HomeMy WebLinkAboutBOARD MINUTES 09-30-76 896 MINUTES OF AN ADJOURNED REGULAR BOARD MEETING OF THE DISTRICT BOARD CENTRAL CONTRA COSTA SANITARY DISTRICT TO BE A HEARING ON Draft Environmental Impact Report & Statement Central Contra Costa County Wastewater Management Program Stage 5B Enlargements: Water Pollution Control & Resource Recovery Facilities September 30, 1976 The District Board of the Central Contra Costa Sanitary District convened in an adjourned regular session at the Martinez Junior High School Auditorium, Court and Warren Streets, Martinez, County of Contra Costa, State of California, on September 30, 1976 at 7:30 P.M. President Boneysteele called the meeting to order and requested the Secretary of the District to call roll. 1. ROLL CALL PRESENT: Members: Gibbs, Mitchell, Rustigian and Boneysteele ABSENT: Member: Allan (excused) Member Rustigian arrived at 7:35 P.M. President Boneysteele indicated that Member Allan should be shown as excused. II. OPENING REMARKS AND INTRODUCTIONS BY PRESIDENT OF THE BOARD President Boneysteele introduced himself and stated that this ~s an adjourned regular meeting of the Board of Directors of the District, and introduced the various officials on the platform. He then turned the meeting over to Mr. Matthew Walker, Hearing Officer for EPA. III. PUBLIC HEARING ON ENVIRONMENTAL IMPACT REPORT AND STATEMENT FOR STAGE 5B ENLARGEMENT - WATER POLLUTION CONTROL AND RESOURCE RECOVERY FACILITIES Hr. Matthew Walker, Hearing Officer of EPA, and Mr. Martin Bragen, Project Evaluator, Construction Grants, Branch of the EPA, Region IX, made opening remarks regarding the Environmental Protection Agency and the subject Environmental Impact Report and Statement. Mr. Bragen called upon Mr. Horstkotte, General Manager-Chief Enigneer, to describe the purpose of the proposed project and how it will work. Mr. Horstkotte explained the proposed project. Mr. Walker then opened the hearing to comments from the audience on a preannounced protocol., The persons who were called upon and spoke were as follows: The Hon. John Nejedly, State Senator, State of California, County of Contra Costa. The Hon. Dan Boatwright, State Assemblyman, State of California, County of Contra Costa. Mrs. Billie Bowles, Alarm, Aware, California Coordinating Council, Regional Citizens Forum, Walnut Creek, California. Hr. Geno Banducci, 30 Descanso Drive, Orinda. IV. HEARING CLOSED t1r. Walker and Mr. Brage~ made closing remarks concerning the hearing (HE13l), indicating that additional comments would be accepted through November 9, 1976 and that it would be at least four months after that date before the EPA staff recommendation would be prepared. Mr. Walker closed the hearing subject to acceptance of additional written comments and turned the meeting back to President Boneysteele. V. ADJOURNMENT President Boneysteele, on behalf of the Board and staff of the Central Contra Costa Sanitary District, thanked Mr. Walker, Mr. Gragen, and all of those who attended, especially::those who testified, for giving their time and counsel this eving.
