HomeMy WebLinkAboutBOARD MINUTES 10-11-88 172 MINUTES OF THE ADJ OURNED REGULAR BOARD MEETING OF THE DISTRICT BOARD OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT HELD ON OCTÅ“ER ll, 1988 The District Board of the Central Contra Costa Sanitary District convened in an adjourned regular meeting at its regular place of meeting, 5019 Imhoff PI ace, Martinez, County of Contra Costa, State of California, at 3:00 p.m. on October 11,1988. PUBLIC COMMENTS None III. TREATMENT PLANT AND COLLECTION SYSTEM 1. BOARD WORKSHOP ON PUMPING STATION AND COLLECTION SYSTEM ACTIV ITIES Mr. Roger J. Dolan, General Manager-Chief Engineer, welcomed the Board to the workshop on pumping station and collection system activities. Mr. Charles W. Batts, Plant Operations Department Manager, distributed a packet of information including a map showing the locations of the District's nineteen pumping stations. Mr. Batts showed sïides and explained the function and operation of the pumping stations. Mr. Batts introduced Mr. Clarence Covey, Pumping Station Superintendent, who supervises the enti re operation. Mr. Batts indicated that the pumping station operators are very important to the treatment process and briefly highlighted their key responsibilities. ' Mr. John A. Larson, Collection System Operations Department Manager, distributed information and reviewed the organization and responsibilities of the Collection System Operations Department. Mr. Larson indicated that the District's collection system is comprised of 1,200 miles of sewers and approximately 25,000 structures representing an investment of $98 million. The replacement value of the system is at least $400 million. In response to a question from the Board at a previous meeting, Mr. Larson briefly outlined the Cal ifornia Water Pollution Control Association (OWPCA) Voluntary Certification Program for collection system personnel. Grades 1 through 4 can be achieved by successfully completing the testing and experience r~ui rements. At Centr,al San, certif ication is required for advancement. There is an in-house training program to assist employees. We are very proud to say that the District has an 80 percent pass rate. Prior to adjourning for the equipment demonstration by CSO and the tour of the Martinez pumping station, Mr. Dolan requested that the Board proceed to Item V., Announcements. The Board voiced no objection. V. ANNOJ NCEMENTS Mr. Dolan, General Manager-Chief Engineer, announced that the Contra Costa Water District Board of Directors will consider the joint meeting with our Board and will make a decision as to the date at their meeting tomorrow, October 12, 1988. Staff will advise the Board of the time and date. Mr. Dolan announced that at the last Board meeting he advised the Board that the Acm'e interim transfer station was under construction. That report was made on the basis of information provided by Messrs. Tom .' '10.' "II 88 ",:, ';. if'.: "",~ ': / :~ ',' ," 173 Reilly and Jim Pezzagl ia, representatives of Acme Fill Corporation. Because of doubt expressed by members of the audience after that Board meeting, Engineering Department staff was asked to visit the Acme interim transfer station site to determine if construction had begun. They found no evidence of construction activity on the site. Mr. Dolan indicated that he would keep the Board apprised of the status of this matter. Mr. Dolan announced that he will be making a presentation on the Water Reclamation Project on Thursday, October 13, 1988, at a symposium hosted by the Association of Water Reclamation Agencies and the Department of Water Resources. Foï lowing the announcement, President Rainey returned to the order of the agenda. Member Dalton had indicated previously that he had a prior appointment and would be unable to attend the demonstration and tour and had requested to be excused. III. TREATMENT PLANT AND COLLECTION SYSTEM At 3:50 p.m., President Rainey adjourned the workshop for an equipment demonstration by CSO and a tour of the Martinez pumping stati on. 1. EQUIPMENT DEMONSTRATION BY CSO The Board travel ed to a constructi on site on Brown Street in Martinei where Mr. Larson, Collection System Operations Department Manager, described work being done in connection with the installation of a rodding inlet by Danny Lopez, Bob Hodges, Chris Keith, Don Turk, and Anne McLaurin. The Board then watched Rick Powell and Bill Gay use the vaporooter/hydroflush unit to apply root retarding herbicide. Tim Rooney, Don Balestrieri, Dick Austin, and Paul Louis demonstrated the use of the lV equipment. Dan Marchetti and Bob Colon used a pipe locating device to identify the location and depth of a pipe. Claude Odom showed the Board the water truck purchased last spring for transporting recl aimed water to support collection system maintenance activities. 2. TOOR OF MARTINEZ PUMPING STATION Mr. Batts, Pl ant Operations Department Manager, introduced Messrs. Clarence Covey, Pumping Stations Superintendent, and Ralph Zeiger, Pumping Stations Supervisor, who conducted a tour of the Martinez pumping station highlighting the caustic soda odor and control system. The Board commended the Collection System Operations Department and Plant Operations Department staff on the interesting and informative workshop, equipment demonstration, an~ tour. The Board returned ~o the Board Room at the hour of 5:28 p.m. IV. EMERGENCY SITUATIONS REQUIRING BOARD ACTION None V. ANNaJ NCEMENTS This item was taken out of order earlier in the agenda. VI.
