MINUTES OF THE ADJOURNED REGULAR BOARD MEETING
OF THE DISTRICT BOARD OF THE
CENTRAL CONTRA COSTA SANITARY DISTRICT
HELD ON OCTOBER 24, 1991
The District Board of the Central Contra Costa Sanitary District convened in an a,djourned
regular session at the Velvet Turtle, 100 Chilpancingo Parkway, Pleasant Hill, County of
Contra Costa, State of California, at 6:30 p.m. on October 24, 1991, for a joint meeting
of the Sanitation and Water Agencies of Contra Costa County.
The Secretary of the District noted the attendance of the following Board Members:

President Clausen had previously advised staff that he would be unable to attend this
meeting and had requested that he be excused.
1. INTRODUCTIONS
Chairperson Rainey welcomed everyone to the meeting of the Sanitation and Water
Agencies of Contra Costa County. The representatives of each agency and members of
the public attending the meeting introduced themselves.
2. APPROVAL OF SEPTEMBER 26, 1991 MINUTES
There being no corrections or additions, the minutes of September 26, 1991, were
approved as presented.
3. THERE IS AN EAST COUNTY...AND WE'RE GROWING
Mr. Dwight Meadows, of Oakley-Bethel Island Wastewater Management Authority, stated
that Oakley-Bethel Island Wastewater Management (OBIWMA) was created in 1977 to
construct and operate a wastewater treatment and disposal facility for the communities
of Oakley and Bethel Island. A sewage treatment and reclaimed water disposal facility
was constructed and was fully operational by July 1984. In January 1991, OBIWMA
undertook a feasibility study with James M. Montgomery Consulting Engineers to consider
treatment and disposal alternatives to accommodate current and planned growth. Mr.
Meadows stated that it is hoped that OBIWMA, Oakley Sanitary District, and Contra
Costa County Sanitation District No. 15, the three agencies currently serving residents
in the Oakley and Bethel Island area, will merge into one new agency.
Ms. Jenny Skrel, of James M. Montgomery Consulting Engineers, stated that efforts are
underway to incorporate the community of Oakley and there is substantial growth
occurring in East County. In January 1991, wastewater flows to the OBIWMA facility
were 1.5 MGD, the plant capacity. It is projected that wastewater flows will reach 6.7
MGD by the year 2016. Ms. Skrel described the existing wastewater treatment and
disposal process, permit requirements, and the future facilities planning effort underway.
Development of a constructive wetlands on Jersey Island is the preferred alternative. The
Nature Conservancy and Assemblyman Phil Isenberg have supported this alternative and
assisted in the process. Although the constructive wetlands option is the preferred
alternative, problems with percolation rates were encountered and land disposal was
selected as the best option. The treatment facility construction costs for the planned 8
MGD plant are estimated at $23-$34 million. Estimates for disposal costs range from $3-
12 million. Some State funding is available. The Porter Ranch property has been
purchased to provide additional disposal capacity. The Draft Environmental Impact Report
(EIR) is scheduled for distribution in November 1991 and should be finalized by the spring
of 1992. A financial analysis is being done. Negotiations are proceeding with the owner
of a 2,800 parcel on Jersey Island.
Discussion followed concerning costs related to solids handling and disposal, elevation
and percolation rates on Jersey Island, and potential cost savings to OBIWMA, Oakley
Sanitary District, and County Sanitation District No. 15 from the proposed consolidation.

Chairperson Rainey thanked Ms. Skrel and Mr. Meadows for their interesting and
informative presentation and indicated that they would be staying for dinner should
anyone have any further questions.
4. FURTHER DISCUSSION OF MULTI-JURISDICTIONAL
HOUSEHOLD HAZARDOUS WASTE PLAN
Chairperson Rainey stated that Mr. Paul Morsen made a presentation on the Multi-
Jurisdictional Household Hazardous Waste Plan at the September 26, 1991 Sanitation and
Water Agencies meeting. Chairperson Rainey asked if this matter had been discussed by
the individual agencies and if such a Multi-Jurisdiction Household Hazardous Waste
Program should be undertaken as a County-wide project? Following discussion, it was
determined that this matter would be calendared for discussion on the January 23, 1992
agenda and a short summary of the proposed program would be prepared for distribution
with that agenda. Either an agreement or rejection of the proposal will be requested from
each agency at that time.
5. ANNOUNCEMENTS
Chairperson Rainey announced that the Contra Costa Council will be holding a Water
Conference on Tuesday, December 3, 1991 at 8 a.m. at the Sheraton Hotel.
Congressman George Miller will be the keynote speaker. There will be an interesting
panel discussion including representatives from agriculture and the Environmental
Protection Agency.
Ms. Annamaria Perrela, Local Agency Formation Commission (LAFCo) Executive Director,
announced that LAFCo will hold a seminar on Saturday, December 7, 1991, from 9 a.m.
to noon at Park Place in Walnut Creek. City, water, and sanitary district representatives
are invited. The seminar will introduce people to the LAFCo process.
Chairperson Rainey stated that she and Messrs. Paul Morsen and Kent Aim met with Mr.
Kip Lipper, Assemblyman Sher's aide to discuss possible amendments or cleanup
legislation related to AB 939. Mr. Paul Morsen, of Central Contra Costa Sanitary District,
stated that sanitary districts were not included in AB 939 when it was drafted. Sanitary
districts have responsibility for solid waste franchise agreements but no authority under
AB 939. Assemblyman Sher does plan some cleanup legislation. Mr. Lipper agreed to
look into writing sanitary districts into that legislation. Mr. Morsen stated that he would
be working with Assemblyman Sher's office on this matter and will report back to the
Sanitation and Water Agencies. If anyone needs more information or has any input, they
should contact Mr. Paul Morsen or Ms. Joyce Murphy at Central Contra Costa Sanitary
District.
6. DEVELOP AGENDA FOR NEXT MEETING
Any suggestions should be submitted to Ms. Joyce Murphy at Central Contra Costa
Sanitary District.
7. ADJOURNMENT
There being no further business, Chairperson Rainey adjourned the meeting at the hour
of 7:36 p.m. Dinner was served immediately following the business meeting.
