HomeMy WebLinkAboutBOARD MINUTES 07-31-97 196 MINUTES OF THE SPECIAL BOARD MEETING OF THE DISTRICT BOARD OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT HELD ON JULY 31, 1997 The District Board of the Central Contra Costa Sanitary District convened in a special session in the First Floor Conference Room, 5019 Imhoff Place, Martinez, County of Contra Costa, State of California, at 10:04 a.m. on July 31, 1997. President Menesini called the meeting to order and requested that the Secretary Pro Tem call roll. 1. ROLL CALL PRESENT: Members: Nejedly, Hockett, Boneysteele, Menesini ABSENT: Members: Lucey Member Lucey had advised that he would be unable to attend this meeting and had requested to be excused. 2. PUBLIC COMMENTS None 3. CAPITAL PROJECTS COMMITTEE/BOARD WORKSHOP CONSIDER ISSUES RELATING TO THE ULTRAVIOLET (UV) DISINFECTION FACILITIES PROJECT a. Mr. Roger J. Dolan, General Manager-Chief Engineer, introduced Deputy Chief Engineer Robert A. Baker and Plant Engineering Division Manager William E. Brennan, who presented an overview of the Ultraviolet (UV) Disinfection Facilities Project reviewing the history of the project including pilot testing; consideration of the possibility of sole sourcing the UV apparatus; the submittal of the low bid including the Fischer-Porter UV system; the relationship between the general contractor Kaweah, Fischer-Porter, Elsag Bailey, and the component suppliers; the engineer's estimate; and the bid price received. Issues have arisen with regard to ballast alarms, ground fault interrupter trips, capacity of power supplies, and breakage of the quartz tubes. The issues relating to ballast alarms and quartz tubes have been solved, sizing of power supplies is mostly solved, and ground fault interrupters have been replaced and operation has improved. The status of current issues were discussed as follows: . Harmonics . Power Distribution Cabinets Cooling and Dust Accumulation . Power Distribution Cabinets Intermittent (Ghost) Failure . Debris Accumulation Discussion followed with regard to filing the Notice of Completion, liquidated damages, retention funds, and a potential future issue relating to progressive loss of bulb intensity. The contractor warrants all equipment, material, products, and workmanship furnished against defects for a period of one year after final acceptance. The Performance Bond Surety for the project accepts responsibility for contractor's warranty obligations if the contractor fails to perform. The warranty start date is July 17, 1997 for the UV Disinfection Facilities Project. 4. REPORTS/ANNOUNCEMENTS None 07 31 97 197 5.
