HomeMy WebLinkAboutBOARD MINUTES 06-01-67 " ') 1 .t.~~, MINUTES OF A REGULAR MEETING OF THE DISTRICT BOARD CENTRAL CONTRA COSTA SANITARY DISTRICT HELD JUNE 1, 1967 The District Board of Central Contra Costa Sanitary District convened in a Regular Session at its regular place of meeting located at 1250 Spring- brook Road, Walnut Creek, County of Contra Costa, State of California, on June 1,1967, at 8:00 o'clock P.M. The meeting was called to order by President Gibbs. 1. ROLL CALL PRESENT: Members: Mitchell, Roemer, Allan and Gibbs ABSENT: Member: Rustigian Member Rustigian arrived at 8:07 o'clock P.M. II. APPROVAL OF MINUTES The Minutes of the meeting of May 25,1967, were approved as presented. III. APPROVAL OF EXPENDITURES None. IV. HEARINGS None. V. BIDS None. V1. OLD BUSINESS BROWN AND CALDWELL REPORT Presid~nt G~bbs stated the Board Members were to review the Sewerage Survey - 1966 Repor-t -by BroWn and Caldwell, updating the 1956 Report, with the District staff, and asked Mr. Horstkotte, General Manager-Chief Engineer, to proceed. Mr. Horstkotte stated that the interval since 1956 has seen changes that warranted updating of the 1956 Report. Mr. Horstkotte stated that the Report recommended that the present schedule of annexation fees and connection charges be revised as to adequacy for future trunks and expansions of the Treatment Plant. Mr. Horstkotte stated that, at the request of President Gibbs, several charts had been prepared which project graphically the status of future income and recommended expenditures set forth in the Report. Mr. Horstkotte stated that he had submitted a memorandum to the Board Members dated April 17, 1967, which primarily related to a review of fees and charges as related to the cost projections set forth in the 1966 Report, along with staff recommendations. Mr. Horstkotte discussed in detail with the Board the staff recommenda- tions for an increase in fees and charges. Mr. Horstkotte stated that keeping fees and charges at a level to avoid future bond issues has worked satisfactorily and has put the District on a pay-as-you-go basis. Mr. Horstkotte reviewed the annual estimates of expenditures and revenue as presented in chart form on a year-by-year basis with the Board Members. 06 01 67 4œ' ~ " - Mr. Horstkotte discussed the possible ponding of periodic excess flows at the Treatment Plant and then bleeding the stored excess back into the Plant when flow is back to normal to prevent bypassing to streams and causing contamination. He also discussed the use of three sedimentation tanks for modified secondary treatment which he stated would not materially affect the capacity of the Plant. Mr. Horstkotte discussed with the Board Members the eventual secondary treatment by the activated sludge method, stating that the pending purchase of additional land at the Treatment Plant would be sufficient for this purpose. Mr. Horstkotte discussed the future plans for the Outfall Line, stating that from a preliminary review of the recent interior inspection of the Line it appears that the Outfall Line is in good shape. Mr. Horstkotte requested that the District Board give serious consideration to the staff recommendation for increased connection charges to be effective January 1, 1968. ORDINANCE 67, AN ORDINANCE AMENDING CODE SECTIONS 11-124.11-125 & 11-126 RELATING TO DISTRICT CONNECTION CHARGES After discussion, it was moved by Member Roemer, seconded by Member Mitchell, that Ordinance 67 be adopted. Carried by the following vote: AYES: NOES: ABSENT: Members: Members: Members: Mitchell, Rustigian, Roemer, Allan and Gibbs None None "ORDINANCE NUMBER 67 AN ORDINANCE AMENDING SECTIONS 11-124; 11-125 and 11-126 OF THE CODE OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT RELATING TO CONNECTION CHARGES SECTION 1. . Section 11-124 of the Code of the Central Contra Costa Sanitary District is hereby amended to read as follows: Sec. 11-124. Rate schedule for single family residential use. The connection charge for the fixtures set forth in this section for single family residential use is as follows: (1) (2) (3) (4) (5) (6) toilet floor drain lavatory bath or shower laundry outlet sink and auxiliary appliances swimming pool backwash $10.00 10.00 10.00 30.00 50.00 50.00 (7) 0.10 per square foot of pool surface The minimum charge for a single family residential use shall be $150.00. SECTION 2. Section 11-125 of the Code of the Central Contra Costa Sanitary District is hereby amended to read as follows: Sec. 11-125. Rate schedule for multi-family residential use. When a fixture listed in the single family residential rate schedule set forth in Section 11-124 is used in a multi-family residential use the connection charge is the amount reached by multiplying the charge for each fixture by each living unit that uses the fixture by the fixture 06 01 67 1 ~'~ multiple set forth in Section 11-126 (b), or is the amount specifically set forth in Section 11-126 (b) (28), whichever is the lesser amount. SECTION 3. Section 11-126 of the Code of the Central Contra Costa Sanitary District is hereby amended to read as follows: Sec. 11-126. Rate schedule for non-residential use. (a) The connection charge for a non-residential use is the mini- mum charge set forth in the schedule in subsection (b) or the amount reached by multiplying the charge for each fixture listed in Section 11-124 by the fixture multiple set forth in subparagraph (b) which- ever is the greater. Where the fixture multiple is designated a "special study", the extent of use and its effect on the district system is not readily ascertainable and the district shall conduct a study to determine the fixture multiple. (b) The connection charge for non-residential and multi- family residential use is as follows: (1) auditorium, hall (2) bank (3) baker, (4) beauty (5) barber (6) church (7) cleaning plant (8) cocktail lounge, bar, club (9) creamer, food processor (10) drug store (11) department store (12) dog kennel (13) factory (14) fire house (15) funeral parlor (16) gas station (17) garage (18) industry (19) laundromat (20) meat market (21) medical building (22) multi-use building. Publication and Effective Date. This ordinance shall be a general regulation of the District and shall be published once in the Contra Costa News Register, a newspaper of general circulation, published and circulated in the Central Contra Sanitary District and shall be effective January 1, 1968. The Board indicated agreement with the addition of the two higher rebate classes recommended. VII. NEW BUSINESS LOCAL IMPROVEMENT DISTRICT NO. 49 Mr. Jerry Laster, representing Mr. Ernest Wilson, Attorney for Local Improvement District No. 49, presented and explained the following Resolutions for proceeding with Local Improvement District No. 49: RESOLUTION NO. 1699, A RESOLUTION DETERMINING SUFFICIENCY OF PETITION AND WAIVER OF PROCEEDINGS UNDER DIVISION 4 OF THE STREETS AND HIGffivAYS CODE, LOCAL IMPROVEMENT DISTRICT NO. 49 It was moved by Member Mitchell, seconded by Member Allan, that Resolution No. 1699 be adopted. REPORTS GENERAL MANAGER-CHIEF ENGINEER STATUS OF JOBS Mr. Horstkotte, General Manager-Chief Engineer, reported on the recent Outfall Line inspection and District Sewering Project 1371, tunnel work. EMPLOYMENT OF TEMPORARY SUMMER HELP Mr. Horstkotte reported the District was employing nine people for temporary help for the summer. COUNSEL FOR THE DISTRICT DIABLO DISPOSAL SERVICE AGREEMENT Mr. Bohn, Counsel for the District, presented an agreement from Diablo Disposal Service requesting District approval of the agreement in which one partner is to take over sole ownership of the business. Mr. Horstkotte, General Manager-Chief Engineer, stated it was the staff recommendation to approve. RESOLUTION NO. 1711, A RESOLUTION APPROVING AGREEMENT FOR TAKE-OVER OF DIABLO DISPOSAL SERVICE BY ONE OF THE PARTNERS It was moved by Member Mitchell, seconded by Member Rustigian, that Resolution No. 1711 be adopted.
