MINUTES OF THE REGULAR MEETING
OF THE DISTRICT BOARD OF
CENTRAL CONTRA COSTA SANITARY DISTRICT
HELD DECEMBER 6, 1951
The District Board of Central Contra Costa San1tary Distr1ct
convened in regular session at its regular place of meeting located
at 1822 Mt. Diablo Boulevard, City of Walnut Creek, County of Contra
Costa, state of California, on December 6,1951, at the hour, of !:OO

The meeting was called to order and the roll was called:

READING OF MINUTES OF THE PREVIOUS MEETING
The Minutes of the previous meeting were read and were approved
as entered.
CONNECTION FEES SET
It was moved by Member Malott, seconded by Member Smitten, that
the connection fee for two building sites only owned by O. K. Warnecke
located on Walnut Boulevard and Eckley Lane be set in the amount of
$247.00 for each building site. Carried unanimously.
It was moved by Member Smitten, seconded by Member Wadsworth, that
the Board accept the recommendation of the Engineer that the connection
fee for one house only to be constructed by Guy M. Harris on his prop-
erty located on" Rudgear Road be in the amount of $100.00 with the
construction cost of extending the public sewer to be borne by Mr. Harris
Unanimous~y carried.
It was moved by Member Wadsworth, seconded by Member Smitten, that
the connection fee for one building site only owned by C. W. Nicholson
located on Castle Hill Road be set in the amount of $189.50. Unanimously
carried.
It was moved by Member Wadsworth, seconded by Member Smitten, that
the Board accept the recommendation of the Engineer that the connection
fee for one site only on the Robert Jurs property and one site only on
the D. L. Goforth property located in Upper Happy Valley be set in the
amount of $100.00 each with all expense of extending the public sewer to
be borne by the owners. Carried unanimously.
It was moved by Member Wadsworth, seconded by Member Toland, that
the Board accept the recommenda~ion of the Engineer that the connection
fee for seven building sites owned by Highland Construction Company be
as follows: One building site with direct service be in the amount
of $340.00 and the six remaining building sites to be served by public
sewers to be extended at the expense of the owner be in the amount of
$100.00 each. Carried unanimously. /
PURCHASE AUTHORIZED FOR
SUNDSTRAND ADDING MACHINE
It was moved by Member Smitten, seconded by Member Wadsworth, that
the District Manager be authorized to purchase one Sundstrand Adding
Machine, ModellO140P, for the net cost of $265.70 plus State sales
tax, and that one Smith-Corona Typewriter be traded in on this machine.
Carried unanimously.
MT. DIABLO UNIFIED SCHOOL DISTRICT
Letter dated November 19, 1951, from the Mt. Diablo Unified School
District, signed by Mr. James W. Dent, Superintendent, inquiring as
to whether or not the District Board would consider annexing the
Sherman Field SbhoQl Site nßar 'Fa~r Oaks, was read by President Johnson.

It was moved by Member Wadsworth, seconded by Member Smitten,
that the Secretary inform the Mt. Diablo Unified School District
in writing that the District Board will not consider annexing the
Sherman Field School site but will provide service on a contract
basis in accordance with connection terms established by the Board
on September 6, 1951; also, that Mr. Nejedly, Attorney for the
Sanitary District would cooperate with them in this matter.
Carried unanimously.
ORINDA COUNTY FIRE PROTECTION DISTRICT
Letter dated December 1,1951, from the Orinda County Fire
Protection District, signed by Warren Harrold, President, inquir-
ing as to whether or not the District Board would consider annex-
ing the proposed fire station site in the Sleepy Hollow area,
was read by President Johnson.
President Johnson instructed the Engineer to write a letter
to the Orinda County Fire Protection District stating that the'
District Board would not consider annexing this proposed fire
station site but would be willing to provide service on a contract
basis and that the Engineer would cooperate with them in this
matter if they so desire.
AMENDMENT OF CIVIL SERVICE RESOLUTION
AND ESTABLISHING CLASSIFICATION .FOR
POSITIONS OF AREA CONSTRUCTION INSPECTÖR
AND CHIEF PLANT OPERATOR
Member Toland, seconded by Member Wadsworth, moved the adoption
of Resolution 716.
RESOLUTION NO. 716
The District Board of the Central Contra Costa Sanitary District
does resolve as follows:
That the following positions be created and added to the list
of positions in the Classified SerYice: .
1.
AREA CONSTRUCTION INSPECTOR
Definition:
Under general supervision to direct contract inspection work on
construction projects; general inspection and related work as
required.
Typical Duties:
Supervise the field assignments of subordinate inspectors; keeps
detailed job records; meets the public in matter of public rel-
ations in construction; is familiar with laws and regulations
applicable to construction operations; performs more difficult
office and field work.
Minimum Qualifications:
License Required: Valid motor vehicles operator's license
issued by the State of California Department of Motor Vehicles.
Education and ExPerience: Equivalent to graduation from
the twelfth grade and four years of varied experience in general
construction, pipe lines and/or sewage construction, one year of
which shall have been in a supervisory capacity.
Knowled~e and Abilities:
A good knowledge of the methods, materials and equipment
used in the construction of the sewerage systems, related
appurtenances and treatment plant;
Ability to interpret plans and specifications;
Ability to keep accurate, detailed records;
Ability to direct others;
Ability to meet the public and get along with others;
To be neat, tactful, reliable, possess initiative and good
judgment.

CHIEF PLANT OPERATOR
2.
Definition:
Under the supervision of the plant and maintenance super-
intendent, to operate and maintain pumps, generators and motors
of the sewage treatment plant; to run laboratory tests; keep
records; to act for the plant and maintenance superintendent;
and to do related work as required.
Typical Duties:
Stands watch on the central control
pumps, generators and other equipment;
maintenance; performs laboratory tests
gives instructions to others; acts for
superintendent in his absence.
Minimum ~ualifications:
License Required: Valid motor vehicle operator's license
issued by the State of California Department of Motor Vehicles.
Edu~tion and Experience: Equivalent to graduation from high
school and four years experience in the operation,maintenance
and/or construction of sewage or water treatment plants and
related appurtenances.
Knowledge and Abilities: Good knowledge or the operation and
maintenance of a sewage treatment plant;
Good knowledge of operation and maintenance of pumps, motors
and other similar equipment;
Working knowledge of chemical testing and analysis of sewage;
Ability to layout work for others, to direct them in their
work;
Ability to keep detailed records;
To be resourceful, reliable and possess good judgment.

PASSED and ADOPTED this 6th day of December, 1951, by the District
Board of the Central Contra Costa Sanitary District, by the following

CRESTA VISTA SUBDIVISION
It was moved by Member Wads~orth, seconded by Member Smitten, and
unanimously carried, that the Engineer be authorized to review and
approve the plans for installation of sewers in Cresta Vista Sub-
division at this time in order that the residents may secure contract
bids and when Cresta Vista is annexed the cost of this review will be
paid for at that time.

REGIONAL WATER POLUTION
CONTROL BOARD
Mr. J. B. Harrison, Executive Officer, and Mr. Derker, represent-
atives of the Regional Water Pòlution Control Board were present.
Mr. Harrison stated that the Cha1'rman of the Regional Water Polution
Control Board wished it brought to the attention of the District
Board of the Sanitary District that they must give first priority to
immediate correction of the situation at the Orinda Pumping Stations;
also, that the District Engineer prepare and present at the next
meeting of the Water Polution Control Board on December 20,1951,
a report setting forth the District's proposed investigation and
correction program to eliminate this situation.
It was moved by Member Smitten, seconded by Member Malott, and
unanimously carried, that the District Board instruct the District
Engineer to request the Regional Water Polution Control Board to
grant permission for temporary bypasses and that the Sanitary Dist-
rict would put on a special crew immediately to locate and correct
all leaks and defects in the District sewers.
STANDBY UNIT FOR
SEWAGE TREATMENT PLANT
It was moved by Member Smitten, seconded by Member Malott, and
unanimously carried,that the Acting District Engineer-Manager be
authorized to take the steps necessary to provide installation at
the treatment plant of a standby unit, independent of electrical
power, capable of handling the entire flow of the main trunk sewer
coming into the plant.
COURIER JOURNAL
It was moved by Member Wadsworth, seconded by Member Toland, that
the Board authorize Mr. Nejedly to settle our claim against the
Courier Journal in accordance with the terms of their letter dated
November 27, 1951, signed by Mr. Albert ' Freeman. Carried unanimously.
CONTRA COSTA JUNIOR COLLEGE
It ,was moved by Member Smitten, secondeq by Member Mal~tt, that
the petition.for anqexation of the 'Cont~a Costa Junior College be
denied. , '. .

NOES: Member Toland
ABSENT: None
Mr. Drummond McCunn, Superintendent; Mr. Fred R. Abbott, President;
and Mr. Roy E. Ramseier, Engineer, were the representatives from the,
Contra Costa Junior College present. Messrs. Abbott and McOunn
addressed the Board and requested that the Board consider the proposal
prepared by their Engineer. Mr. Ramseier presented the following
:proposal: IIThat the Junior College would pay to the Sanitary District
$25,000 for a trunk service charge, construct and dedicate to the
Sanitary District the sewer lines from the District's sewer to the
College property and pay 30~ per capita per year based on average
daily attendance of students and faculty.1I
The representatives of the Contra Costa Junior College were requested
by President Johnson to present this or their very best offer, setting
forth all conditions, in writing at the next Board meeting, January
3, 1952. - - -
President Johnson turned over the chairmanship for the rest of
the meeting to Vice President Toland.
APPROVAL OF BILLS
It was moved by Member Wadsworth, seconded by Member Malott, that
warrants be drawn to pay the bills as approved by the Manager and
checked by the auditing committee.
