HomeMy WebLinkAboutBOARD MINUTES 08-20-70 '11-.., ..,'" t2~ MINUTES OF AN ADJOURNED REGULAR MEETING OF THE DISTRICT BOARD CENTRAL CONTRA COSTA SANITARY DISTRICT HELD AUGUST 20, 1970 The District Board of Central Contra Costa Sanitary District convened in an Adjourned Regular Session at its regular place of meeting located at 1250 Spring- brook Road, Walnut Creek, County of Contra Costa, State of California, on August 20, 1970, at 8:00 o'clock P.M. The meeting was called to order by President Gibbs. I. ROLL CALL PRESENT: Members: Boneysteele, Rustigian, Mitchell, Allan and Gibbs ABSENT: Members: None II. APPROVAL OF MINUTES It was moved by Member Boneysteele, seconded by Member Allan, that the Minutes of the meeting of August 6,1970, be approved after adding the following: Under "VII. NEW BUSINESS, CORRESPONDENCE RE LOCAL IMPROVEMENT DISTRICT NO. 52 ASSESSMENTS FROM ADRIEN E. SMITH AND REGINALD A. MONTGOMERY", following the first paragraph there shall be added: "Referred to staff for review." IV. HEARINGS None. V. BIDS None. VI. OLD BUSINESS BECHTEL CORPORATION REPORT Mr. Horstkotte, General Manager-Chief Engineer, reported a request has been received from the University of California for a microbiological and toxicological study which would tie in with the Bechtel Corporation pilot study on water renova- tion and which would be at no cost to the District. Dr. J. Winston Porter, of Bechtel Corporation, discussed the status of the pilot program. Mr. Clark Weddle, of Bechtel Corporation, presented a diagram of three schemes for producing renovated water and plans and specifications for tanks. He stated Bechtel will be ordering various pumps and electrical equipment which are non-bid items. He further stated the pilot program is corning along according to schedule and indications are it will be a real good program which will produce six different classes of renovated water and four different classes of boiler feed water which will require additional treatment. In reply to Member Allan's question, Mr. Weddle said they hope to have things ready by October 14, 1970, and to be in full operation by November 1,1970. 08 20 70 ~;:)(JAfter discussion, it was moved by Member Allan, seconded by Member Rustigian, that bids be called for various items pertaining to the Bechtel Corporation study. Member Rustigian asked that Bechtel Corporation send each Board Member a simplified diagram of the various schemes presented at this meeting. RESOLUTION NO. 2088, A RESOLUTION AUTHORIZING AUDREY J. NORDEMAN, ACCOUNTANT, TO VACATE HER POSITION FOR UP TO TWO YEARS AFTER AUGUST 31, 1970 After discussion, it was moved by Member Allan, seconded by Member Rustigian, that Resolution No. 2088 be adopted. Carried by the following vote: AYES: NOES: ABSENT: Members: Members: Members: Boneysteele, Rustigian, Mitchell, Allan and Gibbs None None RESOLUTION CORRECTING ASSESSMENTS, LOCAL IMPROVEMENT DISTRICT NO. 52 Continued to September 3, 1970. VII. NEW BUSINESS RECEIPT OF CITY OF MARTINEZ RESOLUTION RE LOCAL IMPROVEMENT DISTRICT NO. 50 It was moved by Member Allan, seconded by Member Rustigian, that receipt of City of Martinez Resolution No. 90 (1970 Series), "A Resolution Granting Consent of the City of Martinez to Undertake Proceedings to Acquire and Construct Sani- tary Sewers and to provide that the Cost Shall be Assessed on the District Bene- fited, Under Appropriate Special Assessment and Assessment Bond Proceedings, Local Improvement District No. 50", adopted July 15,1970, be acknowledged. Carried by the following vote: AYES: NOES: ABSENT: Members: Members: Members: Boneysteele, Rustigian, Mitchell, Allan and Gibbs None None ACCEPTANCE OF EASEMENTS It was moved by Member Mitchell, seconded by Member Rustigian, that ease- ments from V. H. Land, Inc., Job 1673, Parcel 2, Alvin T. Hirsch, Jr., Job 1441, Parcell, and James R. Woods, Job 1441, Parcel 2, be accepted and their recording ordered. KNOWLTON Mr. Horstkotte, General Manager-Chief Engineer, recommended that the staff be authorized to replace the ornamental shrub on Mr. Knowlton's property which was apparently damaged by a sewer contractor and endeavor to collect the cost from the contractor. It was moved by Member Rustigian, seconded by Member Mitchell, that the staff be authorized to replace the ornamental shrub on Mr. J. G. Knowlton's property, and endeavor to collect the cost from the sewer contractor who ap- parently caused the damage. Bids to be received September 10, 1970. . c "...,. ,"' .", i.J) ~~ CLAIM FOR DAMAGES, R. A. BILBREY President Gibbs reported he had personally investigated damage to shrubs and trees at the R. A. Bilbrey residence, and recommended negotiating with Mr. Bilbrey for settlement of his claim. It was moved by Member Mitchell, seconded by Member Allan, that the staff be authorized to negotiate with Mr. R. A. Bilbrey for settlement of his claim for damages. Carried by the following vote: AYES: NOES: ABSENT: Members: Members: Members: Boneysteele, Rustigian, Mitchell, Allan and Gibbs None None MATTERS FROM THE FLOOR GARDEN TRIMMINGS PICKUPS Mr. Horstkotte, General Manager-Chief Engineer, reported he had requested proposals re garden trimmings pickups from all of the collectors, and presented a letter received from Orinda/Moraga Disposal Service in response to his request, which was as follows: "ORINDA/MORAGA DISPOSAL SERVICE Box 659 Orinda, California Phone 254-2844 P. O. 94563 August 20,1970 "Central Contra Costa Sanitary District 1250 Springbrook Walnut Creek, Calif. "Dear Mr. Horstkotte: "This company is pleased to hear that the results of the Valley Disposal experi- ment were encouraging. "As for the cost information requested, one trimming collection each week made at the same time as the regular collection would result in an increase in volume by 1/3 to 1/2. Taking the lesser estimate of 1/3 we find that an .80ç increase in rate for one can on the curb is probable or a basic service rate of $3.25 per month, one can at home and one can on curb. For $3.90 per month we NOW empty this additional can at home location. "The use of Plastic bag equivalent to 1 garbage can to be placed on curb is re- commended. "An additional charge of at least .45ç per month per account would be required for the ALL purpose clean-up. This price is our Approximate cost only. "These figures are nothing more than a rough estimate. Time did not permit a detailed cost analysis. These figures do not consider anticipated cost of labor increases forth coming. "At this time we would like to state that in the opinion of this Company we are not sure that a change in the type of service we now offer is required. "We have approximately 7,000 accounts and we average 1,000 calls per month for extra haulings etc. This seems to indicate that our customers are capable of making their decisions as to when additional service is required. "In additional many of our local Improvement Associations take it upon them- selves to arrange for clean-up drives for their particular Area. "Large Clean-up drives for many Areas in Orinda would be extremely difficult to undertake because of geographical reasons. We have over 500 customers which are now serviced by a 1 man Mini-Packer. These customers are in acessable to large conventional equipment. "Perhaps at this time we should call for comprehensive survey to find out exactly what our customers want and are willing to pay for. Mr. Joe Navone was present, and discussed with Board Members costs involved in additional pickups and relative matters. Mr. Horstkotte presented a letter received from Lafayette Garbage Disposal Service, Inc. in response to his request, which was as follows: "LAFAYETTE GARBAGE DISPOSAL SERVICE, INC. P. O. Box 5266 Walnut Creek, California 94596 "Dear Mr. Horstkotte: "We regret that we have not responded sooner to your letter of 13 August in reference to the rate necessary to provide the extra services you are asking us to provide our customers. "We feel that a tentative minimum rate of $3.15 (70ç over the $2.45 we are now allowed to charge) should be established for once a week garbage collection on one can. We ask that we be allowed to seek an additional rate increase should we find that these extra services cost more than anticipated. "May we remind you also that all labor contracts with Local t13l5, Teamsters will be up for re-negotiation on January 1,1971 and that a sizeable wage in- crease plus additional fringe benefits will be sought by the Union which in all certainty will force all the Disposal companies to seek additional rate increases. "We respectfully suggest that the additional weekly trimmings collection to be provided be confined to 35-40 gallon plastic bags rather than to garbage cans. This will help keep costs down and in a community aesthetically-minded as Lafayette will help keep the community free of unsightly garbage cans on the city streets on trimmings collection day. "Further, we ask that the institution of these extra services be no earlier than November 1,1970 in order that we may adequately the route changes that will have to be made, for the procurement personnel and equipment. Repetto "LAR/r" Mr. Horstkotte reported he had a telephone call from Diablo Disposal who will provide the same service as Valley Disposal and can institute the service by October 1,1970. After discussion, it was moved by Member Mitchell, seconded by Member Boneysteele, that a Hearing be held regarding the proposal to extend garbage service to residents of Diablo Disposal Company service area, and that notices of increase be sent to individuals in Diablo. CITY OF MARTINEZ COUNCIL MEETING RE POLLUTION PROBLEMS Member Mitchell presented a transcript of a Martinez City Council meeting held July 16, 1970, which he attended. The purpose of the meeting was to conduct a public hearing with regard to pollution problems in the Carquinez Straits. Board Members requested that copies of the transcript be sent to them. THANK YOU President Gibbs presented a card of thanks from Claude and Fran McPhee. PUBLIC INFORMATION PROGRAM President Gibbs requested that the Public Information Program be placed on the Agenda for the September 17, 1970, meeting. VIII . REPORTS COMMITTEES PERSONNEL Job descriptions for Civil Engineer and Administrative Assistant were dis- cussed, and Mr. Horstkotte thanked Member Boneysteele for his assistance in the preparation of the Administrative Assistant description. The staff was directed to add the requirement for a valid California Motor Vehicle Operator's License to the Civil Engineer job description. Call for examinations for Civil Engineer and Administrative Assistant was authorized. GENERAL MANAGER-CHIEF ENGINEER PUBLIC INFORMATION PROGRAM Mr. Horstkotte, General Manager-Chief Engineer, discussed with Board Members various aspects of the proposed Public Information program. DYE STUDY OF OUTFALL DIFFUSERS Mr. Horstkotte reported the dye study of the Outfall diffusers was completed yesterday and the results would be received in about two weeks. COUNSEL FOR THE DISTRICT None. IX.
