MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE DISTRICT BOARD
CENTRAL CONTRA COSTA SANITARY DISTRICT
HELD SEPTEMBER 21,1967
The District Board of Central Contra Costa Sanitary District convened
in an Adjourned Regular Session at its regular place of meeting located at
1250 Springbrook Road, Walnut Creek, County of Contra Costa, State of
California, on September 21,1967, at 8:00 o'clock P.M.
In the absence of President Gibbs, the meeting was called to order by
Member Allan.

On the motion of Member Roemer, seconded by Member Rustigian, Member
Allan was unanimously elected President Pro Tem.
II.
APPROVAL OF MINUTES
It was moved by Member Mitchell, seconded by Member Roemer, that the
Minutes of the September 7,1967, meeting be approved after being amended
as follows:
Under "VII. NEW BUSINESS", the second paragraph under "CLAIM FOR
DAMAGES, GORDON W. SMITH" shall read:
"Mr. Horstkotte recommended that compensation for loss of work not be
allowed and recommended settlement for $305.28, which was acceptable to Mr.
and Mrs. Smith."

NOTICE OF COMPLETION FOR D.S.P. 1453, BANCROFT ROAD
Upon the recommendation of Mr. Horstkotte, General Manager-Chief
Engineer, it was moved by Member Mitchell, seconded by Member Rustigian,
that Mr. Horstkotte be authorized to file Notice of Completion for
D.S.P. 1453, Bancroft Road. Carried by the following vote:

CORRESPONDENCE FROM THE CLYDE CIVIC COMMITTEE
Mr. Horstkotte, General Manager-Chief Engineer, presented a letter,
dated September 7, 1967, from the Clyde Civic Committee, requesting the
Sanitary District to make a preliminary survey of their system.
Mr. Horstkotte stated the area wishes a determination by this District
as to whether or not the Sanitary District would look with favor upon the
annexation of the Clyde area.
After discussion, it was moved by Member Rustigian, seconded by Member
Mitchell, that $1,000.00 be authorized from Sewer Construction funds to make
a preliminary survey of the Clyde sewer system, P.S.A. 31. Carried by the
following vote:

EASEMENT AGREEMENT FROM SOUTHERN PACIFIC CO.
Mr. Horstkotte, General Manager-Chief Engineer, stated the easement
agreement was on their standard form and there would be no cost to the
District.
It was moved by Member Mitchell, seconded by Member Rustigian, that
the President and Secretary be authorized to execute the Agreement with
the Southern Pacific Co. for a pipeline crossing in San Ramon. Carried by
the following vote:

ACCEPTANCE OF EASEMENTS
It was moved by Member Rustigian, seconded by Member Mitchell, that
easements from Robert Beard and Woodview Development Co., Inc. be accepted
and their recording ordered. Carried by the following vote:

PARTICIPATION IN BAY AREA ASSOCIATION OF INDEPENDENT DISTRICTS
Mr. Horstkotte, General Manager-Chief Engineer, presented a communica-
tion he had received from the Bay Area Association of Independent Districts
inviting this District to join its Association. He stated the Association
was being sponsored by three districts: Valley Community Services, East
Bay Regional Park District and East Bay Municipal Utility District.
After discussion, and upon the recommendation of Mr. Horstkotte, it
was moved by Member Rustigian, seconded by Member Roemer, that the Board
of Directors acknowledges the receipt of the letter of invitation to join
the Bay Area Association of Independent Districts and expresses its intent
to join. Carried by the following vote:

GENERAL MANAGER-CHIEF ENGINEER
WORK IN PROGRESS
Mr. Horstkotte, General Manager-Chief Engineer, reported on the various
work in progress at this time.
CALIFORNIA SANITARY AND SANITATION DISTRICTS ASSOCIATION MEETING
Mr. Horstkotte, General Manager-Chief Engineer, requested $60.00, plus
transportation expenses for himself, to attend an Executive Committee Meeting
of the California Sanitary and Sanitation Districts Association in Fresno on
September 23, 1967.
It was moved by Member Mitchell, seconded by Member Roemer, that $60.00,
plus transportation for Mr. Horstkotte, be authorized for him to attend the
Executive Committee Meeting in Fresno, September 23, 1967, of the California
Sanitary and Sanitation Districts Association. Carried by the following vote:
