MINUTES OF A REGULAR MEETING
OF THE DISTRICT BOARD
CENTRAL CONTRA COSTA SANITARY DISTRICT
HELD JANUARY 8,1970
The District Board of Central Contra Costa Sanitary District convened in
a Regular Session at: its regular place of meeting located at 1250 Springbrook
Road, Walnut Creek, County of Contra Costa, State of California, on January 8,
1970, at 8:00 o'clock P.M.
The meeting was called to order by President Gibbs.

APPROVAL OF MINUTES
Member Allan suggested that all easements for acceptance have identifica-
t~on as to location along with the name of the owner.
After discussion, it was moved by Member Mitchell, seconded by Member
Allan, that the easements accepted for recording be identified in the Minutes
by location along with the name of the owner. Carried by the following vote:

It was moved by Member Mitchell, seconded by Member Allan, that the motion
under "VIII. REPORTS, GENERAL MANAGER-CHIEF ENGINEER, SALE OF TREATHENT PLANT
PROPERTY" be changed to read as follows:
"After discussion, it was moved by Member Mitchell, seconded by Member
Rustigian, that the District staff be authorized to negotiate with Contra
Costa County for the sale to the County of 20 acres of Treatment Plant property."

APPROVAL OF EXPENDITURES
It was moved by Hember Hitchell, seconded by Member Boneysteele, that the
expenditures, as reviewed by the Expenditure Committee and as submitted by the
General Manager-Chief Engineer, be approved, reference being specifically made
to Sewer Construction Vouchers Numbers 734 to 755, inclusive, Running Expense
Vouchers Numbers 10511 to 10642, inclusive, Payroll Vouchers Numbers 3858 to
3952, inclusive, and LID 50 Construction Fund Vouchers Numbers 47 to 52,
inclusive. Carried by the following vote:

DISCUSSION WITH SENATOR JOHN A. NEJEDLY RE "WATER TREATMENT USING GAMMA
RADIATION"
Continued to a future meeting.
BECHTEL BRIEFING ON PHASES III, IV AND V OF THE WASTE WATER STUDY
Hr. Horstkotte, General Manager-Chief Engineer, stated the staff has
had meetings with Contra Costa County Water District and Bechtel Corporation
relative to what was to be accomplished in Phases III, IV and V of the
Waste Water Study.
He stated proposals for III, IV and V would be presented at the Board
Meeting on January 15,1970, along with estimated cost.
He stated the CCCWD Board Members would be in attendance at the meeting
for a joint discussion of the proposals.
Mr. Horstkotte suggested a meeting on January 22, 1970, to take action
on the proposals after the Members of the District Board have had a chance
to review the program to be presented.
Dr. Porter, of Bechtel Corporation, presented charts indicating a two-
year analytical program for the study of Phases III through V which included
sampling and analyses, pilot and implementation studies.
Dr. Porter stated they have had preliminary discussions with industry
relative to their cooperation as to their requirements as to water quality
and quantity requirements.
Dr. Porter presented a chart indicating equipment list and removal
processes, which he explained.
Mr. Horstkotte stated that it was only a matter of time until the District
will be required to employ some form of advanced treatment.
Dr. Porter stated they needed a time schedule from the Districts for
getting into a reclaimed water process.
He stated they were working on a tentative schedule for 1974, but this
would be too ambitious a program if the Districts would want the program
extended to 1979 or 80.
Mr. Horstkotte stated that the studies should proceed to a process for
water reclamation, since pollution requirements will require much the same
data and analyses.
CLAIM OF MRS. ROBERT KERN, PLUMBING BILL $55.50
Mr. Horstkotte, General Manager-Chief Engineer, presented plumbing bills
from Mrs. Robert Kern in the sum of $55.50 for sewer stoppage, and stated it
was the staff recommendation to pay.
It was moved by Member Mitchell, seconded by Member Allan, that the
plumbing bills in the amount of $55.50 from Mrs. Robert Kern be paid after
receipt of signed Release in Full Settlement and Compromise. Carried by
the following vote:

QUIT CLAIM DEEDS
Mr. Horstkotte, General Manager-Chief Engineer, stated the Quit Claim
Deeds were the result of relocating the sewer at Charles Hill Road, Orinda.
It was moved by Member Boneysteele, seconded by Member Allan, that the
President and Secretary be authorized to execute the Quit Claim Deeds to:

BUCHANAN FIELD SEWERS SEWER CONSTRUCTION AUTHORIZATION $3,000.00
After an explanation from Mr. Horstkotte, General Manager-Chief Engineer,
it was moved by Member Boneysteele, seconded by Member Mitchell, that $3,000.00
be authorized from Sewer Construction Funds for Buchanan Field Sewers. Carried
by the following vote:

CROSSING AGREEMENT WITH SOUTHERN PACIFIC TRANSPORTATION COMPANY, JOB 1859,
NEAR YGNACIO VALLEY ROAD, WALNUT CREEK
It was moved by Member Allan, seconded by Member Rustigian, that the
President and Secretary be authorized to execute the Crossing Agreement with
Southern Pacific Transportation Company to install sewers for Job 1859 near
Ygnacio Valley Road, Walnut Creek. Carried by the following vote:

CLAIM FOR DAMAGES, 11RS. D. J. DESPER, $198.50
Mr. Horstkotte, General Hanager-Chief Engineer, stated the claim was the
result of sewer backup and overflow, and it was the staff recommendation to pay.
It was moved by Member Boneysteele, seconded by Member Mitchell, that the
claim of Mrs. D. J. Desper in the sum of $198.50 be paid after receipt of
signed Release in Full Settlement and Compromise. Carried by the following

REFUSE COLLECTION

Member Boneysteele pointed out the incorrect rates for collection of
refuse published in the Sun papers.
Mr. Carniato, representing Mr. Bohn, Counsel for the District, made a
report on refuse pickup by other than the franchised collectors.
Member Mitchell stated that other bodies in the area need solutions to
disposal problems and should be contacted for their cooperation.

Mr. Horstkotte, General Manager-Chief Engineer, stated that other
agencies have been contacted to obtain information for Bechtel. He reported
that to date the Concord Disposal Service has failed to cooperate.

REPORTS

GENERAL MANAGER-CHIEF ENGINEER
LOCAL IMPROVEMENT Dr,STRICT NO. 50 INSTALLATION
Mr. Horstkotte, General Manager-Chief Engineer, reported on a cave-in
problem in Escobar Street, Martinez, while installing pipe for Local Improve-
ment District No. 50. The closure of the street will be necessary and has
been approved by the City.
TRAINING PROGRAM FOR PLANT OPERATORS
Mr. Horstkotte explained a training program and course of Clemson
University sponsored by the CWPCA for Plant Operators which he has recommended
they take. District cost for each individual will be $15.00.
COUNSEL FOR THE DISTRICT
STATE LEGISLATION RELATIVE TO POLLUTION CONTROL
Mr. Carniato, representing Mr. Bohn, Counsel for the District, reported
on State legislation relative to pollution control.

At 10:15 o'clock P.M., the meeting was adjourned by President Gibbs to
January 15, 1970.
