MINUTES OF THE ADJOURNED REGULAR BOARD MEETING
OF THE DISTRICT BOARD OF THE CENTRAL CONTRA
COSTA SANITARY DISTRICT HELD ON JULY 26, 1990
The District Board of the Central Contra Costa sanitary
District convened in an adjourned regular session at the Velvet
Turtle, 100 Chilpancingo Parkway, Pleasant Hill, County of Contra
Costa, state of California, at 6:30 p.m. for a joint meeting of
Sewer and Water Agencies of Contra Costa County.
The Secretary of the District noted the attendance of the
following Board Members.

unable to attend this meeting and had requested that he be excused.
1.
INTRODUCTIONS
Chairperson Rainey welcomed everyone to the meeting of the
Sewer and Water Agencies of Contra Costa County. The
representatives from each agency and members of the public
attending the meeting introduced themselves.
2.
APPROVAL OF MINUTES OF APRIL 26. 1990
There being no corrections or additions, the minutes of April
26, 1990, were approved as mailed.
3.
WATER QUALITY AWARENESS WEEK
Mr. Paul Morsen, of Central Contra Costa Sanitary District,
reported that each year water and sewer agencies in the State of
Michigan stage events for Water Quality Awareness Week. Events
include publicity and press releases, tours and open houses, and
educational programs in the local schools. They have been well
received. Mr. Morsen asked if the Sewer and Water Agencies would
be interested in such a program in Contra Costa County.
In the discussion that followed many timely and important
water quality issues were suggested as issues to be addressed as
part of this program. It was suggested that water purveyors be
involved in the planning to avoid duplication of existing programs
they may have.
Chairperson Rainey asked for a show of hands of interest in a
Water Quality Awareness Week in Contra Costa County and received
endorsement of the concept. Chairperson Rainey stated that a
committee would be formed to plan the program and to bring
suggestions back for consideration at the October 25, 1990 Sewer
and Water Agencies meeting. chairperson Rainey asked that anyone
interested in serving on the committee let her know during the
evening.
4.
COUNTY DRAFT ORDINANCE ON WATER RECLAMATION
Ms. Roberta Goulart, of Contra Costa County Community
Development Department, distributed copies of the preliminary draft
of the Contra Costa County Ordinance Defining Requirements for Non-
Potable Water Use. Ms. Goulart stated that the County is working
with the districts to support their efforts in water reclamation
projects. The Board of Supervisors recently adopted a policy that
the potential for water reclamation should be evaluated in all new
developments. This matter was referred to water and sanitary
districts in June 1990, for drafting of an ordinance. The intent
of the ordinance is to have the potential for water reclamation
evaluated prior to the issuance of land use permits for any
development. The preliminary draft ordinance will go before the
Board of Supervisors Water Committee on September 17, 1990, and

then will be sent to all agencies and other interested parties for
comments.
Mr. Michael Wallis, of East Bay Municipal utility District,
stated that the ordinance deals primarily with front yard and
common area watering.
Discussion followed concerning inclusion of language relating
to establishment of wetlands and marshlands, costs and evaluation
criteria for individual developments, and changing the word
"reclaimed" to "recycled" each place it appears. Comments will be
forwarded to the Board of Supervisors Water Committee. In
addition, agencies will have an opportunity for more detailed
analysis during the comment period.
Mr. Ken Caldwell, of Dublin San. Ramon Services District,
reported that the Association of Water Reclamation Agencies (AWRA)
is merging with the California Association of Reclamation Entities
of Water (CAREW). The newly formed association will be embarking
on an extensive public education program both at the regional and
statewide level. In addition, the association will continue
lobbying efforts to ensure that funds and legislative support are
available for water recycling projects.
5.
REPORT ON HAZARDOUS WASTE MINIMIZATION TASK FORCE
There was no report from the Hazardous Waste Minimization Task
Force.
6.
SOLID WASTE JPA UPDATE
Chairperson Rainey reported that after two years of working on
the draft JPA, the cities and agencies have accepted the JPA
concept. There were some problems in bringing the county to the
table. Hòwever the Environmental Affairs Committee of the Board of
Supervisors has now considered the concept and expressed some
interest in reviewing the document. The Solid Waste JPA Committee
plans to go forward with the JPA in the fall of 1990, with the JPA
being functional in early 1991. The County has indicated they need
60 days for review. It is expected that the document will go to
the Councils and Boards in October 1990.
Mr. Paul Hughey, of Contra Costa Water District, asked if the
JPA would go forward if the County does not participate.
Chairperson Rainey stated that AB 939 places most of the
responsibility for solid waste with the cities. It is hoped that
the County will participate but the JPA could go forward in any
case. The County would retain land use responsibilities.
7.
DIRECTORY
Chairperson Rainey stated that because of the election in
November 1990, it is planned that the directory of sewer and water
agencies will come out in January 1991. Chairperson Rainey
discussed the name for the organization and the logo developed for
. use in the directory and on other documents. The group agreed that
the name for the organization should be Sewer and Water Agencies of
Contra Costa County.
8.
OTHER ITEMS
Use of low flow, high velocity toilets was discussed.
Mr. Robert Baker, of Central Contra Costa Sanitary District,
stated that Supervisor Tom Torlakson has proposed the formation of
a Council of Governments whereby services would be consolidated.
Mr. Baker recommended that the Sewer and Water Agencies watch this
proposal and take an active role should interest in the proposal
escalate.

9.
ANNOUNCEMENTS
Mr. Ken Caldwell announced that the Association of Water
Reclamation Agencies (AWRA) and the California Association of
Reclamation Entities of Water (CAREW) are planning a joint
conference on water recycling in Monterey on September 26, 27, and
28, 1990. Mr. Caldwell encouraged anyone interested to attend.
Chairperson Rainey requested that Mr. Caldwell report on the
conference at the October 25, 1990 Sewer and Water Agencies
meeting. Mr. Caldwell stated that he would.
Mr. Ted Wooten, of West Contra Costa Sanitary District,
suggested that the AWRA/CAREW conferences be scheduled just prior
to the California Association of Sanitation Agencies (CASA)
conferences in the same ci ties to allow interested persons to
attend both conferences. Mr. Caldwell thanked Mr. Wooten for his
suggestion.
10.
DEVELOP AGENDA FOR OCTOBER 25. 1990 MEETING
Chairperson Rainey stated that a water quality planning update
is planned for the October 25, 1990 meeting. Chairperson Rainey
requested other items for the agenda. It was suggested that the
report on Hazardous Waste Minimization Task Force activities remain
a standing agenda item. Mr. Douglas Tubb, of Crockett-Valona
Sanitary District, asked that presentations be scheduled on
technical issues and trends in the water and wastewater fields.
Chairperson Rainey thanked representatives for the suggestions and
requested that additional agenda items be sent to Joyce Murphy at
Central Contra Costa Sanitary District.
11.
ADJOURNMENT
There being no further business, the meeting was adjourned at
the hour of 7:35 p.m. Dinner was served immediately following the
business meeting.
