MINUTES OF THE REGULAR MEETING
OF THE DISTRICT BOARD OF CENTRAL
CONTRA COSTA SANITARY DISTRICT HELD
. JUNE 7. 1951
The District Board of Central Contra Costa Sanitary District
convened in regular session at its regular place of meeting lo-
cated at 1822 Mt. Diablo Boulevard, in the City of Walnut Creek,
County of Contra Costa, state of California, on June 7, 1951 at
8:00 o'clock p.m.
The meeting was called to order by President Johnson, and the
roll waS called:

READING OF MINUTES OF PREVIOUS
MEETING
The Minutes of the previous meeting were read and approved as
entered.
REQUEST FOR ANNEXAT ION - CRESTA VISTA
Mr. Kenneth G. Kerr spoke as representative of the residents
of Cresta Vista Subdivision. The Board informed Mr. Kerr that it
had come to the conclusion it would be to the best interest of the
subdivision owners to be annexed to the District; which annexation
could be accomplished by presenting a published petition and the
payment of $5600.00.
Mr. Kerr stated that most of the residents did not have a
means of paying cash for the sewers and requested adviCe on fin-
ancing methods. The Engineer stated that his estimate of total
cost per lot would be approximately $550.00, and that the best
method would be for the property ot~ers to do the work under private
contract rather than the District form a local improvement district.
SEPTIC TANKS - NEW COUNTY ORDINANCE
Dr. Blum informed the Board that a new County Ordinance would
soon be in effect, putting completei~esponsibility on the Health
Department for the issuance of/iñämIffBpection of septic tanks in
the area outside of the Sanitary District, so that in the future
situations similar to Cresta Vista should not arise.
PARCEL 42 LID 22 - F. D. COURNEEN
The Board authorized the Secretary to sign a letter assuring
Mr. Courneen that any damage resulting from construction in the
eAsement granted by him would be repaired.
ACALANES VALLEY - BOIES AND SOULE REQUE~~
The request or Boies and Soule to retain jurisdiction over the
sewers they are installing in Acalanes Valley was held for" further
study.

ORDINANCE NO. 14
AN ORDINANCE AMENDING IN PART ORDINANCE NO. 11 AND
PROHIBITING CONNECTIONS TO THE SEWER SYSTEM OF THE
DISTRICT WITHOUT PERMISSION, AND ESTABLISHING A
SYSTEM OF CHARGES THEREFOR:
The District Board of the Central Contra Costa Sanitary District
does ordain as follows:
That the present wording of Section 5-01 of Ordinance No. 11 be
deleted and the following substituted therefor:
No connection to the sewer system of the District shall be made
without the approval of the District Board. A connection fee to be
determined by the District Board shall be charged for any such con-
nection and in an amount to be determined for each classification of
connection. .

Board of the Central Contra Costa Sanitary District by the following

EMPLOYMENT OF TEMPORARY SUMNER
HELP - ENGINEERING AIDES
It was moved by Member Wadsworth, seconded by Member Toland, and
unanimously carried that the Engineer be empowered to engage anyone
of the persons on the Eligible List, Rule IX, Section II of the Civil
Service Resolution, for temporary summer work.
QUIT CLAIM TO DAWE, et al .;¡-
PARCEL 41 - L.I.D. NO.1
Member Smitten, seconded by Member Wadsworth, moved the adoption
of Resolution No. 695:
RESOLUTION NO. 695
WHEREAS, HENRY F. VESSING granted a deed of dedication for sewer
easement recorded in Volume 1299 of Official Records, at page2lJ, in
the office of the Recorder of Contra Costa County, California, and
WIÆREAS, the following portion of said easement is no longer re-
quired for the purpose of a public sewer, said portion being described
as follows:
A portion of the Rancho Las Juntas, Contra Costa County,
California, being also a portion of the 5 foot wide ease-
ment granted to the Central Contra Costa Sanitary District
recorded September 29, 1948, in Volume 1299 of Official
Records, at page 213, in the office of the Recorder of
Contra Costa County, California, described as follows:
Beginning at the most eastern terminus of the course having
the bearing south 880 53' east, the distance of 80.26 feet;
thence from said point of beginning north 470 01' east, 76.40
feet; thence south 880 081 east, 165.8 feet; thence. south 420
24' east, 97.4r-feet to the most western terminus of the
course having a bearing of south 780 42' east, a distance of
42.97 feet, and

WHEREAS, LESLIE C. DAWE, AVA F. DAWE, BERT E. DAWE and CHAR-
LOTTE DAWE are successors of the original grantors,
NOW, THEREFORE, BE IT RESOLVED, that said portion of the orig-
inal easement granted to the Central Contra Costa Sanitary District
be reconveyed to said successors in interest by Quit Claim Deed.

AUTHORIZING CONDEMNATION OF
PARCEL 22 L.I.D. NO. 22
Member Smitten, seconded by Member Malott, moved the adoption
of Resolution No. 696:
RESOLUTION NO. 696
WHEREAS the District Board of the Central Contra Costa Sanitary
District has heretofore approved plans and specifications prepared
by its Distriot Engineer for the construction, under the provisions
of the Improvement Act of 1911, of a collecting lateral sanitary
sewer system in the area more particularly described in the pro-
ceedings for the improvement of Local Improvement District No. 22,
and proposed to award a contract fo~ the construction of said
sanitary sewer in accordance with the plans and specifications
therefor;
NOW, THEREFORE, BE IT RESOLVED and this Board does hereby find
and determine that the public interest, convenience and necessity
require the acquisition, construction and completion by this Dist-
rict of said collecting lateral sanitary sewer system, as set forth
in said plans and specifications and that easements over the parcel
of real property hereinafter described are necessary for the con-
structing, laying and maintaining of sewer pipes therein in said
sB-ni tary sewer system, in accordance with said plans and specifica-
tions. Said easements are more particularly described as follows:
Perpetual easement to be used by said Sanitary District for the
purpose of constructing, laying, maintaining and operating sewer.

ances and with the right of ingress thereto and egress therefrom
over the following described parcel of real property, and temporary
easements twenty (20) feet in width located immediately on both
sides and adjoining the perpetual easement hereinafter described,

California, described as follows:

A portion of Lot 424, as designated on the map entitled "Unit
No.4, Haciendas del Orinda, Contra Costa County, California,"
which map waS filed in the office of the Recorder of the County
of Contra Costa, State of California, on June 1, 1925, in
Volume 19 of Maps, at pages 479 and 480, described as follows:
A strip of land 5 feet in width lying 2.5 feet on each side of
the following described center line:

Beginning at a point on the southwestern line of said Lot
424, said point being south 650 181 east, 37.41 feet, along
said southwestern line from the most western corner of said
Lot 424; thence from said point 06 beginning north 820 191
east, 13.94 feet; thence north 56 03' east, 107.22 feet to
a point on the northeastern line of said Lot 424, said north-
eastern line being also the northeastern line of the 6 foot
Path as shown on said subdivision map; said point being south
680 30' east, 96.24 feet along said northeastern line from
the most northern corner of said Lot 424.
The side lines of said 5 foot strip to be lengthened or
shortened to extend entirely across said Lot 424.
BE IT FURTHER RESOLVED that the Attorney for said District be
and he is hereby authorized and directed to commence and maintain
ac~ions and proceedings of eminent domain in the Superior Court of
the State of California" in and for the County of Contra Costa, for
the purpose of condemning and acquiring said eßsements over, upon
B,nd through said hereinabove described parcel of real property for
the uses and purposes aforesaid.
BE IT FURTHER RESOLVED, and said Board does hereby find and
determine, that the reasonable value of the above-described easements
proposed to be taken is the sum of Twelve and 50/l00ths Dollars
($12.50), and the President and Sedretary are hereby authorized and
directed to execute a warrant payable to the County Clerk of the
County of Contra Costa, to be deposited as security to the owners
for the va,lue of the easements herein proposed to be condemned.

RE ANNEXATION 0 F Q. REYNOLDS PROPERTY
It was moved by Member Wadsworth, seconded by Member Smitten,
and unanimously carried that upon payment of $50.00 and presentation
of petition from Mr. Q. Reynolds, for annexation of the property
concerned, the District Board will proceed to annex the property
without further cost to Mr. Reynolds.

and unanimously carried that bills as approved by the District
