CENTRAL CO:NTRA COSTA SANITARY DISTRICT
HEID OCTOBER 5, 1961
The District Board of Central Contra Costa Sanita~ District convened
in a Regular Session at its regular place of meeting located at 1250 Spring-
brook Road, Walnut Creek, County of Contra Costa, State of California, on
October 5, 1961, at 8:00 o'clock P.M.
The meeting was called to order by President Mitchell.

The Minutes of the meeting of September 21, 1961, were approved as

It was moved by Member Bowman, seconded by Member Gibbs, that the bills,
as audited by the Auditing Committee and as submitted by the District Manager-
Engineer, be approved, reference being specifically _de to Sewer Construction
Vouchers Numbers 1310 to 1325, inclusive, and Running Expense Vouchers Numbers
8113 to 8300, inclusive. Carried by the following vote:

FORMATION OF ASSESSMENr DISTRICT FOR RANCHO SAN RAMON HEIGHTS. DAHVILLE

Mr. Horstkotte, District Manager-Engineer, reported that he and Mr.
Bohn, Counsel ror the District, had met with Mr. John A. Nejedly, District
Attorney, to go over the details of forming an as8essment district ror
Rancho San Ramon Heights" Danville.
Mr. Horstkotte stated that, as proposed by Mr. Nejed1y, the proceedings
would be conducted by the County with himself being appointed Engineer for
the work and the District staff would prepare the plans and sp8cificaticns
and do the inspection. The work to be done under the "1911 Improvement Act"
with bonds to cover the assessments to be issued under the "Improvement Bond
Act of 1915ft.

Mr. Horstkotte stated that, under the 1915 Act, in order to pay an un-
paid assessment the unpaid principal and interest to maturity IRUIIt be paid
and, when a bond issued under the assessment district is retired, a refund
of a portion of the prepaid interest is returned to the property owner.
The interest rate ror the bonds is expected to be 5% or less.
Mr. Nejedly's proposal was to obtain a two-part, petition to be signed
by the people concerned; rirst, the request ror sewer installation service;
and, second, those requesting annexation to the District ror immediate service.
President Mitchell and Member Gd.b}¡)S" stated that they felt that the
entire a8sessment district to be rormed should be annexed to the District
prior to proceeding with the work.
Representatives from the area stated that there were rif'teen properties
in trouble and the rest of the area was willing to go along with the assess-
ment district provided theT did not have to annex until they needed sewer
service. They relt they could not get full cooperation on any other basis,
having worked on the problem ror a considerable period of time, and relt
they had obtained all the necessary information on the several ways in which
the work could be dcne.

Arter discussion, it was moved by. Member Roemer, seconded by' Member
Salfingere, that the District Board gives its approval to the proposal of
Mr. Nejedly, District Attorney for Contra Costa County, to circulate a
two-part petition for the proposed Rancho San Ramon Heights, Danville,
assessment district: First, the request for sewer iDstallation service;
and, second, those requesting annexation to the District for :iDmediate
service. Carried by the following vote:

It was moved by Member Gibbs, seconded by Member Roemer, that the
District Board prepare a letter to be presented to each signer or the
petition stating that the District Board prefers to see the entire area
annex to the District at the time or forming the &Ssessment district.

Mr. Horstkotte, District Manager-Engineer, reported that Sarah Hickman
gave notice that she would be leaving the District in February, 1962, and
he requested authorization to hold an examination for a Clerk Typist.
It was moved by Member Bowman, seconded by M8ber Saltingere, that a
Civil Service written and oral examination for a Clerk Typist be authorized.

Mr. Horstkotte, District Manager-Engineer, stated that the considera-
tion was $200.00 ror easement Parcel F or Line A rrom the East Bay
Municipal Utility District and recommended its acceptance.
It was moved by Member Bowman, seconded bY' Member Roemer, that ease-
ment Parcel F of Line A from the East Bay Municipal Utility District be
accepted and its recording ordered and the $200.00 consideration be
authorized from Sewer Construction Bond Funds. Carried by the rollewing

A Resolution of the County Board of Supervisors, requesting that the
District provide sewer maintenance service for Buchanan Field, was
presented.

agreement with the CountY' for approval of the District Board for sewer
maintenance service at Buchanan Field. .

CALIFORNIA FEIBRATION OF WATER POLLUTION CONTROL CONFERENCE AT SANTA ROSA
Mr. Horstkotte, District Manager-Engineer, requested authorization for
Robert Mott, David Niles, Robert Hinkson am Milton Ulvi to attend the .
California Federation of Water Pollution Control Conference at Santa Rosa
on October 14, 1961, and $85.00 to cover expenses.
It was moved by Member Roemer, seconded by Member Gibbs, that Robert
Mott, David Niles, Robert Hinkson and Milton Ulvi be authorized to attend
the California Federation of Water Pollution Control Conference at Santa

DISTRICT MANAGER-ENGINEER
STATUS OF JOBS
Mr. Horstkotte, District Manager-Engineer, reported that the third
aggregate bin had been installed and the repair to the force main over
Charles Hill was complete.

Mr. Horstkotte commended Mrs. Cady for obtaining a refund or tele-
phone excise taxes in the amount or $6.36.11 which included interest.

Mr. Horstkotte requested authorization to employ a Utility Man on a
permanent intermittent basis for the balance of the 1961-1962 fiscal year
because of disabilities existing at the Treatment Plant.

Mr. Horstkotte stated that a sample layout for watershed information
would be presented at the next meeting for approval and that copies or
his paper to be presented at the Water Pollution Control Federation meeting
in Milwaukee were being printed and would be sent to each Board Member.
STATUS OF JOBS
Mr. Horstkotte reported that paving on Cleopatra Drive, Line A, has
been completed, the Kepler property syphon, Line A, was cODIplete, and it
was expected that work on the East Bay Municipal Utility District section
to complete Line A could be done the latter part of October.
