HomeMy WebLinkAboutBOARD MINUTES 08-15-63 1~O MINUTES OF AN ADJOURNED REGULAR MEETING OF THE DISTRICT BOARD CENTRAL CONTRA COSTA SANITARY DISTRICT HEID AUGUST 15, 196) The District Board of Central Contra Costa Sanitary District convened in an Adjourned Regular Session at its regular place of meeting located at 1250 Springbrook Road, Walnut Creek, County of Contra Costa, State of California, on August 15,1963, at 8:00 o'clock P.M. The meeting was called to order by President Mitchell. I. ROLL CALL PRESENT: Members: Gibbs, Roemer, Fisher and Mitchell ABSENT: Member: Bowman II. APPROVAL OF MINUTES The Minutes of the meetings of July 18 and August 8,1963, were approved as presented. III. APPROVAL OF EXPENDI'lURES None. IV. BIDS None. V. OLD BUSINESS RESOlliTION NO. l~ A RESOlliTION URGING THE WATER POLlliT¡ON CONTROL BOARD TO DECLINE THE APPL CATION OF RCSSMOOR CORPORATION FOR THE ESTABLISHMENT OF EFFIlJENT STANDARœ AND REQUESTING THAT THE BOARD DÍRECT THE CORPORATION TO OBTAIN ITS SANITARY SERVICES FROM THE êENTRAL CONTRA CœTA SANITARY DISTRICT After discussion, it was moved by Member Fisher, seconded by Member Gibbs, that Resolution No. 1383 be adopted. Carried by the following vote: AYES : Members: NOES: Members: ABSENT: Member: Gibbs, Roemer, Fisher and Mitchell None Bowman Mr. Horstkotte, District Manager-Engineer, stated that during the past week he had informal discussions with the Regional Water Pollution Control Board staff, the City of Walnut Creek staff and the Rossmoor people relative to sewering the Rossmoor development. Mr. Horstkotte stated that the Rossmoor Corporation's application for its own treating facilities was to be heard by the Regional Water Pollution Control Board on September 19,1963. VI. NEW BUSINESS MA TTERS FROM THE FLOOR PROTEST RE FJXTURE CHARGE FOR MULTIPIE UNITS Mr. Chamberlin, developer of multiple units being built at Sierra and Walker Avenues in Walnut Creek, protested the charge for laundry facilities in each apartment when none were provided. Members of the Board discussed the charges for laund~ facilities in multiple units with Mr. Chamberlin, informing him that it was standard procedure to charge each multiple unit due to the more concentrated use of facilities provided. 08 15 63 13.1 AUTHORIZATION TO PAY $17.50 FOR APPRAISAL OF PLANTS SUBJECT TO DAMAGE AS A RESULT OF WORK IN EASEMENT PARCEL 8 OF LOCAL nfi>ROVEMENT DISTRICT NO. 42 Hr. Horstkotte, District Manager-Engineer, explained that the work in easement Parcel 8, Local Improvement District No. 42, may result in damage to plantings in the area and two appraisals have been obtained from nurse~- men to establish the value of the plantings. It was moved by Member Gibbs, seconded by Member Roemer, that $17.50 be authorized for two appråisals from nurserymen to establish the value of plantings subject to damage in easement Parcel 8 of Local Improvement District No. 42. Carried by the following vote: AYES: Members: NOES: Members: ABSENT: Member: Gibbs, Roemer, Fisher and Mitchell None Bowman ACCEPTANCE OF EASEMENT It was moved by Member Roemer, seconded by Member Gibbs, that the easement from Alvin E. Liedstrand be accepted and its recording ordered. Carried by the following vote: AYES: NOES: ABSENT: Members: Members: Member: Gibbs, Roemer, Fisher and Mitchell None Bowman VII. REPORTS DISTRICT MANAGER-ENGINEER SEWER SERVICE TO MUIR WOODS SUBDIVISION Mr. Horstkotte, District Manager-Engineer, reported that the Muir Woods Subdivision had requested sewer service from the District in an area that is adverse in grade to the District and should be served by Martinez or Mt. View Sanitary District. His letter to them was to discourage them in obtaining service from the District. WORK IN PROGRESS Mr. Horstkotte reported on Local Improvement District No. 42 and Trunk Sewer D, Sections 2 thru 10, work in progress. COUNSEL FOR THE DISTRICT REVIEW OF CODIFICATION OF DISTRICT ORDINANCES Mr. Williams, representing Mr. Bohn, Counsel for the District, reported that the District staff was reviewing and making the necessary corrections in the codification of District Ordinances. He stated that new pages would be sent to the Directors as the changes are made. VIII.
