MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE DISTRICT BOARD
CENTRAL CONTRA COSTA SANITARY DISTRICT
HELD JUNE 9, 1971
The District Board of Central Contra Costa Sanitary District convened
in an Adjourned Regular Session at its regular place of meeting located at
1250 Springbrook Road, Walnut Creek, County of Contra Costa, State of Cali-
fornia, on June 9, 1971, at 7:00 o'clock P.M.
The meeting was called to order by President Gibbs.

REPORT ON INTERIM BASIN PLAN AS MODIFIED BY THE CALIFORNIA STATE WATER RESOURCES
CONTROL BOARD
Staff presented to Board Members copies of excerpts from the California
State Water Resources Control Board's Municipal Project List which covered the
period of 1970-71 through 1975-76.
Mr. Horstkotte, General Manager-Chief Engineer, explained that the revised
Project List substantially increases the amounts of the eligibility for grant
participation over the original proposed by the Control Board.
After discussion and upon the recommendation of Member Boneysteele, Board
Members commended Mr. Horstkotte, General Manager-Chief Engineer and staff,
for their efforts in obtaining the increased grant participation.
REPORT ON FEDERAL GRANT FOR CLYDE SEWERS FROM HUD AND AUTHORIZATION TO PROCEED
WITH LOCAL IMPROVEMENT DISTRICT NO. 51 (CLYDE)
Mr. Horstkotte, General Manager-Chief Engineer, reported receipt of approval
from the Department of Housing and Urban Development of a Federal grant in the
amount of $52,500.00 for sewering the Clyde area.
After discussion, it was moved by Member Allan, seconded by Member Boneysteele
that the staff proceed to prepare plans and specifications for Local Improvement
District No. 51 (Clyde). Carried by the following vote:

AUTHORIZATION FOR MANAGEMENT TO NEGOTIATE WITH THE CITY OF CONCORD AND MT. VIEW
SANITARY DISTRICT FOR NECESSARY CONNECTING FACILITIES AND TREATMENT OF SEWAGE
After an explanation from Mr. Horstkotte, General Manager-Chief Engineer,
and discussion, it was moved by Member Boneysteele, seconded by Member Allan,
that management be authorized to negotiate with the staff of the City of Concord
and Mt. View Sanitary District for treatment of sewage on a raw sewage basis and
for the necessary connecting facilities. Carried by the following vote:

GENERAL MANAGER-CHIEF ENGINEER
MORAGA WAY EMERGENCY SEWER REPAIR
Mr. Horstkotte, General Manager-Chief Engineer, reported that damage to
the IS-inch sewer in Moraga Way was substantially more extensive than antici-
pated, and informed the Board that the authorization to make repairs on an
emergency basis previously granted by Resolution 3046 would therefore, of
necessity, be more extensive than previously reported.
Mr. Horstkotte pointed out that the damaged area is tributary to two
water supplies and is in a heavily travelled road and that the work must be
done immediately.

CONTINUATION OF MEETING
At 7:52 o'clock P.M., President Gibbs continued the meeting to the
offices of the Contra Costa County Water District, Concord, California.
JOINT MEETING OF
CENTRAL CONTRA COSTA SANITARY DISTRICT
AND CONTRA COSTA COUNTY wATER DISTRICT
President Craig Randall, of the Contra Costa County Water District, opened
the joint meeting at 8:20 o'clock P.M., and presented the agenda for the meeting.
President Randall turned the meeting over to Mr. John DeVito, General Manager.
Mr. DeVito and Mr. Horstkotte, General Manager-Chief Engineer of Central
Contra Costa Sanitary District, explained to the audience the background and
purpose of the joint water renovation study conducted by the two Districts, and
asked representatives of Bechtel Corporation for their report on the progress
at the pilot plant.
Dr. J. Winston Porter and Dr. Clark Weddle, of Bechtel Corporation presented
slides and explained the pilot plant program.
Mr. Larry Esvelt and Professor Robert Cooper, of the University of Cali-
fornia, reported on a toxicity study and a virus removal study they are con-
ducting at the pilot plant facilities.
A question and answer period followed.
President Randall thanked those who made presentations and the audience for
attending the meeting.
Presidents Randall and Gibbs jointly closed the meeting of the Central
Contra Costa Sanitary District and Contra Costa County Water District.

ADJOURNMENT
At 10:05 o'clock P.M., President Gibbs adjourned the meeting of the
Central Contra Costa Sanitary District to June 17, 1971.
