OF THE DISTRICT BOARD CENTRAL CONTRA COSTA SANITARY DISTRICT HELD APRIL 23, 1953 The District Board of Central Contra Costa Sanitary District convened in a special meeting at its regular place of meeting located ~t 1822. Mount Diablo Blvd., City of Walnut Creek, County of Contra Costa, State of California, on April 23, 1953. The meeti~g was called to order at 7:30 p.M. by President Johnson. ROLL 'C ALL PRESENT: Members Stanley, Roemer, Salfingere, Spiegl and Johnson A BSm,TT : None MINUTES OF PREVIOUS MEETING The Minutes of the ~eeting of April 9, 1953, were approved as 'presented. CONTI~1JA'I'ION OF HEADMAN, FERGUSO~T & CAROLLO!lEPOR'I' PresiÒent Johnson indicated that the purpose of the'11eeting had been to further disc'uss the HeacL"'1an, Ferguson and Carollo report, but, inasmuch as Member Spiegl and Member Salfingere had indicated that they had no further questions relative to the report, Headman, Ferguson and Ca.rollo "V\Tere notified that their presence was not required at this. meeting. READING OF ŒT1'1i:R FROf1 ENGINEER TO BOARD OF DIRECTORS President Johnson read a letter from the Engineer to the Board relative to the l:-iazards of making public comments relative to District personnel and mar~agement inasmuch as corrmlents made by a Director were considered by the public as being factual by nature. AUDIENCE OF MR. NEJEDLY Mr. John Nejedly presented a resume of his relationship with the District since 1950 and indicated the manner in which it has affected both the District and himself from the standpoint of fir:aY1cial gain. ANNEXATION POLICY It was moved by Member Spiegl, seconded by Member Stanley that the policy of annexation as presented by ~1ember Roemer be passed. Reads as follows: "It has become the practiced policy of this Board to dis- col.lrage any and all annexations to this District because of tr-~e inadequacy of its facilities to accommodate even the present volume of sewage and water with which they are charged. Since it is now planned to enlarge the capacity of the San5. tary sys tern with monie s made available through a contemplated bond issue, the policy of this Board with respect to annexations will henceforth be as follows: 04 23 53 -1 .~. ¿~~ All applications for annexation will be accepted and considered. The granting of each such application shall depend upon its feasibility from an engineering standpoint and a financial standpoint as judged by this Board and its District Engineer and Legal Counsel. Financially each proposed annexation will be expected to insure the cost of installation and maintenance of all lines and equipment necessary to accommodate its own flow without burden to the existing District. It is urged that applications for annexation be made at an early date as, even though it may be impossible to consider applications promptly, it will be expedient to have them available for consideration during the engineering and construction of the contemplated enlarged facilities within the present District". The management was authorized to meet with persons interested in annexations to the District, and to discuss with them the facts concerning annexation. These discussions to be of a preliminary nature and request for annexations to be referred to the Board. Carried by the following vote: AYES: Members Salfingere, Spiegl, ~tanley, Roemer and Jóhnson NOSS: None A3SETTT: None BOND ISSUE The Board reaffirmed their wish relative to bond issue for tGe purpose of raising funds necessary to put the District system in a completely operable condition.
