HomeMy WebLinkAboutBOARD MINUTES 02-14-52 7 MINUTES OF AN ADJOURNED MEETING OF THE DISTRICT BOARD OF CENTRAL CONTRA COSTA SANITARY DISTRICT HELD FEBRUARY 14. 1952 The District Board of Central Contra Costa Sanitary District convened in adjourned session at its regu1ar~ace of meeting located at 1822 Mt. Diablo Boulevard, City of Walnut Creek, County of Contra Costa, Sta.te of California, on February 14, 1952 at the hour of 8: 00 o'clock p.m. The meeting was called to order by President Johnson and the roll was called: PRESENT: ABSENT: Members Malott, Smitten, Wadsworth and Johnson Member Toland READING .QF MINUTES OF PREVIOUS MEETING The Minutes of the previous meeting were read and were corrected as follows: Motion on page 1 entitled "Arlene Gardens Sewer Extension to Lots 83 to 86" delete "27 sites of". HEARING ON WORK AND ASSESSMENT FOR LOCAL IMPROVEMENT DISTRICT~O. 13, President Johnson opened the hes.ring on the work and assessment . for Local Improvement District No. 13. Written protests were received from the following property owners: Dorothy H. Paddock & Elsie L. LePage (13-2-1. 2 and 3) Raymond S. Fuller (13-3-13) Ernest C. Reyhnolds (13-3-15 & 16) Dorothy Paddock and Elsie LePage were advised that the paving would be completed when weather conditions permitted. The rock had already been placed in the roadway. Mr. Fuller was advised that. the portion of Camino don Miguel which was not repaired belonged to another contract which was as yet riot completed. Member Toland arrived. It was moved by Member Toland, seconded by Member Smitten that the Board over-rule the protest of Ernest C. Reyhnolds for reduction of assessment. Carried by the following vote: AYES: NOES: ABSENT: Members Smitten, Toland, Wadsworth and Johnson Member Malott None The Board heard all oral protests from the floor. President Johnson notified the property owners present that the hearing would be continued to February 21, 1952 at 8:00 o'clock p.m. pending fu~ther investigation. AGREEMENT FORM FOR SEWER SERVICE TO CONTRA COSTA JUNIOR COLLEGE The Attorney's legal opinion on terminations of sewer service and an agreement form for sewer service to the Junior College were studied by the Board. The matter was tabled for further discussion. 02 1.4 ...... ,. 52 8 CONNECTION TERMS PORTION OF LOT 47 MORAGA MANOR - LAWRIE CONSTR. Connection fee in the amount of $IOO per building site was set for Lots 47A and 47B, a portion of Lot 47 Moraga Manor with all cost of extension of sewer to be borne by the property owner. Motion by Member Smitten, seconded by Member Wadsworth and unanim- ously carried. CALLING FOR BIDS FOR INSTALLATION OF PUMP AND ENGINE ASSEMBLY AT THE SEWAGE TREA TMENT PLANT. Member Smitten, seconded by Member Malott moved the adoption of Resolution No. 720: RESOLUTION NO. 720 WHEREAS, in the judgment 'of the District Board of the Central Contra Costa Sanitary District it is necessary to secure all labor, materials, equipment, mechanical workmanship, transportation and services required for the installation of a Pump and Engine Assem- bly with Appurtenances in accordance with plans and specifications for the same prepared by the District Engineer which are on file in the office of the Sanitary District located at 1822 Mt. Diablo Boulevard, Walnut Creek, California; NOW, THEREFORE, BE IT RESOLVED, that the general prevailing rates of wages as hereinafter in the Notice to Bidders ascertained and determined by this Board, in pursuance to the Labor Code of the State of California shall be the general prevailing rates of per diem wages for each craft 'or type of workman or mechanic needed for the installation of said Pump and Engine Assembly; and BE IT FURTHER RESOLVED, that the Secretary of this Board be and is hereby authorized to advertise for proposals for the con- struction and completion of said work by publishing the same twice in the Walnut Kernel, a newspaper of general circulation published in the Central Contra Costa Sanitary District. BE IT FURTHER RESOLVED, that the Notice inviting Sealed Pro- posals shall be in the form as follows: NOTICE TO BIDDERS NOTICE INVITING SEALED PROPOSALS FOR THE INSTALLATION OF A PUMP AND ENGINE ASSEMBLY, WITH APPURTENANCES AT THE TREAT- MENT PLANT OF CENTRAL CONTRA COSTA SANITARY DISTRICT. Notice is hereby given that the District Board of Central Contra Costa Sanitary District, Walnut Creek, California, invites and will receive sealed proposals until 8:00 o'clock p.m., March 6,1952, for furnishing all labor, materials and services for the installation of a Pwnp and Engine Assembly with Appurtenances for the Central Contra Costa Sanitary District, in accordance with the plans and specifica- tions adopted therefor. The plans and specifications for.the proposed work may be seen and examined at the office of the Central Contra Costa Sanitary Dist- rict, 1822 Mt. Diablo Boulevard, Walnut Creek, California, and may be secured by making payment of Twenty ($20.00) Dollars. There will be no refund of payment unless plans and specifications are returned within ten days after receipt of bids. Cement Finishers and Truck Drivers and work on Sundays and Holidays shall be paid for at double the normal hourly rate. . 02 14 52 1n .... ,-, The foregoing schedule of prevailing rates of wages, and rates for over~ime, Sunday and Legal Holidays, is based, unless otherwise specified, upon a working day of eignt (8) hours. Overtime and Saturday rates for Truck Drivers shall be at one and one-half (It) times the normal hourly rate. The first two hours overtime, after a normal eight (8) hour day, for Cement Finishers shall be at one and one-half (li) times the normal rate and further overtime shall be at double the normal rate. Saturday work for Cement Finishers shall be at one. and one- half (lì) times the normal rate for the first eight (8) hours worked and at double the normal rate for all further time worked on Saturdays. NOTICE IS ALSO HEREBY GIVEN BIDDERS that it shall be mandatory upon the contractor to whom the contract is awarded, and upon all subcontractors under him, to pay not less than said general prevail- ing rates of per diem wages, as above listed, to all laborers, work- men and mechanics employed in the execution of the contract. Before submitting proposals the bidder shall be licensed in accordance with the provisions of Chapter 9 Division III or the Business and Professions Code, Chapter 37 of the Statutes of 1939, as amended, of the State of California, which provides for the registration and licensing of contractors. Each bidder must submit with his proposal, a statement of his financia.l responsi bili ty, technical ability and experience on the form to be furni ~ed prospective bidders. ' Each bidder shall submit with his bid on the form provided, the name and address of each subcontractor including the principal suppliers of materials, and the portion of the work which each subcontractor will do. If the contractor fails to name the sub- contractors"in his proposal, he shall be deemed to have agreed to perform such portion of the work himself and sha.ll not be permitted to subcontract said portion of work without previous written per- mission of the district Board. The proposal shall be made out on tne form to be furnished prospective bidders, a copy of which is incorporated with the specifications and must be accompanied by a certified or cashier's check or bidder's bond for an amount not less than ten (10) per cent of the'aggregate of the proposal, made payable to the Central Contra Costa Sanitary District, sealed and filed with the Secretary thereof on or before the day and hour first above set forth, and thereafter will be publicly opened and read before s~id District Board. The above mentioned check or bond shall be given as a guarantee that the bidder or his heirs will enter into a contract if awarded the work, within ten (10) days after notice of the award has been sent to him by mail at the address given by him in his proposal and said check or bond shall be declared forfeited if the bidder fails, refuses or neglects to enter into said contract within said time. The successful bidder will be required to furnish la.bor and material bonds in the amount of fifty (50) per cent of the contract price and a faithful performance bond in an amount equal to one hundred (100) per cent, of the contract price. The District Board reserves the 'right to reject any or all proposals and to'waive any informality in proposa.ls received. By order of the District Board, Central Contra Costa Sanitary Dis'trict. Smitten, Secretary of the District Board PAYMENT OF BILL - FRANK BEACH It was moved by Member Wadswor~n, seconded by Member Malott and unanimously carried that the Board authorize payment of the $50.00 withheld from Frank Beach's bill in January. OAK TREE - OFFICE PROPERTY Bids for the removal or clean up of the oak tree on the office property were received from West Coast Tree Experts, State Tree Service and Artistic Tree Surgery Co. The Manager was instructed to ask for bids on an hourly basis for men and power equipment to have the tree pruned and cared for. ENGAGING GEOLOGIST The Engineer recommended engaging the services of Mr. Chester Marliave, a registered geologist and engineer for opinion on slide areas and sub-surface ste.bili ty in the District, at $100 per day plus expenses.
