MINUTES OF SPECIAL MEETING OF THE
DISTRICT BOARD OF CENTRAL CONTRA COSTA
SANITARY DISTRICT HELD OCTOBER 23.1951
The District Board of Central Contra Costa Sanitary District
convened in special session at its regular place of meeting located
at 1822 Mt. Diablo Boulevard, City of Walnut Creek, County of Contra
Costa, State of California, on Octob~r 23, 1951, at 7:30 p.m.
The meeting was called to order by President Johnson, and the
roll was called:

READING OF MINUTES OF PREVIOUS MEETINGS
The Minutes of the meeting of October 4, 1951 were read and were
approved as entered.
The Minutes of the meeting of October 9, 1951 were read and were
approved as entered.
Member Toland arrived.
INSTALLATION OF ORINDA p~œs.
Mr. Sauer reported that one of the new Orinda pumps had been
installed, and the other would be installed soon. A letter had been
written to the State Board of Health with copies to the Regional
Water Pollution Board and the East Bay Municipal Utility District
advising them of the accomplished work.
BE CONNECTION FEE FOR LAFAYETTE VALLEY
ESTATES UNIT 3 - DAN PEACOCK
Representatives of the Moraga Company, Donald L. Rheem and Dan
Peacock were at the meeting to state that the 48 lots of Laf~yette
Valley Estates Unit 3 should not be charged a connection fee as the
land was part of the Moraga Company lands referred to in the agree-
ment between Moraga Company and Donald L. Rheem and the District.
President Johnson stated th~t he was of the opinion that the
lands belonging to Moraga Company and Donald L. Rheem, at the time
the agreement was entered into, should not have a connection fee if
the connection is to the trunk sewer in Moraga.
Memb~r Toland objected to coming to a decision in the matter
until the Attorney was present.
Member Smitten moved that the 48 lots of Lafayette Valley
Estates Unit 3 be exempt from connection charge for connection to
Section V of the main trunk sewer, through Units 1 and 2 of Lafayette
Valley Estates. Seconded by Memb~r Malott, and carried by the
following vote:

NOES:

Members Malott, Smitten, Wadsworth and Johnson
Member Toland
Members - None.
RE CONNECTION FEE FOR HILLVIEW TE~CE
It was moved by Member Wadsworth and seconded by Member Smitten'
that connection fee for Hill~itu Terrace be set at $100 per lot,
the property owners to construct sewers at their own expense, to
connect to Local Improvement District No.8 through Hadden Acres
sewers. Carried by the following vote:
AYES: Members Malott, Smitten, Wadsworth and Johnson
NOES: Member Toland

NORTHERN CALIFORNIA SEWAGE WORKS
DINNER & TECHNICAL MEETINGS
The Manager was authorized to pay the dinner costs for Mr.
Mott and the plant operators when they attend the meetings held
by the Northern California Sewage Works.
CONNECTION FEE MONIES TO BE DEPOSITED
TO SEWER CONSTRUCTION FUND.
It was moved by Member Wadsworth, seconded by Member Smitten,
and unanimously carried that effective October 8, 1951 all sums
collected from connection fees be paid into Sewer Construction
Fund, and that as of the present date there be transferred the
sum of $19,959.20 which was heretofore, and from July 1,1951,
to October 8, 1951 collected from connection fees and temporarily
deposited into Running Expense Fund, be returned to the Sewer
Construction Fund.
ADJOURNMENT
President Johnson adjourned the meeting to November 1, 1951,
at 8:00 o'clock p.m.
