HomeMy WebLinkAboutBOARD MINUTES 01-23-92 11 MINUTES OF THE ADJOURNED REGULAR BOARD MEETING OF THE DISTRICT BOARD OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT HELD ON JANUARY 23, 1992 The District Board of the Central Contra Costa Sanitary District convened in an adjourned regular session at the Velvet Turtle, 100 Chilpancingo Parkway, Pleasant Hill, County of Contra Costa, State of California, at 6:30 p.m. on January 23, 1992, for a joint meeting of the Sanitation and Water Agencies of Contra Costa County. The Secretary of the District noted the attendance of the following Board Members: PRESENT: Members: Boneysteele, Starita, Rainey ABSENT: Members: Clausen, Dalton Members Clausen and Dalton had previously advised staff that they would be unable to attend this meeting and had requested that they be excused. 1. INTRODUCTIONS Chairperson Rainey welcomed everyone to the meeting of the Sanitation and Water Agencies of Contra Costa County. The representatives of each agency and members of the public attending the meeting introduced themselves. 2. APPROVAL OF OCTOBER 24. 1991 MINUTES There being no corrections or additions, the minutes of October 24, 1991, were approved as mailed. 3. ELECTION OF CHAIR AND VICE CHAIR It was moved by Mr. Joseph M. Starita, of Central Contra Costa Sanitary District, and seconded by Mr. Theodore Wooten, of West Contra Costa Sanitary District, that Mr. Michael Wallis, of East Bay Municipal Utility District, be elected Chair of the Sanitation and Water Agencies of Contra Costa County for 1992. There being no further nominations, the nominations were closed and Mr. Wallis was elected by unanimous acclamation. It was moved by Mr. Ron Butler, of Contra Costa Water District, that Mr. Dwight Meadows, of Oakley-Bethel Island Wastewater Management Authority, be elected Vice Chair of the Sanitation and Water Agencies of Contra Costa County. Mr. Meadows declined the nomination. It was moved by Mr. Parke L. Boneysteele, of Central Contra Costa Sanitary District, and seconded by Mr. Dwight Meadows, of Oakley-Bethel Island Wastewater Management Authority, that Mr. Joseph M. Starita, of Central Contra Costa Sanitary District, be elected Vice Chair of the Sanitation and Water Agencies of Contra Costa County for 1992. There being no further nominations, the nominations were closed and Mr. Starita was elected by unanimous acclamation. Chairperson Rainey extended congratulations to Messrs. Wallis and Starita. 4. OVERVIEW OF WATER RECYCLING MASTER PLAN FOR THE TRI- VALLEY AREA Mr. Sandy Figures, President of the Board of Directors of Zone 7 Pleasanton Dublin Water Agency. introduced Mr. Jim Dixon, General Manager of Zone 7, and Mr. Vince Wong, Assistant General Manager of Zone 7. Mr. Figures a briefly described the formation of Zone 7, stating that it was one of ten flood control districts formed in Alameda County in the 1940's. Through special legislation in the early 1950's, Zone 7 broke off from the other flood control districts and formed a new district covering flood control, ground water, and water supply. The other nine districts still exist under the Alameda County 01 23 92 12 Board of Supervisors. Zone 7 has an independent Board of Directors but works in conjunction with the Alameda County Board of Supervisors. Zone 7 covers 425 square miles. Zone 7 is primarily a water wholesaler, supplying both treated and untreated water. The District serves approximately 140,000 people. Zone 7 sits on top of a very large ground water basin. However, this is a reservoir and not a supply of new water so water taken out must be replaced. Zone 7 was fortunate to have the ground water basin and pumping ability to carry through the cutbacks from the State this past year. The ground water basin has been taken down about eight feet so far. Mr. Figures stated that sometime between the year 2000 and 2005, it is expected that the supply curve will begin to cross the demand curve. In addition, the current sewer system will be nearing capacity. Finally, growth must be considered. Given today's environmental and political climate, planning must begin now for projects to come on line in 10 to 15 years. For this reason, last year Dublin San Ramon Services District (DSRSD) and the Cities of Livermore and Pleasanton hired Brown & Caldwell (B&C) to look at water recycling. It was found that reverse osmosis (RO) provided adequate protection and increased the ground water capacity. B&C concluded: 1) that reverse osmosis is a viable alternative water supply; 2) that reverse osmosis is a viable alternative to wastewater disposal; and 3) that reverse osmosis is the only method by which salt in the ground water basin can be controlled. The B&C study identified two types of projects. The first is direct non-potable use (irrigation). The second is indirect potable reuse (ground water recharge). The B&C study considered seven viable projects using approximately 26,000 acre feet a year. There are still a number of problems and details to be addressed including such as ownership of the water and responsibility for operation of the reverse osmosis plant. Mr. Figures stated that the B&C study is nearly finished and should be released in about one month. In response to a question from Mr. Ron Butler, of Contra Costa Water District, Mr. Figures stated that the question of brine is still to be addressed. It is hoped that brine can go into the existing E. B. D. A. effluent pipeline, but the brine must be analyzed to determine whether that is possible. Mr. Figures stated that in any case something must be done or the quality of the ground water will be degraded. In response to a question from Mr. Michael Wallis, of East Bay Municipal Utility District, Mr. Figures stated that the operations and maintenance and capital costs total about $1,000 to $1,500 per acre foot assuming a plant that the R.O. plant will produce a 10 ppm TDS water. That equates to $900 per ton of salt removed. That does not take into account enlarging the sewer lines if the water is not pumped out of the valley. The cost of a new water supply is at least $ 700 per acre foot plus the cost of sewage treatment. It would appear that the costs of the two alternatives balance out. Chairperson Rainey thanked Mr. Figures for his interesting and informative presentation. 5. FURTHER DISCUSSION OF MULTI-JURISDICTIONAL HOUSEHOLD HAZARDOUS WASTE PLAN Chairperson Rainey stated that presentations of the proposed Multi-Jurisdictional Household Hazardous Waste Plan have been made at previous Sanitation and Water Agencies meetings and a brief description of the plan was included in the agenda packet. Chairperson Rainey introduced Mr. Paul Morsen, of Central Contra Costa Sanitary District, who described the program which includes mobile collection, a publicly owned stationary hub storage facility, and small quantity generator hazardous wastes. Central Contra Costa Sanitary District's plan was based on putting the cost on the Sewer Service Charge for the franchise area. Recently, it was learned that the County has proposed mobile collection in the unincorporated areas without a hub facility. Hazardous materials management would be provided by a private contractor under the County plan. The County is unwilling to coordinate efforts and cooperate on these programs. Chairperson Rainey and Mr. Morsen asked that the members of the Sanitation and Water Agencies, while working in their official capacities, encourage cooperation for the benefit of all the ratepayers in the County. 01 23 92 13 6. FURTHER DISCUSSION OF MERGERS/CONSOLIDATIONS Chairperson Rainey stated that given the economy of the County and the State, mergers and consolidations, such as the Ironhouse Sanitary District, are constructive. In addition, opportunities for cooperation and coordination between districts, such as purchasing and training, have been beneficial to local agencies. Lastly, the Sanitation and Water Agencies of Contra Costa County has provided a forum for communication, networking, and a central body representing these districts. Chairperson Rainey expressed her hope that the meetings will continue on this informative and productive level. Chairperson Rainey turned the meeting over to newly elected Chairperson Wallis. The representatives present thanked Chairperson Rainey for her vision in establishing the Sanitation and Water Agencies of Contra Costa County and her leadership during the past two and one-half years. 7. ANNOUNCEMENTS Mr. Robert Baker, of Central Contra Costa Sanitary District, briefly described the Governor's proposal to take the ad valorem tax revenue from special districts and place it in the State's General Fund for use in supporting schools. Mr. Baker reported that the California Association of Sanitation Agencies (CASA) and the Association of California Water Agencies (ACWA) have banded together to address this proposal, recommending that local agencies write letters to local legislators and talk to the Taxpayers' Association about the advantages of the present system. Chairperson Wallis suggested that the standard press release developed at CAS A be forwarded to the members of the Sanitation and Water Agencies. Mr. Baker stated that he would provide copies of the standard press release and a sample letter. Mr. Bert Michalczyk, of Dublin San Ramon Services District (DSRSD), announced that DSRSD Board Member Ken Caldwell has resigned to take a new business position outside the District. Ms. Georgean Vonheeder has been appointed to his vacant position and will be attending future Sanitation and Water Agency meetings. 8. DEVELOP AGENDA FOR NEXT MEETING It was suggested that Mr. Bob Whitley, of Whitley, Burchett & Associates, provide an update on the Tri-Valley Wastewater Authority (TWA) Project at the next meeting. Any other suggestions should be submitted to Ms. Joyce Murphy at Central Contra Costa Sanitary District. 9. ADJOURNMENT There being no further business, Chairperson Wallis adjourned the meeting at the hour of 7:35 p.m. Dinner was served immediately following the business meeting.
