HomeMy WebLinkAboutBOARD MINUTES 05-20-97 150 MINUTES OF THE ADJOURNED REGULAR BOARD MEETING OF THE DISTRICT BOARD OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT HELD ON MAY 20, 1997 The District Board of the Central Contra Costa Sanitary District convened in an adjourned regular session, at its regular place of meeting, 5019 Imhoff Place, Martinez, County of Contra Costa, State of California, at 2: 10 p.m. on May 20, 1997. President Menesini called the meeting to order and requested that the Secretary call roll. PRESENT: Members: ABSENT: Members: None 1. ROLL CALL Nejedly, Hockett, Boneysteele, Menesini None 2. PUBLIC COMMENTS 3. CONSIDER APPOINTMENT TO VACANT POSITION ON BOARD OF DIRECTORS President Menesini requested that each Board Member write down four names for appointment to the Board of Directors. Board Members were asked to sign their names since the ballots are considered public records. The Secretary of the District compiled the following list of applicants receiving votes and the number of votes each received: Gerald R. Lucey David W. Smith Joanie M. Deis Bob Hultman Marvin R. Lindorf Thomas E. Chunat Paul N. Garay Robert E. Collins Thomas E. Lindemuth Kenneth E. Hambrick 3 2 2 2 1 1 1 1 1 1 It was noted for the record that one Board Member voted for only three applicants. President Menesini then requested that Board Members write down two names for appointment to the Board of Directors and sign their ballots. The Secretary of the District compiled the following list of applicants receiving votes and the number of votes each received: Gerald R. Lucey Bob Hultman David W. Smith 4 2 1 It was noted for the record that one Board Member voted for only one applicant. Member Boneysteele questioned the votes recorded, and reviewed and corrected his ballot. Deis 05 20 97 4 2 1 151 It was noted for the record that one Board Member voted for only one applicant. It was moved by Member Hockett and seconded by Member Boneysteele, that Mr. Gerald R. Lucey be appointed to fill the vacancy on the Board of Directors created by the resignation of Ms. Susan McNulty Rainey, and that Resolution No. 97-103 be adopted to that effect. Motion unanimously approved on the following vote: AYES: Members: Hockett, Boneysteele, Nejedly, Menesini NOES: Members: None ABSENT: Members: None The Board thanked all the applicants for their interest, stating that the selection was particularly difficult due to the outstanding list of applicants. At 2:25 p.m., President Menesini declared a recess, reconvening at the hour of 2:30 p.m. with all parties present as previously designated. Ms. Joyce E. Murphy, Secretary of the District, administered the Oath of Office to Mr. Gerald R. Lucey. The Board of Directors and staff welcomed Member Lucey to the Board of Directors. 4. REPORTSIANNOUNCEMENTS President Menesini commended Mr. Bart Brandenburg, Source Control Program Superintendent, for his presentation on "Pollution Prevention through Public Participation" which he made to the Environmental Alliance on May 19, 1997. . 5. CLOSED SESSION a. LABOR NEGOTIATIONS With respect to labor negotiations, the closed session was held pursuant to Government Code Section 54957.6, to meet with designated representatives prior to and during consultations and discussions with the representatives of employee organizations regarding the salary, salary schedules or compensation paid in the form of fringe benefits of employees in order to review its position and instruct its designated representatives. The District's negotiators are Deputy General Manager Paul Morsen, Human Resources Manager Cathryn Freitas, and Secretary of the District Joyce E. Murphy, and the pertinent employee organizations are the Central Contra Costa Sanitary District Employees' Association Public Employees' Local No.1, the Management Group, and Paul Morsen, as an individual. At 2:35 p.m., President Menesini declared the closed session to discuss labor negotiations pursuant to Government Code Section 54957.6 as noted above. At 3:50 p.m., Mr. Morsen and Ms. Freitas entered the closed session. At 4:43 p.m., President Menesini concluded the closed session and reconvened the meeting into open session. 6. REPORT OF DISCUSSIONS IN CLOSED SESSION No decisions were made or votes taken in closed session that require reporting at this time. 05 20 97 152 7.
