The District Board of Central Contra Costa Sanitary District convened
in a Regular Session at its regular place of meeting at:1250 Spriagbrook
Road, Walnut Creek, County of Contra Costa, State of California, on October
1,1959, at 8:00 o'clock P.M.

The meeting was called to order by President Fisher.

APPROVAL OF MINUTES
The Minutes-of the meeting of September 17,1959, were approved as presented.

APPROVAL OF BIUS
It was moved by Member Roemer, seconded by Member Mitchell, that the bills
as audited by the Auditing Committee and as subll!tted by the District Manager-
Engineer be approved, reference being specifically made to Sewer Construction
Vouchers Numbers 441 to 472, inclusive, and Running Expense Vouchers Numbers
4102 to 4237, inclusive. Carried by the following vote:

FLOOD Cafl'ROL AGREEMENT
Mr. Bohn, Counsel for the District, asked that the agreement be referred
to Mr. Horstkotte, District Manager-Engineer, for further discussion with the
Flood Control District.

ORDINANCE 35. AMENDING REBATE ORDINANCE 25
After Mr. Bohn, Counsel for the District, explained the changes proposed
for Ordinance 25, it was moved by Member Roemer, seconded by Member Salfingere,
that Ordinance 35 be adopted. Carried by the following vote:

REVIEW OF ORDINANCE 34. GARBAGB RBOOLATIOO
Mr. BohR, Counsel for the District, presented to the Board Members changes
proposed for Ordinance 34 as discussed at the previous meeting.
Continued to October 15,1959.
REPORT RE SELF INSURANCE
~
Mr. Horstkotte, District Manager-Engineer, reported that, after a thorough
investigation, the District could do no better regarding property damage insur-
ance than the present policy.
Me.ber Spiegl suggested that the District investigate the California
Sanitary Districts Association self-insuring its members to a m~imum figure
and obtaining excess or re-insurance above a determined amount.
Mr. Horstkotte, District Manager-Engineer, stated that it .as a good
suggestion and he would pursue the idea.
AUTHORIZATION TO INSTALL DOLPHIN
Mr. Ho rstkotte , District Manager-Engineer, reported that the cost of
installing a pre-stressed, reinforced concrete dolphin recommended by the Coast
Guard would cost approximately $7,000.00, not $5,000.00 as previously author-
ized. He stated that wooden piles would cost approximately $5,000.00.
After discussion, it was moved by Member Roemer, seconded by Member
Mitchell, that $7,000.00 be authorized from Sewer Construction General Funds
for the installation of a pre..litressèd,reinforced concrete dolphin on the
OUtfall Sewer. Carried by the following vote:

AUTHORIZATION TO PURCHASE SURPLUS PROPERTY
Mr. Horstkotte, District Manager-Engineer, explained the items'to be
purchased at a cost of $38.50.

President and Secretary be authorized to execute the agreement dated September

Mr. Horstkotte stated that the Bdmeades' property had direct service into
Mt. View Sanitary District and that the property was do~ grade from the
District's Treatment Plant. He stated the parcel contained 5 acres remaining
after the State had taken the balance of the property for an access road and
the property was no longer contiguous to the District.
After discussion, it was moved by Member Salfingere, seconded by Member
Mi:tchell, that authorization to proceed with the Hearing for the withdrawal
of the Bdmeades' property north of the Arnold Industrial Highway be approved.

Mr. Horstkotte stated that a survey of the area 1IIOuld have to be made and
requested authorization to spend up to $1,000.00 for the survey.
It was moved by Member Spiegl, seconded by Member Roemer, that $1,000.00
be authorized from Sewer Construction General Pands for a watershed survey
in the area of the Gelder.ann property. Carried by the following vote:

VII.
REPORTS
DISTRICT MANAGER-ENGINEER
STA'lUS OF WœK æ LINE A
Mr. Horstkotte, District Manager-Engineer, reported on the Line A work
completed to date.
TEMPORARY APPOINTMBfTS AT TREATMENT PLANT
Mr. Horstkotte reported that a temporary personnel emergency existed at
the Treatment Plant and that the applicants reaaining on the eligible lists
for Assistant Operator and Plant Operator who were contacted were not interested
in a temporary appointment, therefore, he requested that George Weiss, Assistant
Operator, be given a temporary appointment at the lowest step of the Plant
Operator position and that Phillip Sauer continue as a temporary utility Man
for another three months.

It was moved by Member Roemer, seconded by Member Spiegl, that George
Weiss be appointed temporarily to the position of Plant Operator at the salary
established for the first step, effective October 1,1959, and that Phillip
Sauer continue in the position of temporary Utility Man for three months.

Mr. Horstkotte, reported that the work on the Pumping Stations was not up
to schedule due to the transportation strike.

Mr. Horstkotte requested an authorization of $45,000.00 for Line J
inspection, engineering and contingencies.

It was moved by Member Roemer, seconded by Member Mitchell, that $30,000.00
for contingencies and $15,000.00 for engineering and inspection for Line J be
authorized from Sewer Construction Bond Funds. Carried by the following vote:

Mr. Horstkotte stated that he would not be at the next meeting on Octo~er
15, 1959.
CXXJNSBL FOR nœ DISTRICT
PROPOSED ORDINANCE RE AGREEMENTS WITH PUBLIC AGENCIES
Mr. Bohn, Counsel for the District, stated that he was preparing an
Ordinance to cover such agreements as are pending with the City of Walnut
Creek for sewering Ygnacio Valley, and stated he felt an Ordinance to back
up such agreements with public agencies was desirable.
Members of the Board requested 'that the proposed Ordinance be mailed to
them a few days before the meeting at which it was to be presented.

USE CHARGE ORDINANCE
Mr. Bohn asked what the desire of the Board was regarding a use charge
Ordinance now that the connection charge Ordinance had been .~parated.
Member Mitchell stated that he was only interested in a use charge for
deferred payment to those commercial users faced with a high connection charge.

President Fisher stated that Mr. Bohn could proceed with the preparation
of a use charge Ordinance taking into consideration the various objections
presented by the Board Members in the past. .
