CENTRAL CONTRA COSTA SANITARY DIS'IRICT
HELD FEBRUARY 5, 1959
The District Board of Central Contra Costa Sanitary District convened
in a Regular Session at its regular place of meeting located at 1250 Spring-
brook Road, Walnut Creek, County of Contra Costa, State of California, on
February 5, 1959, at 7:45 o'clock P.M.
The meeting was called to order by President Fisher.

APPROVAL OF MINUTES
It was moved by Member Mitchell, seconded by Member Salfingere, that
the Minutes of the meeting of January 22, 1959, be approved subject to
adding to the statement of Member Mitchell, under V. OLD BUSINESS, SEWER
USE CHARGE, the following:
"Proposal does not consider the disproportionate share of capital con-
tributions of present users.
"The existence of sewers keeps the soil in a condition to allow the
continued use of some septic tanks."

APPROVAL OF BILLS
It was moved by Member Mitchell, seconded by Member Salfingere, that
the bills as audited by the Auditing Committee ~nd as submitted by the
District Manager-Engineer be approved, reference being specifically made
to Sewer Construction Vouchers Numbers 289 to 311, inclusive, and Running
Expense Vouchers Numbers 2850 to 3006, inclusive, subject to correcting
the overpayment of salary on Voucher No. 2873. Carried by the following

IV.
HEARINGS
LOCAL IMPROVEMENT DISTRICT NO. 24 ASSESSMÈNTS
President Fisher opened the Hearing on Local Improvement District No. 24
Assessments and stated that the Board would review the written protests,
after which they would hear oral protests.

President Fisher asked Mr. Horstkotte, Engineer for Local Improvement
District No. 24, to explain to the audience the Assessment District procedures
and the method of payment.
Mr. Horstkotte explained that proceedings commenced upon the receipt
of a Certificate of Necessity from the County Health Officer, following
which came the preparation of plans and specifications for the Assessment
District and the Hearing on the Resolution of Intention to do the work.
lIe explained the method of assessing the individual properties, and the
manner in which payments are to be made.

Mr. Plant, representing Wi Ilia. H. Schallock, Inc., the Contractor,
stated that they had inspected the driveway prior to using it and it was
cracked at that time.

Mr. Horstkotte, District Manager-Bagineer, reported :that after a field
investigation he felt that the location wa. the best froB an engineering
aad cost standpoint.
Mr. Decker suggested another route on an easement on the Hackaeier
property and into Baylor Drive.
Mr. Horstkotte pointed out the disadvantages of this route.
Mr. Decker ståted that the School officials had agreed to Beet with
the College Part property o..ers on February 10,1959, at a School Board
aaeeting to discuss the problea and asked that no action be taken by the
Sanitary District until after that tiRe He reque.ted that a represlllltative
of the District be present at this a.etilll.
Members of the Board informed the College Park property owners that
the District had advised the School District of the best :location as :to .
engineering and cost, without reco_endation.

that the District had presented the 8O8t econoaiesl plan but expressing
. no opinion that it is the proper location, everything considered, and
that the District would Dot take upon itself the acquiriDg of easeaeat.,
which would be the problea of the School District.
Motion failed to carry for lack of a second.
