MINUTES OF THE REGULAR MEETING OF
THE DISTRICT BOARD OF CENTRAL CONTRA
COSTA SANITARY DISTRICT HELD ON NOVEMBER
2. 1950
The Di strict Bos.rd of Central Contra Costa Sanitary Distrlct con-
vened in regular session at its regular place of meeting located at
1822 Mt. Diablo Boulevard, in the City of Walnut Creek, County of
Contra Costa, State of California, on November 2, 1950, at the hour
of 8:00 o'clock p.m.
The meeting was called to order by President Johnson, and the
following roll was called:

The Minutes of the previous meeting were read and were approved
as ent ered.
REQUEST FOR ANNEXATION - EBMUD
Discussion of the request for annexation by the East Bay Munic-
ipal Utility District of territory lying southwesterly of San Pablo
Creek Highway between the Crossroads and the Orinda Townsite was
postponed to the meeting of November 16,1950.
AMENDMENT OF ORDINANCE NO. 11 - SEWER CODE
Member Toland, seconded by Member Wadsworth moved the adoption of
Ordinance No. lla, amending Ordinance No. 11:

The District Board of the Central Contra Costa Sanitary District
of Contra Costa County, State of California, does ordain as follows:
That SECTION 5.01 of Ordinance No. 11 adopted by the District
Board on May 16, 1950, be amended to be as follows:

SECTION 5.01: PERMITS AND FEES. Permission may be granted to
connect main or side sewers direct to the trunk or main sewers. A
connection fee to be determined by the District Manager shall be
charged for such connection at an amount to be set for each individual
case. Such connection fee shall be in addition to the fees otherwise
required. The District Manager shall report to the District Board at
its next regular meeting following the fixing of each connection fee,
the amount thereof and the reasons therefor.
That the present Section 5.01 be repealed in its entirety and the
foregoing amendment defined as Section 5.01 be substituted therefor.
ADOPTED by the District Board of Central Contra Costa Sanitary
District, County of Contra Costa, State of California, on this 2nd

REVISION OF CLASSIFICATION PLAN
CIVIL SERVICE EMPLOYEES
Member Toland, seconded by Member Wadsworth, moved the adoption
of Resolution No. 662:

REVISING RESOLUTION NO. 638 - CLASSIFICATION
PLAN FOR CLASSIFIED CIVIL SERVICE EMPLOYEES
WHEREAS, by Resolution No. 638, passed and adopted by the Dist-
rict Board of Central Contra Costa Sanitary District on the lOth
day of August, 1950, said District Board did set up a wage scale
for employees.
NOW, THEREFORE, BE IT RESOLVED that said wage scale for the

HEARING ON RESOLUTION OF INTENTION
LOCAL IMPROVEMENT DISTRICT NO. 20
President Johnson opened the hearing for Local Improvement
District No. 20 for construction of sewers to serve 28 lots of
Strandwood Estates Unit No.1. The President called for protests
from the floor. There were no protests, written or oral. Seven
property owners were present, and requested information. The
Engineer explained the process and the estimated cost. The owners
present expressed their desire to have the sewers installed.

tion of Resolution No. 663:

RATE OF WAGES, AND DIRECTING NOTICE TO BIDDERS
IN LOCAL IMPROVEMENT DISTRICT NO. 20
WHEREAS, the District Board of the Central Contra Costa Sani-
tary District, County of Contra Costa, State of California, did on

the 5th day of October, 19:50, adopt its Resolution of Intention No.
658 to order the therein described work and improvement to be done
and made in Local Improvement District No. 20 which Resolution of
Intention was duly and legally published in the time, form and
manner as required by law, as shawn by the affidavit of publication
of said Resolution of Intention on file in the office of the Secretary
of said Central Contra Costa Sanitary District; and
WHEREAS, after the adoption thereof, notices of the passage of
said Resolution of Intention, headed "Notice of Improvement," ware
duly and legally posted in the time, form, manner, locations and
number as required by law, as appears from the affidavit of posting
said notices, on file in the office of the Secretary of said Central
Contra Costa Sanitary District; and
WHEREAS, after the adoption thereof, notices of the adoption of
said Resolution of Intention were duly mailed to all persons owning
real property proposed to be assessed for the improvements described
in said Resolution of Intention according to the names and addresses
of such owners, as the same appear on the last equalized assessment
roll for County taxes prior to the day of such mailing, or as known
to the Clerk of the Board of the Central Contra Costa Sanitary Dist-
rict, which said notices were duly mailed in the time, form and
manner as required by law; and
WHEREAS, the District Board of the Central Contra Costa Sanitary
District having duly received and considered evidence oral anddocu-
mentary concerning the jurisdictional facts in this proceeding and
concerning the necessity for the contemplated work and improvement
and the benefits to be derived therefrom, and all protests filed in
relation to said proceeding w~re duly considered by said District
Board and are hereby orde,red overruled, and said District Board
having now acquired jurisdiction to order the proposed improvement,
IT IS HEREBY RESOLVED, by the District Board of the Central
Contra Costa Sanitary District, County of Contra Costa, State of
California, that the public interest and 'convenience require the
improvement herein referred to, and said District Board hereby
orders that the work and improvement, as set forth and described
in said Resolution of Intention, and in the plans and specifications
therein referred to, to be done and made.
RESOLVED FURTHER, that the boundaries of the assessment district,
and the grades to which said work and improvements are to 'be con-
structed, shall be those set forth and described in said Resolution
of Intention, and in the plans and specifications therein referred
to, reference to which is hereby made for all further particulars.
RESOLVED FURTHER, that the time hereby fixed for receiving
sealed proposals or bids for the doing of said work and making of
said improvement herein ordered is the 21st day of November, 1950,
at the hour of 8:00 o'clock p.m., and the Secretary of the District
Board is hereby ordered to give notice inviting such sealed bids in
the following time, form and manner and as provided by law.
RESOLVED FURTHER, that the Secretary of said District Board shall
post conspicuously for five (5) days, on or near the main entrance
door to the regular meeting place of said Board at 1822 Mt. Diablo
Boulevard, Walnut Creek, California, a Notice to Bidders, in the
form .hereinafter stated, inviting sealed proposals or bids for doing
said work and referring to said Plans and Specifications on file;
and shall publish said Notice twice in the Courier-Journal, a news-
paper published and circulated in Central Contra Costa Sanitary
District and hereby designated for that purpose.
All such proposals or bids shall be submitted, received, and
publicly opened, examined and declared, and shall be accompanied by
a certified check or bond, all as stated in said Notice to Bidders,
which Notice shall be as follows:

NOTICE INVITING SEALED BIDS
IN THE MATTER OF THE IMPROVEMENT OF
LOCAL IMPROVEMENT DISTRICT NO. 20
Pursuant to the provisions of "Improvement Act of 1911" and to
Resolution ordering the Work of the District Board of the Central
Contra Costa Sanitary District, County of Contra Costa, State of
California, directing this Notice, said District Board hereby in-
vites sealed bids and proposals for doing the work and improvement
described in Resolution of Intention No. 658 in the above-entitled
matter, of the District Board of the Central Contra Costa Sanitary
District, County of Contra Costa, State of California, adopted
October 5, 1950, and said Resolution of Intention No. 658 is here-
by referred to for a description of said work and improvement, the
grades to which it is to be done, a description of the district to
be assessed to pay the costs and expenses thereof, the bonds to be
issued, and for all further particulars contained in said Resolu-
tion of Intention No. 658. Reference is hereby further made to
the plans and specifications and detailed drawings for said work
on file in the office of the Secretary of said Central Contra
Costa Sanitary Distriot, in accordance with which said work shall
be done.
Said plans and specifications may be examined at 1822 Mt. Diablo
Boulevard, Walnut Creek, and may be obtained upon the payment of
$10.00 which may be returned.
Notice is further given that the Distriot Board of the Central
Contra Costa Sanitary District, County of Contra Costa, State of
California, has established a prevailing rate and scale of wages
in accordance with law, which rate and scale is as follows, to-wit:

Overtime and Saturday work shall be paid for at double the
normal hourly rate except as noted below for Cement Finishers and
Truck Drivers and work on Sundays and Holidays shall be paid for at
double the normal hourly rate.
The foregoing schedule of prevailing rates of wages, and rates
for overtime, Sunday and Legal Holidays, is based, unless otherwise
specified, upon a working day of eight (8).hours.
Overtime and Saturday rates for Truck Drivers shall be at one
and one-half (Ii> times the normal hourly rate.
The first two hours overtime, after a normal eight (8) hour day,
for Cement Finishers shall be at one and one-half (Ii) times the
normal rate and further overtime shall be at double the normal rate.
Saturday work for Cement Finishers shall be at one and one-half (Ii)
times the normal rate for the first eight (8) hours worked and at
double the normal rate for all further time worked on Saturdays.
NOTICE IS ALSO H~REBY GIVEN BIDDERS that it shall be mandatory
upon the contractor to whom the contract is awarded, and upon al~.
subcontractors under him, to pay not less than said general prevail-
ing rates of per diem wages, as above listed, to all laborers, work-
men and mechanics employed in the execution of the contract.
Anything to the contrary in the above wage scale notwithstanding,
the Contractor and all subcontractors under. him shall pay all their
laborers, workmen, mechanics and employees on said work a salary or
wage at least equal to the prevailing salary or wage for the same
quality of service rendered to private persons, firms or corporations
under similar employment, within the Central Contra Costa Sanitary
District.
The per diem wage rate is the hourly rate hereinabove mentioned
established multiplied by the number of hours hereinabove mentioned
as constituting the working day for the particular craft or type of
workman.
Before submitting proposals the bidder shall be licensed in

accordance with the provisions of Chapter 9 Division III of the
Business and Professions Code, Chapter 37 of the Statutes of
1939, as amended, of the State of California, which provides for
the registration and licensing of contractors.
Each bidder must submit with his proposal, a statement of his
financial responsibility, technic~l ability and experience on the
form. to be furnished prospective bidders.
Each bidder shall submit with his bid on the form provided,
the name and address of each subcontractor including the principal
suppliers of materials, and the portion of the work which each
subcontractor will do. If the contractor fails to name the sub-
contractors in his proposal, he shall be deemed to have agreed to
perform such portion of the work himself and shall not be permitted
to subcontract, said port1on of work without previous written per-
mission of the District Board.
The Contractor shall, in the performance of the work and im-
provements, conform to the Labor Code of the State of California
and other laws of the State of California applicable thereto, with
the exception only of such variation as may be required under the
special statutes pursuant to whicn proceedings hereunder are taken
and which have not been superceded by the provisions of the Labor
Code. Preference to labor shall be given only in the manner pro-
vided and required by law. Veterans and resident local labor
shall be given preference by the Contractor wherever possible, if
skill and working ability permit without increasing the ultimate
cost, of the work and improvement to the Local Improvement District,
the Central Contra Costa Sanitary District and its officers.
All proposals or bids shall be accompanied by a check payable
to said Central Contra Costa Sanitary District and certified by a
responsible bank for an amount which shall not be less than ten
per cent (10%) of the aggregate of the proposal, or by a bond for
said amount and so payable, signed by the bidder and two sureties,
who shall justify, before any officer competent to administer an
oath, in double the said amount and over and above all statutory
exemptions. The proposal shall be made out on the form to be
furnished prospective bidders, a copy of which is incorporated
with the specifications.
Said proposals or bids shall be delivered to the Clerk of the
District Board of the Central Contra Costa Sanitary District on or
before November 21,1950, at the hour of 8:00 o'clock p.m., of said
date, at the office of said Central Contra Costa Sanitary District
at 1822 Mt. Diablo Boulevard, Walnut Creek, Contra Costa County,
State of California, said time being not less than ten (10) days
from the time of the first publication or posting of said Notice.
Bids will be opened on said day and hour. The ~istrict Board
reserves the right to reject any and all proposals or bids, should
it deem this necessary for the public good, and also the bid of
the bidder who has been delinquent or unfaithful in any former
contract with the Central Contra Costa Sanitary District.
All bids shall be submitted on the understanding that all work
thereunder shall be done pursuant to the Improvement Act of 1911
and that all of the applicable requirements thereof shall be made
a part hereof, of the Local Improvement District proceedings, the
bonds and the contract.

ANNEXATION - SHE~~N ACRES UNIT 2
The President stated that he/~~~ in favor of the District
annexing any more large acreage pa.rcels, and gave as his reasons
the rising costs, possibility of the newer annexations over-loading
the sewer and plant capacity, and cost of expansion to the original
district taxpayers who have not yet been served.
Member Wadsworth, seconded by Member Toland, moved that the
Board accept the annexations immediately at $250 per acre.
Member Smitten moved that the matter be laid on the table for
further study. There was no second to' the motion.
Member Wadsworth withdrew his motion, and, seconded by Member
Toland, moved the adoption of Resolution No. 664:
RESOLUTION NO. 664
RESOLUTION AND ORDER DESCRIBING THE EXTERIOR
BOUNDARIES OF THE TERRITORY KNOWN AS SHERMAN
ACRES, UNIT NO.2, PROPOSED TO BE ANNEXED TO
THE CENTRAL CONTRA COSTA SANITARY DISTRICT
WITHOUT AN ELECTION.
WHEREAS, a Petition signed by the owners of real property in
the territory commonly known as "Sherman Acres, Unit No.2," pro-
posed to be annexed to Central Contra Costa Sanitary District, which
real property represents Seventy-five per cent (75%) of the total
assessed valuation of said territory as shown by the last equalized
assessment roll of the County of Contra Costa, was presented to thiS
District Board on the 2nd day of November, 1950, at the hour of 8:00
o'clock p.m. of said day, at the regular place of meeting of said
District Board at 1822 Mt. Diablo Boulevard, in the City of Walnut
Creek, County of Contra Costa, State of California, asking that said
territory be annexed to said Central Contra Costa Sanitary District
without an election under the provisions of Article 3, Part 1 of
Division VI of the Health and Safety Code of the State of California,
and an Affidavit of Publication of said Petition and of a Notice
stating the time of hearing of said Petition to be presented to this
District Board, was filed at said time and place, and
WHEREAS, said Petition designates specifically the boundaries of
the territory proposed to be annexed and its assessed valuation as
shown by the last equalized assessment roll of the County of Contra
Costa and shows the amount of real property owned by the petitioners
and its assessed valuation as shown by the last equalized assessment
roll of said county, and
WHEREAS, said Petition states that the territory is not in any
other Sanitary District and that said territory is in the same county
as said Central Contra Costa Sanitary District, is contiguous thereto,
and is not within the limits of any other Sanitary District; and
requests that the territory so described be annexed to this District,
and

WHEREAS, the Petition is verified by the Affidavit of one of
the Petitioners, and
WHEREAS, no written protests against the annexation of said
territory to said Sanitary District have been filed with this
District Board, and
WHEREAS, at said hearing no oral protests were made to this
District Board against the annexation of said territory to said
Sanitary District, and
WHEREAS, at the time and place fixed in said Notice for said
Hearing, this District Board proceeded to hear said Petition and
all persons therein who appeared, and said hearing was completed
at said time and place, and
,
WHEREAS, said Petition and said Affidavit show, and after a
full hearing, examination, and investigation, this District Board
has found and does hereby find and declare that said Petition is
duly verified by the Affidavit of one of the Petitioners; that
said Petition was duly published for at least two (2) weeks pre-
ceding its hearing by this District Board, together with Notice
that said Petition be presented to this District Board on Thurs-
day, the 2nd day of November, 1950, at the hour of 8:00 o'clock
p.m. of said day, in the meeting room of said District Board
located as hereinbefore described, and that at said time and
place all persons interested therein might appear and be heard,
on October 12, 1950 and on October 19, 1950, in the Walnut Kernel,
a newspaper of general circulation, published in said District;
that the Affidavit of such publication has been presented to and
is on file with this District Board; and
WHEREAS, the Petitioners have paid to Central Contra Costa
Sanitary District the sum of Five Thousand Six Hundred Dollars
($5,600.00), estimated to be the total taxes which the territory
proposed to be annexed would have paid had said territory been a
part of this Sanitary District from the date of the original form-
ation thereof and for those fiscal years in which taxes were.
levied and collected upon property within the original Sanitary
District, together with part of the expenses of the District in-
curred in the instant proceedings.
That said petitioners are the owners of land constituting
Seventy-five per cent (75%) of the total assessed valuation of
the territory proposed to be annexed, as shown by the last equal-
ized assessment roll of the County of Contra Costa; that all of
tb~acts set forth in said Petition are true; that all acts and
conditions and things required by law to'be done precedent to the
hearing of said Petition by this District Board have been done and
have been performed in regular and due form in strict compliance
with provisions of the law authorizing the presentation of the
petition.
NOW, THEREFORE, BE IT RESOLVED AND ORDERED:
(1) Thpt upon the final hearing of said Petition and after a
full hearing, investigation, and examination, this District Board
does hereby find and determine that the annexation of the territory
therein and hereafter described is for the best interests 'of the
District and'said contiguous territory.
(2) That upon such final hearing, this District Board does
hereby find and determine that all of the territory described in
said Petition will, in the judgment of this District Board, be
benefited by annexation to said Sanitary District.
(3) That the exterior boundaries of the territory so proposed
to be annexed to Central Contra Costa Sanitary District and spec-
ifically described in said Petition are hereby fixed and described
as follows:

That parcel of land in the County of Contra Costa, State
of California, described as follows:
Beginning at a point on the west line of the Highway from
Walnut Creek to Martinez which point is on the existing
boundary of the Central Contra Costa Sanitary District at
the southwest corner of 26.4 acre parcel of land described
as parcel 2 in the deed from Jeanne R. Hansen to E. W. Mc-
Gah and John P. O'Shea filed under Recorder's Serial No.
19621 on April 27,1950 and of record in Volume 1545 of
Official Records in the office of the Recorder, Contra
Costa County, California, at page 79 and running thence
easterly, northeasterly and westerly along the southern,
southeastern and northern boundaries of said 26.4 acre
parcel to the northwest corner thereof which corner is a
point on the existing boundary of said Sanit ary District;
thence southerly along said existing boundary to the point
of beginning.
All reference herein to official records are to the records
of the Recorder of the County of Contra Costa, State of
California.
(4) That the President and Secretary of this District Board be
and they_. are hereby authorized and directed to execute on the behalf
of this ~istrict Board a Petition to the Board of Supervisors of the
County of Contra Costa setting forth the proceedings heretofore taken
for the annexation of the above-described territory, the finding of
this Board, and requesting the Bos.rd of Supervisors to annex the
territory to the District.

ANNEXATION OF SHERÞIAN ACRES UNIT 1
It was moved by Member Wadsworth, seconded by Member Toland
that Resolution No. 665 be adopted with the stipulation that the
boundary of the property to be annexed shall include only those
properties within the recor4ed subdivision of Sherman Acres Unit
No.1 plus a connecting corridor to the existing sanitary district
boundaries to be the projection southerly of the easterly and
westerly lines of Ramona Drive as described in Resolution No, 665.

RESOLUTION AND ORDER DESCRIBING THE EXTERIOR
BOUNDARIES OF THE TERRITORY KNOWN AS SHERMAN
ACRES, UNIT NO, 1, PROPOSED TO BE ANNEXED TO
THE CENTRAL CONTRA COSTA SANITARY DISTRICT
WITHOUT AN ELECTION
WHEREAS, a Petition signed by the owners of real property in
the territory commonly known as IISherman Acres, Unit No. 1,11 proposed

to be annexed to Central Contra Costa Sanitary District, which
real property represents Seventy-five per cent (75%) of the total
assessed valuation of said territory as shown by the last equal-
ized assessment roll of the County of Contra Costa, was presented
to this District Board on the 2nd day of November, 1950, at the
hour of 8:00 o'clock p.m. of said day, at the regular place of
meeting of said District Board at 1822 Mt. Diablo Boulevard, in
the City of Walnut Creek, County of Contra Costa, State of Calif-
ornia, asking that said territory be annexed to said Central Contra
Costa Sanitary District without an election under the provisions
of Article ), Part 1 of Division VI of the Health and Safety Code
of the State of California, and an Affidavit of Publication of
said Petition and of a Notice stating the time of hearing of said
Petition to be presented to this District Board, was filed at said
time and place, and
WHEREAS, said Petition designates specifically the boundaries
of the territory proposed to be annexed and its assessed valuation
as shown by the last equalized assessment roll of the County of
Contra Costa and shows the amount of real property owned by the
petitioners and its assessed valuation as shown by the last equal-
ized assessment roll of said county, and
WHEREAS, said Petition states that the territory is not in any
other Sanitary District and that said territory is in the same
county as said Central Contra Costa Sanitary District, is contig-
uous thereto, and is not within the limits of any other Sanitary
District; and requests that the territory so described be annexed
to this District, and
WHEREAS, the Petition is verified by the Affidavit of one of .
the Petitioners, and
WHEREAS, no written protests against the annexation of said
territory to said Sanitary District have been filed with this
District Board, and
WHEREAS, at said hearing no oral protests were made to this
District Board against the annexation of said territory to said
Sani tary Dlstri ct, and
WHEREAS, at the time and place fixed in said Notice for said
Hearing, this District Board proceeded to hear said Petition and
all persons therein who appeared, and said hearing was completed
at said time and place, and
WHEREAS, said Petition and said Affidavit show, and after a
full hearing, examination, and investigation, this District Board
has found and does hereby find and declare that said Petition is
duly verified by the Affidavit of one of the Petitioners; that
said Petition was duly published for at least two (2) weeks pre-
ceding its hearing by this District Board, together with Notice
that said Petition be presented to this District Board on Thurs-
day, the 2nd day of November, 1950, at the hour of 8:00 o'clock
p.m. of said da1, in the meeting room of said District Board
located as hereinbefore described, and that at said time and
place all persons interested therein might appear and be heard,
on October 12, 1950 and on October 19,1950, in the Walnut Ker-
nel, a newspaper of general circulation, published in said Dist-
rict; that the Affidavit of such publication has been presented
to and is on file with this District Board; and
WHEREAS, the Petitioners have paid to Central Contra Costa
Sanitary District the sum of Thirteen Thousand, Two Hundred and
Fifty Dollars ($13,250.00), estimated to be the total taxes which
the territory proposed to be annexed would have paid had said
territory been a part of this Sanitary District from the date of
the original formation thereof and for those fiscal years in
which taxes were levied and collected upon property within the
original Sanitary District, together with part of the expenses
of the District incurred in the instant proceedings.

That said petitioners are the owners of land constituting
Seventy-five per cent (75%) of the total assessed valuation of
the territory proposed to be annexed, as shown by the last equal-
ized assessment roll of the County of Contra Costa; that all of
the facts set forth in said Petition are true; that all acts and
conditions and things required by law to be done precedent to the
hearing of said Petition by this District Board have been done and
have been performed in regular and due form in strict compliance with
provisions of the law authorizing the presentation of this petition.
NOW, THEREFORE, BE IT RESOLVED AND ORDERED:
(1) That upon the final hearing of said Petition and after a
full hearing, investigation, and examination, this District Board
does hereby find and determine that the annexation of the territory
hereinafter described is for the best interests of the District and
said contiguous territory.
(2) That upon such final hearing, this District Board does
hereby find and determine that all of the territory described in
said Petition will not, in the judgment of this District Board, be
benefited by annexation to said Sanitary District..
(3) That the territory found to be benefited, being a part of
the territory described in the original Petition, is as hereinafter
described,
(4) That the exterior boundaries of the territory now proposed
to be annexed to Central Contra Costa Sanitary District and included
in said Petition are hereby fixed and described as follows:
Beginning at a point on the existing boundary of the Central
Contra Costa Sanitary District on the northern boundary of
Fair Oaks Unit No.1 at the intersection of said northern
boundary with the southerly extension of the west line of
Ramona Drive as said Ramona Drive is delineated on Map of
Sherman Acres Unit No.1 filed in Volume 42 of Maps, at
pages 27 to 32 inclusive, in the office of the Recorder of
Contra Costa County, California; thence northerly from said
point of beginning along said southerly extension of the
west line of Ramona Drive to the southern boundary of said
Sherman Acres Unit No.1; thence clockwise westerly, northerly,
easterly, southeasterly and southwesterly along the boundary
of said Sherman Acres Unit No.1 to the intersection of said
boundary with the southerly extension of the east line of said
Ramona Drive with the southern boundary of said Sherman Acres
Unit No.1; thence southerly along said southerly extension
of said east line of Ramona Drive to its intersection with
said northern boundary of Fair Oaks Unit No.1, said inter-
section being a point on the existing boundary of said Sanitary
District; thence westerly along said existing boundary to the
point of beginning.
All reference herein to official records are to the records
of the Recorder of the County of Contra Costa, State of
California.
(..5) That the President and Secretary of this District Board
be and they are hereby authorized and directed to execute on the
behalf of this District Board a Petition to the Board of Supervisors
of the County of Contra Costa setting forth the proceedings hereto-
fore taken for the annexation of the above-described territory, the
finding of this Board, and requesting the Board of Supervisors to
annex the territory to the District.
