MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE DISTRICT BOARD
CENTRAL CONTRA COSTA SANITARY DISTRICT
HELD APRIL 9, 1970
The District Board of Central Contra Costa Sanitary District convened in
an Adjourned Regular Session at its regular place of meeting located at 1250
Springbrook Road, Walnut Creek, County of Contra Costa, State of California,
on April 9,1970, at 8:00 o'clock P.M.
The meeting was called to order by President Gibbs.

APPROVAL OF MINUTES
It was moved by Member Mitchell, seconded by Member Allan, that the Minutes
of the April 2,1970, meeting be approved, subject to the following correction:
The Motion under "VI. OLD BUSINESS, ADVANCED TREATMENT FOR SEWAGE DIS-
POSAL", shall read as follows:
"It was moved by Member Mitchell, seconded by Member Boneysteele, that it
is the policy of this District to accelerate plans and programs for complete
advanced treatment of all waste to insure maximum environmental improvement
in the area; accordingly, the District staff is directed to present to the
District Board, at the earliest possible date, an engineering and construction
schedule and financial plans to accomplish this result. Carried by the fol-
lowing vote:"

OLD BUSINESS
BECHTEL CORPORATION SOLID WASTE DISPOSAL STUDY
President Gibbs read a letter over his signature, dated April 6,1970,
to Mr. R. P. Godwin, Corporate Planning and Development Division, Bechtel
Corporation, relative to the solid waste study.
Mr. Horstkotte, General Manager-Chief Engineer, introduced the following
representatives from Bechtel Corporation: Mr. Terrel, Dr. Porter, Mr. Godwin,
Mr. Sawyer and Mr. Furlong.
Mr. Godwin stated that Bechtel Corporation probably made an error in re-
porting such a study orally.
He stated Bechtel was not requested to make a technical report at the
end of the Phase IIA study, only to review briefly what was done.

Members stated the nature of the oral report was vague and could not
find anything that would warrant going further and spending millions of
dollars.
Mr. Sawyer stated he would review what Bechtel started out to do and
explain in depth what was done.

Mr. Bohn, Counsel for the District, requested a review of what was ex-
pected in the study.
Mr. Horstkotte, General Manager-Chief Engineer, reviewed what was to be
done and expected in Phases IIA and lIB.
Mr. Sawyer explained the work done under the headings of the above papers
and charts presented, along with estimated cost figures.
He stated a small package treatment plant might be necessary at the land
fill site to prevent pollution of nearby waters.
After the presentation, Bechtel people were questioned by the Board
Members.
Member Boneysteele:
did scope of work make use of District data?
Mr. Terrel: they were disappointed in the amount of information avail-
able from refuse collectors, number of accounts, etc.
Member Boneysteele:
contact other agencies?
Mr. Terrel:
no.
Mr. Terrel stated some information was received from Mr. George Gordon,
Attorney for Acme Fill.
Member Mitchell:
was truck count made at the Acme Fill site?
Mr. Terrel: time ran out in trying to obtain information from Acme Fill,
and monitoring disposal at Acme Fill site was not made.
Member Boneysteele: population figures and per capita estimate in
central County collection area?
Mr. Terrell: presented map showing central Contra Costa collection
area, generally coincident with boundaries of ultimate service area.

Member Boneysteele: to date no estimate of volume disposed at Acme
Fill, only opinion; need effort to get input at the dump.

Mr. Bohn: need to determine relationship between Acme Fill and the
District relative to jurisdiction over dumping. Need to get other juris-
dictions involved to avoid duplication of costs and controlling all solid
waste disposal in central Contra Costa area.
Member Mitchell:
capital costs?
Mr. Terrell:
did not plan financial feasibility at this time.
Member Mitchell: billing did not indicate details of cost, man
hours and type of work done in Phase IIA.
Member Mitchell: suggested re-evaluation of population estimate and
actual monitoring of volume at the dump.
Mr. Terrell:
need the cooperation of the collectors.
Mr. Bohn: more should be done to make the report useable.

After discussion, the staff was directed to invoke Section 14 of the
Contract with the garbage collectors: "Section 14 - Duty of Contractor to
Maintain Records: Right of District to Examine Contractors' Records";
To monitor dumping at the Acme Fill site for two weeks;
To re-evaluate estimated population figures for central Contra Costa
County solid waste disposal area;
and
To work'with Acme Fill to develop necessary information for study;
To pass information on to Bechtel Corporation.

NEW BUSINESS
MATTERS FROM THE FLOOR
OAKLAND TRIBUNE ARTICLE
Member Mitchell called attention to the article in the Oakland Tribune
relative to the Central Contra Costa Sanitary District being on the agenda
of the Bay Area Water Pollution Control Board.
Mr. Horstkotte, General Manager-Chief Engineer, stated he had been in
contact with officials regarding the article.
Member Mitchell reviewed some points of his discussion with Mr. Jerome
Gilbert, Executive Officer of the State Water Resources Control Board in
Sacramento, on a recent trip relative to Bay Area and District pollution
problems.

MEETINGS OF CALIFORNIA WATER POLLUTION CONTROL ASSOCIATION AND
CALIFORNIA SANITARY AND SANITATION DISTRICTS ASSOCIATION
Mr. Horstkotte, General Manager-Chief Engineer, requested $130.00 each,
plus transportation, for himself, Mr. Dalton, Mr. Hinkson, Mr. Best, Mr. Niles
and Mr. Mott and $10.00 each, plus transportation, for 8 maintenance men and
8 operators, a total of $780.00 and $l60.00 respectively, to attend a meeting
of the California Water Pollution Control Association in Sacramento April 28
to May 1,1970.
Mr. Horstkotte requested $10.00 each, plus transportation, for himself,
Member Mitchell, Member Boneysteele and Mr. Bohn, Counsel for the District, to

attend the Executive Committee meeting of the California Sanitary and Sanita-
tion Districts Association April 18,1970, in Sacramento.
It was moved by Member Boneysteele, seconded by Member Mitchell, that the
above expenses requested by Mr. Horstkotte be authorized. Carried by the fol-
lowing vote:

EXTRA REFUSE PICKUP
Mr. Horstkotte read a letter from Valley Disposal Service, dated
March 30,1970, setting forth a plan for pickup of garden trimmings.
After discussion, it was moved by Member Mitchell, seconded by
Member Boneysteele, that a public hearing be held on May 14,1970, to
discuss a plan for garden trimmings pickup, as suggested by Valley Dis-
posal Service for their area. Carried by the following vote:
