MINUTES OF A SPECIAL MEETlr-G
OF THE DISTRICT BOARD
CENrRAL CONTRA COSTA SANITARY DISTRICT
HELD MAY 28, 1956
The District Board of Central Contra Costa Sanitary District convened ina
Special Session, called by President Roemer for the purpose of meeting with
Dr. H. L. Blum, Health Officer of the County of Contra Costa, at its regular
place of meeting located at l822 Mt. Diablo Boulevard, City of Walnut Creek,
County of Contra Costa, State of California, on May 28, 1956, at 8:00 o'clock P.M.

The meeting was called to order by President Roemer.

APPROVAL OF MINUTES
It was moved by Member Mitchell, seconded by Member Spieg1, that the
Minutes of the meeting of May 24,1956, be approved subject to the following
corrections:
Under V. OLD BUSINESS, NW OFFICE BUILDItl;. there shall be added to the
motion the following:
"Corlett & Spackman shall consider the redesign of the front office window
area to take care of the glare."
Under VII.
NEW BUSINESS, there shall be added the following:

"CÖNNECTION ÖF PLEASANT HILL RECREATION AND PARK DISTRICT POOL DECK AREA
AND WADIM:; POOL DRAINS
"Mr. Perata requested authorization to connect the deck area and wading pool
drains to the District's system at the Pleasant Hill Recreation and Park District's
pool.
"It was pointed out to Mr. Perata that during the winter rains these drains
would allow storm water to enter the system.
"Mr. Perata was asked to return at a future date with a satisfactory me~s
of preventing storm water from entering the system, at which time the District
Board will again consider the request."

MEETIl\U WITH DR. H. L. BLUM. COUNTY HEALTH OFFICER
Inasmuch as Dr. H. L. Blum, County Health Officer, was leaving town for a
few weeks, President Roemer stated that the meeting had been called to discuss
with Dr. Blum the Districtts immediate problem of financing improvements and the
finding of the Health Officer that the proceeds of the bond issue to be proposed
are necessary for the construction of sewage facilities essential to the public
. --health, as required for a majority vote.

President Roemer thanked Dr. Blum for his attending the meeting.
Dr. Blum questioned the Board as to the specific area for which the funds
would be used.

Mr. Horstkotte, District Manager, explained, by using the blackboard, the
work to be done with the proceeds from the bond issue through stage III for
facilities within the present District boundaries, as recommended in the Brown
and Caldwell report. '
Dr. Blum asked if taxes, beyond the cost of retiring the bonds, would be
used for additions.

~1r. Horstkotte stated that the passage of the bond issue would provide
adequate facilities and no further need for tax funds for additions. The
amount required to retire the bonds would mean an over-all tax reduction.
Dr. Blum stated that the cost of investigating and inspecting septic
tanks represented from 40% to 60% of the Health Department's budget and asked
the cooperation of the District, upon a successful bond issue and the installation
of adequate f acili ties, to work out an agreement with the Health Department to
restrict the use of septic tanks and minimize the health problem. Dr. Blum
stated that tangible results are needed in restricting the use of septic tanks
and that there should be a basic stipulation that sewers shall be used when
available.
Dr. Blum suggested a conference between Mr. Nejed1y, Counsel for the District,
and their attorney to work out an ordinance to be adopted by the District which
would restrict the use of septic tanks within the District. That, upon the Health
Officer's finding that the proceeds of a bond issue are essential to the public
health and upon the successful passage of a bond issue, the District use every
means at its disposal to abate the health problems in the District.
Mr. MdMorrow, of the County Health Department, suggested a more aggressive
programing of Local Improvement Districts if a bond issue is successful.
Dr. Blum stated that he should receive a request in writing in order to
act on the finding of the necessity for the bond issue.
Mr. O'Connell, Consultant to the County on the engineering problems of
sewage disposal, presented maps and discussed the various service areas. Certain
areas lying beyond the present¡y considered service area he felt should be given
the opportunity to participate by contribution and provide facilities for them-
selves. These areas were shown as parts of Alamo, Tassajara and Collier on his
maps.
Mr. O'Connell suggested that, for presentation to the Board of Supervisors
for their consideration in concurring with the Health Officer's finding, a map be
prepared jointly by the District and himself, showing the area to be served and
the cost of the work under the proposed bond issue along with a statement of
policy. That those outside of the proposed service area be accepted and capacity
provided if they contribute to the cost prior to construction.
It was moved by Member Spiegl, seconded by Member Salfingere, that the
District Manager prepare maps in cooperation with ~~. O'Connell and a l8ter of
policy to be signed by the President of the Board requesting the Board of
Supervisors concur in the finding of the Health Officer. Carried by the following
