ORDINANCE NO. .1 AN OI\DINANCE REGULATING THE INS-;:'ALLATION AND J.lAINTENANCE OF SEWAGE COLLECTING SYSTENS AND FIXING THE FEE TO BE CHARGED FOR IIJSP::::CTION AND PROVIDING A PENALTY FOR THE VIOLATIONS OF THE P?DVISIONS H:=?~°E.~------------- The District Board of the Central Contra Costa Sanitary District of Contra Cos:a County, StAte of C~lifornia, toes h~reby regulate and ordain RS follows: ARTICLE I Definitions Sec. I - For the purpose of this ordinance, tl1e terms used herein are defined as follows: Sec. 2 - District is the Central Contra Costa Sanitary Dist- rict of Contra Costa County, State of California. Sec. 3 - District Board is the District Boa~d of said District. Sec. 4 - District Secretary is the Secretary of said Board. Sec. 5 - District Engineer is the Engineer of said District. Sec. 6 - County is the County of Contra Costa. Sec. 7 - Person is any person, firm, company, corporation, or a.ssociation. Sec. 8 - Subdivider is any person, fir'm, coml)any, corpore,tion, or association engaged in the construction of homes or other buildings in a subdivision as the same is defined in Section 11,000 of the Business and Profes- sions Code of the State of California. Sec. 9 - Street is B,ny public highway, :coe,d, street, avenue, alley, way, easement, or right of way. Sec.lO - Side Sewer is that part of the sewer piping beginning at the junction thereof with the house plumbing system at not closer than two feet outside of the foundation \.¡all of the building served and terminating in the main sewer. See.ll - Lateral Sewer is thpt portion of the side Se1^ier 't'.'ithin P. public street. Sec.12 - Trunk Sewer is the sewer in the street constructed to accommodate mo~e than one illRin sewer. Sec.13 - Main Sewer is the sewer in the street constructed to accommodate mo~e than one side sewer. Sec.14 - House Sewer 1s that portion of the side sewer between the street line and the connection to the house plumb- ing system. See.lS - Plumbing System includes all plwnbing fixtures and traps or soil waste, special waste, and vent pipes and all sanitary sewage pipes within the property lines of the house prem~ses. 08 05 48 63 Bec.16 - A Sewage Collecting System is that system of side sewers, lsteral sewers and main sewers constructed by private contractors to provide sewer service for two or more separate lots or pacels of real property and to be connected to a trunl~ or main sewer of the Central Contra Costa Sanitary District. ARTICLE II General Provisions Sec. 1 - The following rules and regulations respecting the con- struction of a sewage collecting system are hareby adopted, and all work in respect thereto shall be per- fo:."'med 8.S herein reQuired and not otherl'1!ise: Sec. 2 - Permit. Any p~rson proposing to construct a sewage collectin' system shall submit detailed plans covering the proposed work which plans shall be reviewed for compliance ¡vi tb this ordincmce and Bppy'oved. by- the District Engineer before construction shall proceed. Any person, firm or corporation violating the provisions of this ordinance shall be deemed guilty of a misdeameanor and upon conviction thereof, shall be punished by a fine of not to exceed One Hundred Dollars ($100.00) or by imprisonment in the county jail of Contra Costa County not to exceed one (1) mGnth, or both. Sec. 4- Plumbin~ Inspection. Compensation. The District Board of said District shall employ some fit and Qualified person to perform the duties of i~specting all plumb:ng, sewerage and sanitary dre.inage worl~ and fé1 cili ti es in said District subject to this ordinance or regulation to be known as the Sewer Inspector. The person so employed shall receive as compensation for his services for making inspections required to be made by the ordinences, and orders and regulations from time to time enacted and ordered by the District Board, a sum to be fixed by the District Board, and he shall serve during the pleasure of said Board. Sec. 5 - Sew~r Inspector. Certificate. The testing of plumbing work must be made in the presence of the Sewer Inspector, and if the test proves satisfactory he shall issue a certificate to th~t effeet. Sec. 6 - Previous Notice. In all cases twenty-four (24) hours notice must be ~iven an~ filed in the office of Sewer Inspector when ~he work is sufficiently advanced for inspection. Sec. 7 - Condemned v¡ork. Notice. Sec. 8 - Fees. Right of Entry. The Sewer Inspector shall wear or carry an official badge of office or other evidence estab¡ishing his position e.s such, end upon exhibiting same shall have the right of entry in and upon any ar,d all buildings and premises within said District for' the purpose of making inspections, re-inspections, or otherwise performing such ditues as may be necess- ary in the enforcement of the provisions of this ordinnnce. Responslbili ty for Defects. All pltmÚJers s11pll be l1eld strictly responsible for any and all acts of &?ents or employees a.one unë..er ti1Ìs ordin~nce. Upon being not- ified by the Sewer Inspector of any defect arising therefrom in any sewer or of any violation of this ordinance, the person or persons having charge of said work shall immediately correct the same. Sec.ll - Anything herein to the contrary notwithstanding, this regulation and ordinance shall only apply to a sewage collection system to be installed adjacent to and connected with the trunk sewer. Side Sewers ARTICLE III Sec. 1 - A side sewer, lateral sewer, house sewer, and main seirJ'er ,..,hich ar'e B. In the application for a permit to construct a side sewer, or make a connection to any collecting sewer, the owner ~f the property, or his representative, shall describe~ and shall show by a plat or diagra.m, the work proposed to be done, the exact location of the side sewer, the connection to the lateI'al sewer and trunk. sewer, and shall state the day upon which the proposed work will be comoenced. Sec. 3 - Permit. Trenches for side sewers within public streets shall be excavated and backfilled and the pavement restored in strict accordance with the laws, ordinances and regulations of the State of California, County of Contra Costa, or any Department, authority or agency of either having j~risdiction of such street.
