MINUTES OF A SPECIAL MEETING
OF THE BOARD OF DIRECTORS
CENTRAL CONTRA COSTA SANITARY DISTRICT
HELD JULY 10,1975
The District Board of Central Contra Costa Sanitary District convened
in a Special Session at its regular place of meeting located at 1250 Springbrook
Road, Walnut Creek, County of Contra Costa, State of California, on July 10,
1975, at 8:05 P.M.
Meeting was called to order by President Boneysteele.

President Boneysteele said the purpose of this meeting is to hear a
report from Mr. Horstkotte, Jr., General Manager-Chief Engineer, regarding
Energy Recovery Conversion Plant. President Boneysteele then recessed the
meeting at 8:07 P.M. at the request of the General Manager-Chief Engineer
for clerical reasons.
Mr. Horstkotte stated he called President Boneysteele regarding a
letter he received July 7,1975, from the Reserve Recovery Division of
Environmental Protection Agency, which indicated that our application
for an Energy Recovery Implementation Grant was found to have merit but
could not be funded. He further stated that he had suggested a special
meeting and President Boneysteele had concurred. Mr. Horstkotte pointed
out that the letter indicates there were 102 applicants for the '74-'75
grant money, which made our chances of getting a grant very slim. He
further stated that he had instructed staff member, Mr. James Coe, to
contact the people we know at Environmental Protection Agency in regard
to the grant situation and asked Mr. Coe to report.
Mr. Coe stated that he called Mr. John Burckle with Solid and Hazardous
Waste Research Laboratory of Environmental Protection Agency, which is a
research and development organization. Mr. Coe said Mr. Burckle expressed
an interest in our program and as far as he knew we are the only agency
experimenting with pyrolysis in a multiple hearth furnace and that there
should be grant money available for this purpose. Our application was
filed with Resource Recovery Division and Mr. Burckle said we should have
applied to a different division for a grant of this purpose.
Mr. Horstkotte then gave some background information on the program
and after a lengthy discussion with the Board, he recommended that they
defer action on the feasibility study, but that they should go forward
with this energy recovery project with or without a grant.
After several additional comments by the Board, Mr. Horstkotte asked if
Board wished to proceed on his recommendation.
It was moved by Member Gibbs, seconded by Member Allan, that the General
Manager-Chief Engineer's recommendation that we defer action on the feasibility
study in regard to the energy resource recovery project be held over until
July 31,1975. Motion carried by the following vote:

The Board then asked staff several questions and made some comments
about the requested grant and the proposed project.
A discussion followed regarding the plant tour scheduled for Saturday,
July 12. President Boneysteele will be the only member planning to attend.
President Boneysteele and Member Rustigian stated that they would be
attending a computer demonstration being held in Sacramento on July 19,
1975, at 10:30 A.M. and would be leaving from the District Office at
9:00 A.M.
Discussion followed in reference to a bulletin printed on the back of
a CASA publication regarding elective officers filing statements for per
diems received from January 7,1975, through June 30, 1975. Mr. Horstkotte
indicated that he would have this clarified for the Board.
President Boneysteele presented Mr. Horstkotte with a letter from the
State of California, State Public Utilities Commission - San Francisco,
regarding salary adjustments.
The meeting was adjourned by President Boneysteele at 8:51 P.M.
