The District Board of Central Contra Costa Sanitary:District convened
in a Regular Session at its regular place of meeting located at 1250
Springbrook Road, Walnut Creek, County of Contra Costa, State of California,
on April 2,1959, at 8:00 o'clock P.M~

The Minutes of the meeting of March 19,1959, were approved as presented.
III.
APPROVAL Of BILLS
It was moved by Member Mitchell, seconded by Member Roemer, that the
bills as audited by the Auditing Comaittee and as submitted by the District
Manager-Bngineer be approved, reference beins specifically made to Sewer
Construction Vouchers Numbers 328 to 341, inclusive, and Running Expense
Vouchers Numbers 3154 to 3299, inclusive. Carried by the following vote:

Continued to April. 16, 1959.

President Fisher asked Mr. HQrstkotte, District Manager-Bagineer, if
he had any co_ents on the report. He reco_endedthat consideration be
given to the installation of piling in place of the man-sized riprap called
for in the specifications, because of the strong tide and strea flow. He
estimated the Gost at $15,000.00.
When asked about the Miller 81 Co. work, Mr. Borstkotte, District
Manager-Bagineer,' s~ated that Miller 81 Co. had tried a new means of in-
stallation on Section II .hich failed.

Mr. Bohn, Counsel for the District, when questioned what could. be done,
stated that the District cannot anticipate that Miller 81 Co. will not finish
within the time limit of the contract and reported that Miller's attorney
stated that he is making every effort to finish on time.

VI. NEW BUSINESS
R.QJEST fIOR INFORMATIœl 'ro SEWER THE BISHOP RAHal PROPERTY AT SAN R~
Letter dated March 23,1959, from Midstate Realty Company, Inc., re-
questing information re sewering the Bishop Ranch at San Ramon, was read.
Mr. Horstkotte, DistricbManager-Bngineer, stated that the Bishop Ranch
consisted of approxiaately 1,800 acres and the est~ated cost to bring sewers
to the area would be $225,000.00 and pumping facilities would be required for
a portion.
The request that the developer be granted a moratorium on all hookup
charges until the offsite costs had been absorbed was diacussed without
conclusions.
President Fisher stated that the District had a problem of sewering
the area, which would be undertaken under certain conditions. He referred
to the statement of Mr. William O'Connell, Consultant for the County ,of
Contra Costa. that this project could be accomplished by Assessment District
proceedings.

After discussion, .Mr. Horstkotte, District Mana.er-Bngineer, was .
directed to send a copy of the letter from the Midstate Realty Company, Inc.
to each of the Directors accompanied by his comments.

After discus.ion, Mr. Horstkotte, District Manager-Engineer ,. stated
he would have a report prepared for the District Board on the first lIeeting
in May.
Continued to May 7,1959.
Mr. Horstkotte was instructed to deliver the report :to the Directors
three or four days prior to the meeting.

A representative from the Westinghouse Electric Company stated they
were interested in the sewer use charge and felt that the $l50.00 connection
charge per washing machine was a heavy burden on launderettes.

DEFICIENCIES Of THE DIABLO PUBLIC UTILITY DISTRICT SEWERS

Mr. Borstkotte. District Manager-Engineer, reported that the final
deficiencies of the Diablo Public Utility District sewers were being
corrected~ior to the District's accepting them for maintenance.
BACKWATER OVERFLOW DEVICE
Mr. Horstkotte, District Manager-Engineer, stated that he would like to
advertise the backwater overflow device. .hich met with the approval of
the Board Members.
COMPENSATION TO ~ER OF HOKY'S DRIVE-IN . DURING INSTALLATICIi OF LINE A
Mr. Horstkotte, District Manager-lDgineer, read a letter addressed to
Mr. Davis of the Walnut Creek Canning Company se compensation to Roky's
Drive-In for loss of business when Line A ia inatal1ed in their property.
It was moved by Member Sa1fingere. seconded by Member Mitchell, that
the letter to Mr. Davis of the Walnut Creek Canning Company re compensation
for 10S8 of business to Hoky's Drive-In be approved subject to limiting the
compensation to a maximum of $100.00 per day. Carried by the following vote:

SB'l'TLBMBNT Of ADLER-WALDEN AREA PLOOD - DAMAGE LITIGATION
Mr. Horstkotte, District Manager-Engineer, reported that the Miler-
Walden area flood damage case had been settled out of court by the insurance
company for $30,000.00. .
