MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE DISTRICT BOARD
CENTRAL CONTRA COSTA SANITARY DISTRICT
HELD FEBRUARY 27, 1975
The District Board of Central Contra Costa Sanitary District convened
in an Adjourned Regular Session at its regular place of meeting located
at 1250 Springbrook Road, Walnut Creek, County of Contra Costa, State of
California, on February 27, 1975, at 7:30 o'clock P.M.
The meeting was called to order by President Boneysteele.

At the request of staff, the Minutes of the Meeting of February 20,
1975, were continued.

JOINT MEETING WITH OFFICIALS OF CITY OF WALNUT CREEK
President Boneysteele, on behalf of the Board Members, welcomed the
following officials of the City of Walnut Creek:
Mayor S. M. Skaggs
Councilman R. I. Schroder
City Manager T. G. Dunne
Vice Mayor M. W. Kovar
Councilman J. L. Hazard
City Attorney D. L. Curtin
After formal introductions of persons present, Mr. Bohn, Counsel
for the District, reviewed previous discussions held between officials
of the City of Walnut Creek and representatives of the District concerning
District policy related to cooperation with municipalities.
At the invitation of President Boneysteele, Mayor Skaggs outlined
specific areas where the District could coordinate its activities
with the appropriate planning agency of the City, subject to limitations
imposed by law and the rules and regulations of the District.
Discussion followed wherein Board Members, District staff, Counsel
for the District and representatives of the City of Walnut Creek exchanged

comments on matters pertaining to: impact on the City "spheres of
influence" as defined by the Local Agency Formation Commission; inter-
facement of annexation procedures with particular reference to new subdivisions
and individual parcels; and administrative procedures to coordinate planning
as related to population density and sewer service.
At 9:07 o'clock P.M., President Boneysteele recessed the adjourned
regular meeting.
At 9:17 o'clock P.M., President Boneysteele reconvened the adjourned
regular meeting.
Board Members, District staff, Counsel for the District, and representa-
tives of the City, then reviewed and discussed a resolution of District
policy as prepared by Mr. Curtin, City Attorney. After discussion and ex-
change of comments, the proposed resolution on District policy for cooperation
and coordination of activities with the City of Walnut Creek was amended and
will be presented for consideration by the Board of Directors at a future
meeting.
After Mayor Skaggs noted that a conference on "Water and Sewer Extension
Policies" was scheduled for May 19-20,1975 in San Francisco, discussion
followed wherein Vice Mayor Kovar, a member of the County Solid Waste
Management Board, encouraged the Board of Directors to provide District input
to the County's plan for solid waste management.
At 9:43 o'clock P.M., President Boneysteele, on behalf of the Board,
expressed his appreciation to the representatives of the City of Walnut
Creek for their participation in the joint meeting.
