HomeMy WebLinkAboutBOARD MINUTES 11-03-60 1~ MINUTES OF A REGULAR MEETING OF THE DIBTRICT BOARD CENTRAL CONTRA CœTA SANITARY DISTRICT HELD NOVEMBER 3, 1960 ~ The District Board of Central Contra Costa Sanitary District convened in a Regular Session at its regular place of meeting located at 1250 Springbrook Road, Walnut Creek, County of Contra Costa, State of California, on November 3, 1960, at 8:00 o'clock P.M. The meeting was called to order by President Mitchell. I. ROLL CALL PRESENT: Members: Gibbs, Roemer, Salfingere, Bowman and Mitchell ABSENT : Members: None II. APPROVAL OF MINUTES The Minutes of the meeting of October 20, 1960, were approved as presented. III. APPROVAL OF BILIS It was moved by Member Bowman, seconded by Member Gibbs, that the bills, as audited by the Auditing Committee and as submitted by the District Manager- Engineer, be approved, reference being specifically made to Sewer Construction Vouchers Numbers 1139 to ll60, inclusive, and Running Expense Vouchers Numbers 6154 to 6327, inclusive. OLD BUSINESS ORDINANCE 28, PROCEDURE FOR COLIECTION AND USE OF FUNDS, LID 30 At the suggestioncf Mr. Horstkotte, District Manager-Engineer, the District Board discussed amending Ordinance 28 relative to extending the "LID 30 Reimbursement Fund" section from January 1, 1961, to January 1, 1966, and eliminating the "Facility Construction for San Ramon Sewers" section. After discussion, the District Board determined that the problem of locating and paying the funds to the original assessees would be multiplied, if the reimbursement period was extended to January 1, 1966, and instructed the District staff to proceed with the distribution of the fUnds as soon as practical after January 1, 1961, as provided by Ordinance 28. ............ The checks to the original assessees, their heirs or assigns, are to be accompanied by a letter to be prepared by Mr. Bohn, Counsel for the District, and approved by the District Board. The distribution of funds is to be in the ratio that the assessment paid by such person shall bear to the 1Dtal assessment for Local Improvement District No. 30; this ratio being 1, 1-1/4, and 1-1/2 units as provided in Resolution No. 877 for the original assessments. AMEND ORDINANCE 33 Mr. Horstkotte, District Manager-Engineer, suggested that Ordinance 33 be amended to provide that Local Improvement District assessments for. properties that continue to remain as single family areas be final with special 11 03 60 .-----...--- -..------- 20 charges for properties later zoned for a more intensive use. The provisions of the Ordinance relative to charging for zero assessments and those outside of the Local Improvement District making a connection to the Local Improvement District facilities shall remain unchanged. Mr. Bohn, Counsel for the District, was instructed to prepare an amend- ment to Ordinance 33 covering the above suggestions for consideration at the . next meeting. Copies to be sent to the Directors prior to the meeting. Continued to November 17,1960. VI. NEW BUSINESS :~=~~G N~RJ~~ APPOINT1NG WILLIAM D. AISTRAND, JR. PERMANENT INTERMITTENT ~ After an explanation from Mr. Horstkotte that an additional Draftsman was needed for the permanent records program, it was moved by Member Roemer, seconded by Member Bowman, that Resolution No. 1249 be adopted. Carried by the follo~dng vote: AYES : NOES : ABSENT: Members: Nembers: Members: Gibbs, Roemer, Salfingere, Bowman and Mitchell None None ANNEXATION TEIU1S FOR TRACT 2832, PLEASANT HILL It was moved by Member Roemer, seconded by Member Bowman, that terms for annexing Tract 2832, Pleasant Hill, be $191.00 per acre plus the cost of pro- cessing and $275.00 per acre Watershed 23 charge. Carried by the following vote: AYES : NOES : ABSENT: Members: Members: Members: Gibbs, Roemer, Salfingere, Bowman and Mitchell None None MATTERS FROM THE FLOOR ~ SAIE OF FORMER SACRAMENTO NORTHERN RAII1ÑAY RIGHT OF 1¡.TAY Mrs. Glenn C. Gibbs, Real Estate broker in Walnut Creek, appeared before the Board protesting the sale of the old Sacramento Northern Railway right of way located between California Blvd. and Alpine Street, Walnut Creek, stating that she had recently sold a parcel of land near Alpine Street and the pur- chaser was interested in us ing a portion of the right of way. Mrs. Gibbs was informed that the District has purchased the property in January of 1960 after an independent appraisal was obtained by the District at the appraised price. The District's only interest in the purchase of the property was to obtain an easement necessary for Line D. The property was sold for a greater amount than the District had paid, with the result the District obtained an easement without cost since the sale price is in excess of the purchase price. ¥1rS. Gibbs was referred to the buyer of the property to work out her problem. VII. REPORTS D:œTRICT IvIANAGER-ENGINEER STATUS OF VARIOUS JOBS --... Mr. Horstkotte, District Manager-Engineer, stated that the new Orinda Crossroads and Moraga Pumping Stations were running into the "newly in service" problems. He stated that Lines A and D were progressing satisfactorily. Mr. Hor~tkotte suggested to the Board Members that they take a look at the new Or1nda Crossroads and Moraga Pumping Stations and consider painting them to improve their appearance. .11 Q3 60 2' RETIREMENT OF GEORGE WARREN, JR. Hr. Horstkotte reported that Mr. George Warren, Jr., Inspector, had notified the District he was retiring, under the District-County Retirement Plan, effective the end of November, 1960. The District Board instructed Mr. Horstkotte to express the Board's appreciation for the faithful service of Mr. Warren during his employment with the District. ~ COUNSEL FOR THE DISTRICT None. VIII. ADJOURNMENT At 10 :45 0' clock P .1-1., the meeting was adjourned by President Mitchell to November 17,1960.
