IV. HEARINGS
RATE INCREASE, LAFAYETTE GARBAGE DISPOSAL SERVICE. INC.
Mr. Horstkotte, General Manager-Chief Engineer, stated notice of the
Hearing had been adequately advertised.
President Gibbs opened the Hearing and asked for any protests.
There being none, President Gibbs asked Mr. Ernest Marriner, City
Manager of Lafayette, who was in the audience, if he wished to address
the Board. Mr. Marriner declined and President Gibbs closed the Hearing.
President Gibbs asked Member Boneysteele to comment on the requested
rate increase.
Member Boneysteele explained that over a period of years the District
had attempted to establish a fair basis on which to determine whether garbage
collection rates should be adjusted, and to that end an accountant had set
up an accounting system to be used by all the collectors.
He stated that Mr. Davis, Administrative Assistant, had conferred with
various people familiar with garbage rates, particularly the rate engineer
for the City of San Francisco, and had made a very thorough analysis of
rates, costs and revenue of the Lafayette Garbage Disposal Service, Inc.,
on which analysis the Board's decision will be based.
Mr. Horstkotte, General Manager-Chief Engineer, pointed out that the
rates resulting from the staff analysis were within fractions of the rates
requested by Lafayette Garbage Disposal Service, Inc.
