MINUTES OF THE REGULAR MEETING
OF THE DISTRICT BOARD OF CENTRAL
CONTRA COSTA SANITARY DISTRICT
HELD JUNE 5. 1952
The District Board of Central Contra Costa Sanit~ry District
convened in regular session at its regular place of meeting located
at 1822 Mt. Diablo Boulevard, City of Walnut Creek,'County of Contra
Costa, State of California, on June 5, 1952, at 8:00 o'clock p.m.
The meeting was called to order by President Johnson and the

PROPOSED ANNEXATION OF E. B.l-I. U. D.
PROPERTY AT ORINDA
It was moved by Member Wadsworth, seconded b¥ Member Smitten,
that the annexation fee be set in the amount of ~750.00 for the
EÐst Bay Municipal Utility District 6.10 acres in Orinda. Carried
by the following vote:

CONNECTION FEE - VALLECITO SCHOOL

that connection fee for the Vallecito School which was set at $220.
for two classrooms at the meeting of April 3,1952, be reduced to
$10 for each classroom, with the definite understan~ing that future
classrooms will pay the fee at the regular rate of $110 per class-

PROPOSED CONTRACT FOR FAIR OAKS SCHOOL

Messrs. Dent and Larson, Mt. Diablo Unified'School District
representatives requested a reduction in the contract charges
proposed for sewer service to Fair Oaks School. The matter was
held over to the meeting of July~, 1952, for further study,
and for presentation of figures on attendance from within and
outside of the Sanitary District.
PUMP AND ENGINE ASSEMBLY
CONTRACT CHANGE
Member Wadsworth, seconded by Member Smitten, moved the adop-
tion of Resolution No. 733:
RESOLUTION NO. 733
The District Board of the Central Contra Costa Sanitary Dist-
rict hereby resolves as follows:
That the Plans and Specifications for the installation of a
Pump and Engine Assembly with Appurtenances be amended as follows:
Specification Sections 2 through 13 and plans therefor
be deleted and the following substituted therefor:
Revision No. I of Plans, and Amended Sections 2 through
10, as follows:,
SECTION 2 - Engine Unit
Engine for pump drive shall be Hall-Scott Model 400-0, or
approved equal, heavy duty industrial type six cylinder vertic~l
in line engine, . not less than 1,000 ,cubic inch displacement.
Engine shall have box type oil sump and shall opera-te on commer-
cial grades of gasoline without detonation or over-heating or
other evidence of stress when carrying the full load of the pump.
Pistons e~re to be of the type that are interchangeable \vi th
pistons that will operate satisfactorily with sewage gas.
Engine shall have a continuous rating at 1600 R.P.M. equiva-
lent to at least 125% of the B.H.P. required by the punip under
the required operating conditions. This full load rating shall
not exceed 60,% of the engine manufacturer I,S peak rating for the
stripped engine.
Engine shall be furnished complete with radiator, fan, belts,
thermostat controlled bypass to maintain proper engine temperature,
gear type lubricating oil pump, oil bath air cleaner, standard full
flow oil filter, gasoline carburetor to be so constructed as to
operate under a head of 17 to 21 feet of fuel, fuel filter, 12-
point distributol" anël, igni t icm sYG tem, 12-vol>; 91e ctric starter
with 12-volt solenoid switch, adjustable speed governor with over
speed shut down.
The engine instrument panel shall have ignition switch manual
pushbutton starter, choke, oil pressure gauge, water temperature
gauge, 8Jl1meter, tachometer anã. tl1rottle controls.
The follo\Üng special equipment shall also be mounted on the
engine: Thermostat controlled choke with solenoid control. and
safety shutdown for low oil pressure or high water temperature.
The exhaust fittings,furnished with theoengine shall consist
of two 450 water jacketed elbo\vs and one 90 water jacketed elbO\v.

The 90° watel" jacketed elbow shall be tapped for 1-1/2 inch r.'P. s.
and a bronze bushing from 1-1/2 inch I.P.S. to 1/2 inch I.P.S. and
shall be installed as indicated on the plans.
The clutch for the engine shall consist of a Power-take-off
twin disc No. Bl18 PO, or approved equal, complete with accessories
and mounted on the engine.
Also to be furnished with engine, but not mounted thereon, shall
be one heavy duty 12-volt storage battery, jumpers and lugs, l2-volt
trickle charger, Westinghouse No. 581912, oxide film type with high
and low charge rate, or approved equal.
The follmving special e quipme'nt for the drive assembly shall
also be furnished with the engine, but not mounted thereon, three
side rails comp19te with bolts and nuts for the V-belts take-up ad-
justment. There shall be a Power-take-off support designed for the
conditions indicated in the plans and specifications.
Also to be furnished with engine and mounted on main switchboard
on the ground floor of the pump building: Manual pushbutton starter
control and ignition switch control. The controls are to be threaded
through conduit. The conduit shall consist of forty-five feet of
1-1/4 inch R.I. conduit extended from the main switchboard on the
ground floor of the pump building to the engine as indicated on the
plans. All bends shall be a minimum of one foot radius.
A l-inch drain line shall be provided complete with fittings to
extend from the engine base drip drain to the existing gutter.
SECTION 3 - Pump Unit
Pump shall be No. 5720 Fairbanks-Morse Horizontal Angle-flow
pump, or approved equal, rotating in a counter-clockwise direction,
with 20-inch flanged suction opening and 20-inch discharge opening
and designed for conditions indicated. The pump stuffing box gland
seal shall be of the water seal type. The pump shall be furnished
with an extended shaft 16-inches long for the installation of a
sheave and outboard bee,ring assembly. Twelve inches of the extended
shaft shall be 3-3/4 inches in diameter and fitted with a 7/8 inch
standard keyseat 11 inches long. The last four inches of the ex-
tended shaft shall be 2-15/16 inches in diameter.
The pum? shall be capable of delivering 13,500 gallons per min-
ute against a total dynamic head of 35 feet when operating at a
maximum speed of 600 R.P.M. The pmnp shall not overload the driver
at any point through the operating range of heads encountered. The
minimum acceptable pump efficiency is 82 per cent.
The outboard bearing shall be a Dodge-Timken Type E pillow block,
or approved equal, with a 2-15/16 inch bore. A steel floor stand
shall be furnished to support the outboard bearing with the required
adjustments necessary for the alignment of the pillow block as in-
dicated on the plans.
The fresh '.'Jater system for the 'pump stuffing box gland seal
shall consist of fifteen feet of l/2-inch galvanized pipe comp19te
with fittings and one 1/2-inch globe valve to extend from the exist-
ing water supply line to the pump. A 1/2-inch drain line shall be
provided complete with fittings to extend from the pump drain to the
existing gutter.
SECTION 4 - Drive Assembly
The Engine sheave shall be a Dodge-Taper-lock, or approved equal,
V-belt sheave having a pitch diameter of 11.0 inches, with grooves
for "C" section belts. The hub shall be a central type, hub length
of 7 inches, bore 3-15/16 inch with a I-inch standard keyseat.
The Pump sheave shall be a Dodge Taper-lock, or approved equal,
V-belt sheave having a pitch diameter of 30.0 inches with 11 grooves,
for "C" section belts. The hub shall be a central type, hub length
of 7 inches, bore 3-3/4 inch with a 7/8-inch standard keyseat.

SECTION 5 - Concrete Base
Concrete base for the pump and engine shall be adequately
dowelled to the existing slab floor with a minimum of six bars
of 3/4-inch round reinforcing steel, hooked about or welded to
the existing reinforcing steel bars in the slab floor.
The embedment of the reinforcing steel bars and the bearing
plates in the concrete shall be as shown on the plans.
SECTION 6 - Valves
One 20-inch Walworth gate valve, catalog No. 702F, flanged,
OS&Y, No. 804 chain wheel and guide, or approved equal. The gate
valve shall be built for a water working pressure of not less than
50 pounds per square inch.
One 20-inch chec-: valve shall be Rennselaer No. 340, or approved
equal. The check valve shall be iron body, bronze mounted hor-
izontal, balanced, swing gate, spring and lever type, built for ~
water working pressure of not less than 150 pounds per square inch.
Flanges and drilling for valves shall be in accordance with
American Standard for 125-pound cast iron flanges and flange
fittings, B16a.
SECTION 7 - Suction Line
A prefabricated l2-inch by 20-inch manifold and one ll-inch
length of steel pipe shall be furnished as shown on the plans.
One 20-inch Dresser coupling, Style 38, or approved equal. The
middle ring of the coupling shall be 3/8-inch thick with the pipe
stop removed. Two 12-inch forged steel, flat face, slip-on flanges,
Midwest No. 810, or approved equal. One 20-inch forged steel,
flat fe.ce, slip-on flange, Mid~.¡est No. 810, or approved equal.
Flanges and drilling for fittings shall be in accordance with
American Standard for 125-pound cast iron flanges and flange
fittings B16a.
Gaskets for flanges shall be ring type Johns-Manville "Service
Sheet" Style No.' 60, or approved equal, 1/16-inch thick. '
Bolts shall be standard machine bolts, with square heads and
cold pressed hexagon nuts.
SECTION 8 - Discharge Line
One 20-inch to 22-inch prefabricated concentric cone shall
be furnished B.S shown on the ple..ns. One 20-inch vlab.¡orth No. 1404
long radius elbow, or approved equal. One 20-inch Dresser coup-
ling, Style 38, or approved equal. The middle ring of the coup-
linK shall be J/8-inch thick with the pipe stop removed. Eleven
feet of 20-inch steel pipe, Schedule No. 20, conforming to ASTM
Designation A106 to be fabricated. Five 20-inch forged steel,
flat face, slip-on flanges, Midwest No. 810, or approved equal.
Flanges and drilling for fittings shall be in accordance with
the American Standard for l25-pound cast iron flanges and flange
fittings B16a. -
Gaskets for flanges shall be ring type Johns-Banville "Service
Sheet" Style No. 60, or approved equal, 1/16-inch thick.

Bolts shall be standard m~chine bolts, with square heads and
cold pressed hexagon nuts.
After the concentric cone is welded to the existing 22-inch
pipe, care shall be taken in removing any cracked lining inside
of the pipe due to the welding or cutting operation. The concrete
lining shall be repla.ced and extended, to completely cover the ,.¡eld-
ed joint and form a smooth channel. The surfaces to be mortared
shall be primed with neat cement before the mortar is applied to
complete the joint.
SECTION 9 - Exhaust System
Forty feet of 4-inch steel pipe Schedule No. 40, conforming to
ASTJ:.1 Designe,tion AI06. One J..1axim silencer, Size 8, Nodel I\1UCX, or
approved equal. One prefabricated exhaust damper shall be furnish-
ed as shown on the plans. Three 4-inch Dresser couplings, Style 38,
or approved equal, with asbestos gaskets. The middle ring of the
coupling shall be l/4õinch thick with the pipe stop removed. One
4-inch long radius 90 standard weight welding steel elbow. Six
4-inch forged steel, flat face, slip-on flanges, Midwest No. 810,
or approved equal.
Flanges and drilling for fittings shall be in accord~nce with
American Standard for l25-pound cast iron flan~es and flange fit~
tings B16a. ~
Gaskets for fle.nges sha.ll be wire inser.ted asbestos gaskets.
Bolts shall be standard machine bolts, with sqw:.re heads and cold
pressed hexagon nuts.
SECTION 10 - Fuel System
liasoline storage tank of 1000-gallon capacity shall be 46-inch
diameter by 144-inch long horizontal welded steel tank fabricated
of not less than 12-gauge galvanized iron. The storage tank shall
conform to Under\vriters Approved Standards except for fuel outlet
which shall be as shown on the plans. Prior to installation the
tank. exterior shall be coó:lted with two prime coats of red lead
followed by a heavy coating of hot 'asphalt. After installation the
tank shall be surrounded with a minimum of 6 inches of sandy earth
or sand, well tamped.
The fill line shall consist of two feet of 3-inch galvanized
fill pipe, one 3-inch Buckeye No. 871 (water tight) lock-type fill
cap, and a l2-inch manhole cover.
The vent line for the storage tank shall consist of forty feet
of 1-1/2 inch galvanized pipe complete with fittings, one 1-1/2
inch Chiksan ball-bearing swivel joint, Style 80, and one l-1/2 inch
Buckeye No. 785 vertical vent.
The fuel line for the stor&Ëe tank shall consist of four feet of
3/4-inch copper tubing type K soft, sixty-one feet of 3/4-inch copper
tubing type K hard, thirty-five feet of 3/8-inch copper tubing type
K hard, one 3/4-inch Walworth No. 2911 lubricated service cock for
gasoline service, and a short 3/8-inch flexible metal covered gas-
.oline hose. The storage tank shut-off installation shall consist of
a special manhole as shown on the plans. Installed in the manhole
shall be one 25-gallon pe r hour cape.ci ty gasoline fuel filter, one
3/4-inch General Controls Solenoid Velve No. k-10B455 for gasoline
service and one 3/4-inch Walworth No. 2903, Style C, lubricated
service cock for gasoline service complete with lubricant pipe and
shutoff handle. Lubricant pipe and shutoff handle to extend to man-
hole cover.
The gasoline solenoid valve shall be connected to and operate
with the safety shutdown for low oil pressure on the engine. The
gasoline solenoid valve shall automatically close if the engine quits
running for any reason. All exposed copper tubing for fuel line in
the pump room shall be protected with a shielè. as - sho,"ln on the ple.ns.

LOCAL IMPROVEMENT DISTRICT NO. 27
, Mr. R. E. Allingham, representing sixteen home owners on
Overhill Road presented a petition requesting immediate sewer
service under local improvement proceedings.
It was moved by Member Wadsworth, seconded by Member Toland
and unani~ously carried that the Board pass the necessary resolu-
.tions to institute local improvement district proceedings.

Board pass the ordinance that Member Wadsworth introduced at the
meeting of May 1, 1952.

rict does ordain as follows:
1. That the Central Contra Costa Sanitary '.District shall
undertake the supervision of collection of all garbage within the
District exclusive of areas in \-111ich exclusive garbage collection
permits, contracts or f~anchiséB have heretofore been granted.

Such supervision of collection to apply only to the supervision
of independent contractors and shall not extend the functions of
the Central Contra Costa Sanitary District to include collection
of garbage by the District.
2. That such supervision of collection shall include the
selection of competent independent contractors, the regula,tion
of services supplied, the charges to be made therefor and the
general conduct of garbage collection, and disposal.
. 3. That "Garbage" as used herein shall include, without
limitation, the following:

4. That upon and after the grant, by the Central Contra~San-
itary District, of an exclusive permit and contract to collect
garbage within the whole or any part of the Central Contra Costa
Sanitary District, it shall be unlawful and a violation of this
ordinance for any person, firm or corporation, other than the
person, firm or corporation to whom such exclusive permit and
contract shall have been granted, to collect or offer to collect
garbage within the area within which such exclusive permit and
contract has been granted by the Central Contra Costa Sanitary
Dist'rict.
5. That it shall be unlawful for any person, firm or corpor-
ation to collect or accumulate garbage or allow garbage to
collect or accumulate in any place public or private within the
area affected by this ordinance and-exclusive of garbage dis-
posal sites, for a period exceeding fifteen (15) days.
6. That within the area affected by this ordinance it shall
be the duty of every person, firm or corporation to dispose of,
or cause to be disposed, all acqumulation of garbage within
fifteen (15) days of such accumulation. .
7. That it shall be unlawful for any garbage to be carried
on and along the streets and alleys within the Central Contra
Costa Sanitary District,. except that the same be carried, ,con-
veyed or hauled in a conveyance so constructed as to be dustproof
and so constructed as not to permit dust or other matter to sift
through to or ,fall. upon said streets and alleys. The contents
of such conveyance must be further protected as to prevent the
same from being blown upon the streets, alleys and adjacent lands,
and such conveyance shall be kept and maintained in a clean,
sanitary condition and used and operated in a sanitary manner,
and in accordance with such rules and regulations therefor as may
be from time to time established by the District Board of the
Central Contra Costa Sanitary District.
8. That the regulations herein prohibiting the collection of
garbage by any person, firm or corporation other than the person,
firm or corporation granted, the exclusive permit and contract
provided for herein, shall not apply to the garbage of any person,
firm or corporation disposed of by and in the vehicles of said
person, firm or corporation; provided, however, that such collec-
tion and disposal shall be governed by the regulations of collec-
tions set forth herein and ~y the rules and regulations for the
collection of garbage established by the Central Contra Costa
Sanitary District.

9.' That the District Board of the Central Contra Costa Sani-
tary District shall establish the rates presently existing in the
Central Contra Costa Sanitary District as the maximum rates to be
charged for garbage or refuse collection and may establish collec-
tion rates differing therefrom but only after public hearing there-
on.
10. That the District Board shall solicit applications for e~
exclusive permit and contract for collecting garbage or refuse
within the area set forth above and shall award such exclusive
permit to the person, firm or corporation found to be most respon-
sible and offering the largest payment for such permit and contract.
11. That any applicant for a permit and contract to collect
garbage or refuse within the Central Contra Costa Sanitary District
shall present satisf~ctory evidence that said applicant has av~il-
able adequate disposal facilities and sites to provide for the
garbage and refuse of District.
12. That such contract shall provide that in addition to the
said payment, the person, firm or corporation to whom such permit
and contrr,.ct is a,,¡arded shall p e:y to the Central Contra Co sta
Sanitary District all expenses incurred by the Central Contra Costa
Sanitary District in the administration of such permit and garbage
and refuse collection arising from the failure of said person, firm
or corporation to observe all rules and regulations and ordinances
of the Central Contra Costa Sani tary District.
13. That the person, firm or corporation to whom said .permit
and contr8.ct is awarcJ.ed shall pay, upon award, to the Central Contra
Costa Sanitary District, in cash, an amount equal to the payment for
the first year of such permit together with the sum of two thousand
dollars ($2000.00) which sums shall be retained by the Central Contra
Costa Sanitary District as permit payment and as a deposit for pro
tanto liquidation of any loss or expense the Central Contra Costa
Sanitary District may incur as a result of a failure on the part of
the person, firm or corporation to discharge the obligations hereof
or any rule or reß~lation of the Central Contra Costa Sanitary
District. .
14. That at the end of each year, except the last, of any term
for which a permit and contract shall be granted, the person, firm,
or corporation to whom such permit and contract shall be awarded
shall pay the annual permit fee to the Central Contra Costa Sanitary
District in advance and shall also pay such sums as may have been
deducted by the Central Contra Costa Sanitary District from the
deposit of two thousand dollars ($2000.00). .
15. That the said contract and permit shall be governed by
any ordina,nce,. rule or regulation the Central Contra Costa Sanitary
District may adopt subsequent to the issuance thereof.
16. Th8,t in the event the person, firm or corporation shall
be in default of any obligation of a permit or contract awarded
to said person, firm or corporation, the Central Contra Costa San-
itary District in addition to all other remedies may forfeit all
of any deposit required by the te~ls of tbis ordinance. Upon such
forfeiture, the said permit anò. contrB.ct may, at the discretion of
the District Bop..r<1, be terminnted, and all sums theretofore paid
to Central Contra Costa Sanitary District retained by Central Contra
Costa Sanitary District.
17. That the permit a,nd contract granted pursuant to this
ordinance shall be effective for five (5) years after date thereof.
18.' That the app1ioation for exclusive permit and contract shall
be accompanied by a cash deposit in the amount of one thousand
dollars (~;1000. 00) wh ich shall be a pro tanto surety and guarantee
for the performance of the obligations of applicant, and shall be
forfeited in default thereof and shall be returned to applicant

upon execution of a contract and deposit of the sums required
herein; and
19. That the violation of this ordinance shall be a mis-
demeànor punishable by fine not to exceed one hundred dollars
($100.00) or imprisonment in the County Jail not to exceed one
(1) month or by both such fine and imprisonment.
20. That if any section, sub-section, clause or phrase of
this ordinance 1s for any reason held to be unconstitutional
or invalid, such decision shall not effect the validity of the
remaining sections of this ordinance. The District Board hereby
declares that it would have passed this ordi~8nce, and each
section, subsection, sentence, clause and phrase thereof'irres-
pective of the fact that anyone or more other sections, sub-
sections, sentences, clauses or phrases be declared unconstitu-
tional or invalid.

PROPOSED M~NEXATION
233 acres north of Concord
Mr. Frank Draeger requested the District Board to consider
annexation of approximately 233 acres to the District, the ovmer
to construct a trunk sewer to the Treatment Plant, of a size to
accommodate approximately 600 additional acres.
CIVIL SERVICE
Messrs. Horstkotte and Nejedly
Mr. Nejedly advised the Board that the District had been
violating the law by not having all employees under Civil Se~-
vice.

of Resolution No. 736:

The District Board of the Central Contra Costa Sanitary Dist-
rict does resolve as follows:
That Resolution No. 637 be and the same hereby is amended to
include within the Civil Service and the Classified Civil Service
of the Central Contra Costa Sanitary District the positions of
Engineer of the Central Contra Costa Sanitary District and Dist-
rict Attorney. 'The provisions of Section 3, Rule 5, ana. all
other provisions of Resolution 637 are made applicable to the
appointments herein made of GERRY HORSTKOTTE, JR., to the'Posi-
tion of Engineer of the Central Contra Costa Sanitary District
and JOHN A. NEJEDLY to the position of District Attorney. The
duties of Engineer of the Central Contra Costa Sanitary District'
shall be as set forth in Resolution 728, and the District Attorney
shall perform all legal work of the Central Contra Costa Sanitary
District at the discretion of the District Board. The salary of
the Engineer of the Central Contra Costa Sanitary District shall
be $775.00 per month and the salary of the District Attorney,
$750.00 per month. Provided the District Attorney shall provide

all personnel incident to legal work for the District together
with allexpenses of maintenance of an office therefor.
And that this resolution shall be effective as of June 1,
1952.

WHEREAS, the District Board on Thursday, May 1, 1952, author-
ized and did publish a call for bids on the Arlene Gardens Sewer
Extension; and

opened and entered into the Minutes of the meeting of June 5,
~1952 as received; and

responsible bid received:
