HomeMy WebLinkAboutBOARD MINUTES 07-13-67 1.5 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE DISTRICT BOARD CENTRAL CONTRA COSTA SANITARY DISTRICT HELD JULY 13,1967 The District Board of Central Contra Costa Sanitary District convened in an Adjourned Regular Session at its regular place of meeting located at 1250 Springbrook Road, Walnut Creek, County of Contra Costa, State of California, on July 13, 1967, at 8:00 o'clock P.M. The meeting was called to order by President Gibbs. I. ROLL CALL PRESENT: Members: Mitchell, Rustigian, Roemer, Allan and Gibbs ABSENT: Members: None II. APPROVAL OF MINUTES The Minutes of the meeting of July 6, 1967, were approved as presented. III. APPROVAL OF EXPENDITURES None. IV. HEARINGS None. V. BIDS None. VI. OLD BUSINESS DISCUSSION OF MARTINEZ SEWER REPORT President Gibbs stated that, since the last meeting, the District staff had sent Board Members several proposals outlining the basis for contract with Martinez for sewer service. All proposals would be more costly to Martinez than annexation. It was the consensus of the District Board that it would be most difficult to work out a contractural arrangement that would be equitable to both the District and to Martinez. The Members of the Board suggested that Martinez try another annexation election. Board Members stated that a contract should require Martinez to provide all the funds necessary to connect to the District system; estimated to exceed a million dollars, exclusive of a Federal grant. The staff had suggested that the District participate rebate basis for industrial property along the waterfront. felt this was not in the best interest of the District; it and long-term. with funds on a The Board Members being speculative President Gibbs questioned Mr. Sparacino, Chairman of the Martinez Sewer Committee, relative to the City of Martinez finances, which has had a lot of publicity in the newspapers. Mr. Sparacino introduced Mayor Travers of the City of Martinez and Mr. Satre, acting City Manager. Mayor Travers and Mr. Satre explained that the City has had problems with the operating budget which are presently being worked out. Mayor Travers stated that financing of connecting the City system to Central Contra Costa Sanitary District would require a general obligation bond issue to be approved by the voters. 07 13 67 1.6 Mr. Sparacino stated that it was the next problem of the Sewer Study Committee to retain a financial consultant to advise Martinez on selling a bond issue. Board Members stated that over the years the District has gotten itself into a strong financial position and has consistently lowered the tax rate. Mr. Bohn, Counsel for the District, stated a contract would commit the District to large sums of money. Board Members stated that annexation would permit control of financing because of the District's ability to recover expenditures under its estab- lished rules and regulations. A contract would result in uncertainties and a minimum of control. Board Members suggested that the City try another election for annexa- tion to the District and told the audience if anyone disagreed, they should speak now. Mr. Will Sharkey stated that he was among those who did not favor the annexation election. Mr. Sharkey stated that he felt economies warranted the City's developing its own plant and keep control within the City. He stated he would oppose annexation. Mr. Sparacino stated that, prior to this meeting, they had met with Mt. View Sanitary District relative to joining with Central Contra Costa Sanitary District and/or the City of Martinez and, on being questioned on their decision, stated they were retaining a consultant on the matter. The City of Martinez officials, in discussing finances with the Board Members, stated that they have patterned City fees for operating and capital funds after the District and congratulated the District on its operations and strong financial condition. Members of the District Board discussed with Mr. Horstkotte, General Manager-Chief Engineer, the several alternate proposals for contracting with the City of Martinez for disposal of their sewage. After discussion, it was moved by Member Mitchell, seconded by Member Roemer, that the District does not consider a contract for disposal of the City of Martinez' sewage feasible at this time. Carried by the following vote: AYES: NOES: ABSENT: Members: Members: Members: Mitchell, Rustigian, Roemer, Allan and Gibbs None None Mr. Sparacino read to the Board Members their consultant's recommenda- tions for sewage disposal by the City of Martinez; one of which was to try and contract with the Central Contra Costa Sanitary District. Mr. Will Sharkey stated that he felt that, if the City of Martinez could not contract with the Central Contra Costa Sanitary District, it should operate its own plant. He congratulated the District on its opera- tions. Mayor Travers and Mr. Sparacino thanked the Members of the District Board for their time and effort on behalf of the City of Martinez. VII. NEW BUSINESS None. VIII. REPORTS GENERAL MANAGER-CHIEF ENGINEER REVISED COSTS FOR DISTRICT SEWERING PROJECTS 1379 AND 1474 Mr. Horstkotte, General Manager-Chief Engineer, presented a revised cost for District Sewering Projects 1379 and 1474, between Walnut Creek 07 13 67 1.7 channel, at Arnold Industriaillighway, and the southerly boundary of the Town of Clyde, Naval Weapons Depot. Total estimated costs $371,000.00 Contribution by others District share $139,300.00 ~23l. 700.00 $371,000.00 Bids are to be received July 20,1967. Mr. Horstkotte stated this was a rebate line for recovery of District funds. DISTRICT SEWERING PROJECT 1371 Mr. Horstkotte reported that District Sewering Project 1371, Tunnel, is about complete.
