drain and Se'\'Jer Pipe conforming to all requirements
of Commercial Standard C S 116-44 as issued by the
National Bureau of Standards of the United States De-
partment of Commerce may be used in lieu of Vitrified
Pipe for side sewers provided that the pipe shal1 be

buried not le~s th~n two and one half feet below
the surface and all connections shall be made to
80il pipe with caet iron fittings and to lateral
or main sewers with vitrified clay fittings.
Connection to Main Sewer. Lateral sewere shall be
connected to the main.sewer at a standard tee or
wye branch, where such branch is installed in
Dlace in such main sewer within ten (IO) feet a-
~
long such sewer from the point thereon at which
service is desired. The stopper in the bell of the
tee or wye shall be removed in a manner not to in-
jure the bell, the walls and base of the bell shall
be thoroughly cleaned and the spigot of pipe or
bend fitted to the bell for the required direction
of the lateral. The packing and completion of the
joint conne c tion to the m!Ün she.ll not be made and
completed until a sufficient length of the lateral
has been laid and controlled in position by tamped
earth to insure against movement of pipe in the
joint during further pipe la.ying and joint making
processes. Thereafter the sewer connection joint
shall be mortar packed s.nd completed as provided
in Sec. 3.09 herein.
The completed joint ~hall be protected from dis-
turbance or injury ana backfill shall not be placed
until the following day.
Saddle Connection. In case there is no exiøting tee
or wye branch within the distance, noted in Sec.
3.15, from the desired point of lateral connection
p saddle having a skirt fabricated therein which
will prevent the entrance of the spigot of the sed-
éUe to e depth greater the.n the thickness of the
'vall of the 'Oi-oe ta-oDed shall be installed as follows:

the spigot end of the saddle 1>lhen centered therein
with the invert of the entering lateral at the half
depth of the main sewer pipe and pointing down grade
on the main sewer. The exterior of the main sewer
pipe S.he.ll be thoroughly cles.ned for a diste.nce .Of
not less than eight (8) inches along the pipe each
way from the outer edge of the saddle skirt and for
a distance around the barrel not less than three-
eights (3/8) of the outside circumference thereof
each way from the center of the saddle location in
case the main sewer pipe is Ie" I.D. or greater, but
entirely around the pipe in case the sewer is smaller
than IO" I. D. The saddle then sh::J.ll be mounted in
the required position in mortar sufficient to give
a full bearing of the skirt of the eaddle on the
pipe and the scarfed edges of the opening therein.
Care shall be taken thp.t no fragments of pipe or
morte.r are allowed to waste into the main sewer.
Temporary struts shall then be placed from the bell
of the 8eddle to Þ';ench timbering to insure security
of position of the saddle. Concrete shall then be
placed covering the cleaned area above described
and of a depth to entirely enclose the saddle to the
lip of the bell. All of the above work shall be done
under the supervision and direction and to tte satie-
fection of the Sewer Inspector. After the com~letion
of the concrete sRddle block and not less than twen-
ty-four (24) hours after the placing of the concrete
about the saddle, connection of the leteral sewer
thereto may be made and pipe laying therefro~ con-
tinued.

shall be separately and independently connected with
the sewer, provided, however, that where two or more
bu1lding~ on the same lot belong to the same owner,
separate sewer connections need not be made with the
main sewer. No two separate owners of adjacent lots
fronting on the same street shall be permitted to
join in the use of the same side sewer. In cpse of
multiple service connections under a single ownership,
the Sewer Inspector i~ authorized to require that the
lateral sewer serving the house sewer or sewers shall
be constructed of a size larger than four (4) inches
dependent upon the expected capacity requirements
and available grade.
De"Oth a,nd Gra,de of Side Sewers. Unless the conforma-
tion of the ground prevents it, side se\,¡ers shall have
a depth at the street line of not less than four (4)
feet between the top of the pipe and the ground sur-
face, and shall have a uniform slope toward the main
sewer of not less than one-eighth (1/8) inch vertical
to one (1) foot horizontal. The house sewer at the
connection with the house plumbing shall be not less
than eighteen (18) inches below the surface of the
ground, providing the minimum gra.de of one-eighth (1/8)
inch fall per foot will permit.
Cleanout. Every house sewer shall terminate in a wye
branch connecting with the house plumbing outlet, the
straight run enð. being closed by R. ca.p to be available
~~ R cleanout.
InsDection. It shall be unlawful for any person to
connect any new se't-!er or addi tion to 8.ny old sewer,
without first reporting in writing such proposed
construction or addition to the Sewer Inspector. The
fact of completion of pipe laying and readiness for
inspection shall also be reported to the Sewer In-
SDector. In no case shall the sewer be covered at
a~y point within or without private property lines,
until it has been inspected and approved.
Að.di tion~Ü Bre.nch SevJers. When there is no se1rJer in
the street on which a property reQuiring sewerage
facilities fronts or where such required service is
at an elevation impossible to be served by gravity
flow to the street on which such property fronts and
a private sewer is reQuired to be constructed for
connection to a main sewer in an adjacent street a
right of way therefor she.ll be obta.ined by the Dis-
trict before a permit for the construction of said
sewer will be issued.
Drainage Connections Prohibited. No leaders from
roofs and no surfecF dre ins she,ll be conne cted to any
side sewer. No surface or subsurface drainage or
storm water shall be permitted to enter any sewer
by a.ny device or method whatever: also no septic
tanks or cesspools or the drains therefrom shall be
connected to e.ny siå.e se",'er, except as noted in Sec.
3.25.
Industrial Waste Permits. No person shall discharge
any industrial ,"]Bste or any ga.rbage or B.ny solid,
semi-solid or liquid subst~nces reFulting from any
industri~,-l manufacturing or commercia.l process, or
from any garage, service station or automobile waeh-
r~ck, into any main or lateral sewer in the District,
without fi!.~t having obtained a permit to do so from
the District Board.
Indu~trial Waste Regulations. Permits to discharge
any of such substa.nces will be granted in accordance
,,¡i th, and in consid.eration of, the specia.l conditions
of each case, and shall be subject to reasonable rules,

regulations and reQuirements, to prevent exces-
sive alkalinity or acidity of the effluent, or
excessive discharge of organic or inorga.nic sub-
stances in solution or in suspension, whether
liQuid, semi-solid or solid.
Septic Tanks When Permitted. It shall be unlawful
to connect the plumbing outlet of any building or
~tructure within the District to any septic tank
or cesspool when such property is located within
a distance of two hundred (200) feet of Rny ma.in
or laterAl sewer and the topogre.phy is such as to
make it not impossible to connect therewith. Con-
struction of a ~eptic tank will be permitted in
Case the structure to be given sewerage service is
located more than two hundred (200) feet from a
mein or lateral sewer or in ca8e within such dis-
tence ground topography is such ae to make connect-
ion thereto impossible. Permits for septic tank
construction will be issued only after application
therefor shall have been filed with the District
Board, showing by sketch or otherwiÐe the relative
location of the structure or structures to be
served, the location of the proposed construction,
the external boundaries of the premises of the ap-
plicant and the location of the nearest existing
sewer, together with a description of the pro-
posed construction. Permits for septic tank con-
struction in a.ccorda.nce with and in consideration
of the special conditions of 10cB.tion, chs,racter
of soil, and proposed construction features of es.ch
case, will be issued by the District Board.
Septic Tank System. Desi~n ReQuirements. The design
of any septic tank system shall be based on the
volume of wastes required to be disposed of, the
extent of the site proposed and the capa.ci ty of the
soil in the available area to absorb the water con-
tent of the said wastes without danger of wAter log-
ging that or adjacent lands.
Septic Tanks and CessDo.().I~Q.ndemnation. A septic
tank system or cesspool which in the operation
thereof is the source of prevalent foul odors in
the vicinity thereof or adjacent to which seepage
water therefrom comes to the surface and forms
pools or running surface streams contributing to
conditions favoring breeding of disease carrying
insects and to contamination of surface runoff of
rain we.ter is unsanitary p..nd sh911 be condemned.
ARTICLE IY~~~TSIDE SEWER
Permits and Fees. No permission shall be granted to
connect A.ny outside se""er to £my lateral or ma.in
sewer in the District unless a permit therefor is
first obtained from the District Board and a con-
nection fee, the amount of which fee shall be fixed
by the Board i8 paid to the District Secretary.
An annual service charge, the amount of which charge
shall be fixed by the Board, shall be paid for such
service on or before July 1st of each year for the
ensuing year. Such service charge shall be prorated
for the period from time of connecti~n to the next
July let, according to the number of months to run.
Special Outsicl~eement_. Where special condi tions
exist relating to an outside sewer they shall be the
subject of a special contract made by the District

Permit Optional. The granting of the permission for
such outside connection in any event shall be op-
tional with the District Board.
Connection Agreement. In no event shall such permission
be granted unless the applicant first shall enter
into a. contract in writing, whereby he shall bind
hi~self, hie heirs, successors end assigns to abide
by ~ll the ordinances, rules B.nd regule.tions regula.-
ting the manner in which such sewer shall be used,
the ma.nner of connecting therewith, a.nd the plumb-
ing and dra.inage in connection therewith, B.nd also
shall agree to the provisions of this ordina.nce relB_-
tive to the use of said sewer, and agrees to pay for
?uch privilege the annual service charge so fixed.
ARTICLE V.
DIRECT CONNECTION TO TRUNK SEWER
Permi tEl And Fees. Permission ma_y be grantf'd to connect
side sewers direct to manholes on the trunk or main
sewers when, in the opinion of the District Board,
the properties involved are so located that such ser-
vice m~y be made as an individual connection. A con-
nection fee shall be charged aga.inst residentiel es-
t8blishments making such direct connection, which fAe
shall be $250.00 for the first residence, plus $50.00
for each additional building occupied as living
auarters on the same property. A connection fee to
be determined by the District Board sha.ll be charged
for commercial and/or industria_l establishments at
an amount to be set for each individual case. The
connection fees shall be in addition to the fees
established in Sec. 2.10.
Permit Optional. The granting of the permission for
such direct connection to manholes on the trunk or
main sewers shall be optiona.l wi th the District
Board. Permission shall not be granted unless the
applicant therefor first shall enter into a contract
in writing whereby he shell bind himself, his heirs,
successors end assigns to abide by all of the ordin-
ances, rules and regulations regulating the manner in
which such connecting sewer shall be used, the number
and character of buildings to be connected, the man-
ner of connecting therewith, and the plumbing and
drainage in connection therewith, and shall also agree
to provisions of this code relative to the use of
said 8e""'e1'.

We, the Master Plumbers of Contra Costa County earnestly urge
you to enact an amendment to Ordinance #4 as follows:
That all house or side sewers be under the jurisdiction of a
certified Master Plumber. We consider the side sewer as that
portion of the sewer line from the house or building to the
property line.
The numerous reasons for making this request will be presented
by myself and the authorized repr'esentaLi ves attending this
meeting.

Mr. Nichols, Mr. Doyle, Mr. Marcel Lescure, Mr. Ray Hartsen,
Mr. Meier spoke to the Board in favor of having the Master Plumbers
connect and ins~all side sewers.
Mr. Ongman, representing Don Kessler Co. and Mr. Wright of the
Labor Union Local 324 requested that anyone with a license be
pllowed to do the work.
Mr. McFarlane of Walnut Creek requested that the District be
responsible for gejting the sewer to the curb at the proper grade
so prop~rty owners would be saved excessive expense when the
street sewer was deep.
After hearing everyone from the floor, it was moved by Member
Smitten, seconded by Member Wadsworth that the Board adopt the
Sewer Code in full as written and read. Carried unanimously.

REQUEST FOR LAND FRO!.l COUNTY
Supervisor Taylor of Contra Costa County requested that the Board
put a price on approximately 9 acres of land at the sewage treatment
plant site, which the County would consider purchasing for the new
Juvenile Detention Home.
The Board put a value of $600 per acre on
the land, and Mr. Taylor said he would take the information back to
the Board of Supervisors.
TEÞŒORARY POWER - TREATMENT PLANf
Due to the non delivery of the calle, the Engineer recommended
that a temporary overhead power system be installed at the Treatment
Plant to facilitate use of the plant before September 1. It was
moved by Member Johnson seconded by Member Smitten that the Board
authorize the installation of a temporary overhead power system at
a cost not to exceed $700. Carried unanimously.
DISTRICT ~1PLOrLES.
It W13.S moved by Member Johnson seconded by Member Toland that
the Board authorize the District Manager to hire personnel as Dist-
rict employees for se'i.age treatment plant operators, sei~er inspectors,
etc., as needed and within the salary ranges previously approved by
the Board, and to advertise immediately for such help. Carried unan-
imously.
ADDITIONAL FURNISHINGS
It was moved by Member Wadsworth seconded by Member Johnson that
the Board authorize the District Manager to purchase various incid-
ental furniture items including filing cabinets, drafting stools,
venetian blinds, etc., not to exceed an amount of $800. Carried
unanimously.

the District Manager be authorized to purchase sewer permit and
fee forms in an amount not to exceed $200. Carried unanimously.
SEWER CLEANING TOOLS
It was moved by Member Johnson seconded by Member Smitten that
the District Manager be authorized to purchase sewer cleaning tools
consisting of' !lexible sewer rods and attachments in an amount not
to exceed $900. Carried unanimously.
BIDS FOR MAINTENANCE TRUCK
It was moved by Member Johnson seconded by Member Smitten that
the Board give authority to the Manager to call for bids for a
maintenance truck with the necessary equipment. Carried unanimously.

RESOLUTION AND ORDER CALLING FOR ELECTION OF
OFFICERS OF THE CENT?AL CONTRA COSTA SANITARY
DISTRICT OF CONTRA COSIA, COUNTY, STATE OF
CALIFORNIA.
WHEREAS, Central Contra Costa Sanitary District of Contra Costa
County, California, was organized on the 15th day of July, 1946,
and ever since said date has been and now is a duly organized,
established and existing Sanitary District in the County of Contra
Costa, State of California; and
~mEREAS, Section 6484 of the Health and Safety Code of the State
of California provides that:
liThe members of the Board elected at the election
as a result of which the District was organized,
or of the district is reorganized under this part,
then the five members in office at the time of the
reorganization, shall at their first meeting or as
soon thereafter as may be practicable, so classify
themselves, by lot, that they shall go out of office
as follows:
(a) Three shall serve until the election held in the
first even-numbered year after the year in which the
district is formed or reorganized, and until the
election and aualification of their successors. ...",.

\VH~REAS, the terms of members H. M. Smitten, H. W. Toland, and
R. E. Wadsworth of this District Board as fixed by lot will expire
in September 1948; and
WHEREAS, Section 6580 of the Health and Safety Code of the State
of California provides that:
"All election of officers, after the formation of the District
shall be held on the first Monday after the second Tuesday in
September"; and
WFÆREAS, September 20, 1948, is the first Monday after the second
Tuesday in September 1948; and
WHEREAS, Section 6494 of the Health and Safety Code of the State
of California provides that:
IIThere shall be an election for assessor in each even numbered
year in which members of the Board are elected and at the same
time, place and manner"; and
WHEREAS, the year 1948 is an even numbered year in which members
of the District Boa~'d are being elected;
NOW, THEREFORE, IT IS HEREBY RESOLVED AND ORDERED:
1. That an election be held on September 20, 1948, to elect three
(3) persons as members of the District Board of said Central Contra
Costa Sanitary District to hold office for a term of four (4) years,
and to elect one (1) person to the office of assessor of the said
Sanitary District to hold office for a term of two (2) years;
2. That said election be and the same is hereby called to be
held and the same will be held in said Sanitary District on the date
and in accordance with the provisions of the notice for said election
hereinafter set forth;
3. That said election be called and notice thereof be given by
posting notices in the form hereinafter provided, signed by a majority
of the members of said District Board, for not less than twenty (20)
days before the day of the election in three (3) public places in said
Sanitary District, to-wit:

One on the telephone pole immediately in front of the
P'ost Of'flceatWalnut Creek, California, in said San-
itary District; and
One on the telephone pIe immediately in front of the
Post Office at Lafayette, California, in said Sanitary
District; and

4. That said election shall be conducted as nearly as practicable
in accordance with the general laws of the State, except that the
requirements as to the form of ballots and the nomination of candidates
shall not apply, and every voter resident wi thin said Sani ta,ry District
for the period reQuisite to enable him to vote at a general election
shall be entitled to vote at said election;

file at the District office, and that any person, firm or corporation
installing side sewers may file their schedule of prices at the
