MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE DISTRICT BOARD
CENTRAL CONTRA COSTA SANI'l'ARY DIS'l'RICT
HELD JUNE 10,1954
The District Board of Central Contra Costa Sanitary District
convened in an Adjourned Regular session at its regular place of
meeting located at 1822 Mt. Diablo Blvd., City of Walnut Creek, County
of Contra Costa, State of California, on June 10, 1954.
The meeting was called to order by President Roemer.

APPROVAL OF MINU'lES
The Minutes of the meeting of June 3,1954, were approved as
presented.
III., APPROVAL OF BILLS
None
IV.
OLD BUSINESS
SEWER USE CHARGE ORDINANCE
Held over to next meeting due to the absence of Member Spiegl
who is proposing the Ordinance.
Mr. McFarland of Pleasant Hill made a statement to the effect
that he believed the September date for the bond issue to be a bad
time because of the summer vacation period the Improvement Clubs
generally do not hold meetings and that an educational program would
fail for this reason.
Mr. Mitchell of Pleasant Hill Civic Council stated he was in
agreement with Mr. McFarland as to the timing of the election. Stated
sewer use charge would cause a dangerous reaction against the District
Board.
Mr. Anderson of Pleasant Hill asked if there were a real need for
a bond issue.
Mr.Gammon and Mr. George Renicker of Pleasant Hill spoke along
the same lines.
EDUCATIONAL C OMHI'l'TEE
It was moved by Member MacPhail, seconded by Member Stanley, that
the District Board recognizing the sanitary needs of the District
invite a committee to help educate the public with material aid from
the District within its powers. Carried by the following vote:
AYES: Members MacPhail, Stanley, Salfingere, Roemer
NOES: None
ABSENT: Member Spiegl
Mr. Nejedly suggested including the City of Walnut Creek.
Mr. Mitchell of Pleasant Hill stated he was going to present
the problem to the Pleasant Hill Civic Council ~ndget a committee
going.
Member MacPhail suggested inviting all those representing various
areas that had attended and showed their interest in the past several
meetings.

CLAYTON VALLEY ANNEXATION
Mr. Anderson again protested the inclusion of the Pacific Gas
'& Electric Co., parcel consisting of approximately 2.90 acres
previously protested, adding there would be no benefit to the property.
It was suggested that owners of certain parcels that will
probably be excluded due to isolation because of other exclusions be
contacted for their reaction.
E'ngineer instructed to prepare new map showing the area proposed
to be annexed after the exclusion of the parcels proposed to be
excluded.
Hearing continued to August 5,1954, so as to investigat~ policy

BUDGET
June 17, 1954, date set for review of budget presented by the
District Engineer.
President Roemer appointed Member MacPhail and Member Stanley to
review the salary schedule and make a blanket recommendation at the
June 17th meeting.
SLEEPY HOLLOÌ'J SCHOOL ANNEXA'l;ION REQ.UEST
After discussion, annexation was denied. ~e~ber Stanley moved,
Member Salfingere seconded, that the present contract be modified by
eliminating those living within the Sanitary District from the average
daily attendance annual charge. Carried br the following vote:
AYES: Members MacPhail, Stanley, Salfingere.
NOES: Member Roemer
ABSENT: Member Spiegl
Mr. Nejedly, District's Attorney, to prepare new contract.

A 'I'TOR NEY
Reported that Mr. Herrinr:ton had agreed to a review of Nr.
Nejedly's proceedings, such proceedings to be prepared by Mr. Nejedly
and approved by Herrington, relat~ve to the new bond election for the
sum of ~::2,500,oo, one-half to be paid if the election fails.
Letter from J.P. Hanauer and Company to Mr. Nejedly read relative
to consulting services offered for bond election. Secretary instructed
to answer.
VI.
NEW BUSI NESS
LETTER FROM KAISER & CO.
Letter from Kaiser & Company offering to continue their services
under the original agreement for another bond election in September
at no additional expense to the District whether the election fails or
not.

REQUEST. OF MR. DARRELL JENSEN FOR rrRANSFER TO INSPECTIONIEP'l'. AND
REQUEST OF ~m. FRED A. HANNAN FOR TRANSFER TO THE SURVEY DEYT.
It was moved by Member Stanley, seconded by Member MacPhail,
that the requested transfer of Mr. Jensen and Mr. Hannan be granted
and Mr. Nejedly the Attorney is instructed to prepare the necessary
resolution. Carried by the following vote:
AYES: Members MacPhail, Stanley, Salfingere, Roemer
NOES: None
ABSENT: Member Spiegl
ACCEPTANCE OF EASEMENT - CHARLES EMERSON HOFFMAN
It was moved by Member Salfingere, seconded by Member MacPhail,
that the easement from Mr. Hoffman be accepted and recording ordered.
Carried by the following vote:
AYES: Members MacPhail, Stanley, Salfinrere, Roe~er
NOES: None

REQ.UES'l' TO ANNH..'X NORDSTROM P R(jPERT~
It was moved by Member Stanley, seconded by Member MacPhail,
that the annexation of the Nordstrom property be denied without
prejudice. Mr. Horstkotte, District Manager, instructed to write to
Mr. Stoddard. Carried by the following vote:
AYES: Members MacPhaIl, Stanley, Salfingere, Roemer
NOES: None
ABSENT: Member Spiegl
REQUEST OF At ESPINOSA TO LEASE 10 ACRES OF 'IREA'n1ENT PLAWI' PROPER'l'Y
Request of Al Espinos'a to lease 2.pproximately 10 acres of the
Treatment Plant property for a golf ãriving range was referred to
Mr. Horstkotte, District Manager and Mr. Nejedly, District Attorney,
to discuss terms with Mr. 'Espinosa on a per cent of the gross or
straight lease, and to di'scuss situation with present leasee and
report to the Board at a later date.
