California, on November 6, 1952, at the hour of 8:00 o'clock p.m. .¡) ,¡J ,j , 'The meeting was called to order by President Johnson. ROLL CALL PRESENT: ABSENT: Members Roemer, Salfingere, Spiegl and Johnson None READING OF MINUTES OF PREVIOUS HEE'rING The Minutes of the Meeting of October 30,1952, were read and were approved as entered. CONTr:mJATION OF HEARING ON WORK Al'W ASSESS~-IENT LOCAL IHPROìJEI\ŒN'l' DISTRICT NO. 23 President Johnson opened the continuation cf the hearing on work and assessment for Local Improven~nt District No. 23. Protests received f.'rom property owners whose assessments were raised to a full unit of benefit for each lot when more than one lot had been used as a building site are as follows: Rudolph P. Rasmussen and Fred S. Crawshaw. It was moved by Member Roemer, seconded by Member SalfinSere, and unanimously carried, that the requests for consideration of ì1P. Ras- ~lssen and Mr. Crawshaw be denied and their protests be overruled. Th ere was also a protest from t he floor by Alfred ~1ueller in regard to a full uni t of assessrre nt on each of ,three lots he intends to use as one building site. President Johnson closed the hearing on the work and assessœnt 'for Local Improvement District No. 23. HALUK EASEHE:ìTT It was moved by Member Spiegl, seconded by Member Roeme~ and unan- imously carried, thàt :f\1r. Nejedly be instructed to accept the Haluk Easement (L.I.D. 23 - Parcel 8R-2) which is already in his'possession and so notify Mr. Monaco and at the same time he be authorized to obtain the release ~hich be has prepared upon payment to Mr. Haluk of $50.00. RESOLUTION NO. 760 Member Spiegl, seconded by ì'1ember Roemer, moved the adoption. of ' Resolution No. 760, carried by the following vote: AYES: Hembers Roemer, Salfin(~re, Spiegl and Johnson NOES: Nope ABSENT: None Resolution No. 760, on file in the office of the Secretary, is hereby referred to and by reference made a part hereof. PETITION FROM LOST VALLEY COJ'.'IMUNITY HIPROVEtŒNT ASSOCIATION REØJESTING PRELIMINARY SURVEY REGARDING cos~r AND ENGINEERING FOR ESTABLISHFiENT OF A LOCAL IMPROV~1ENT DISTRICT The Boar~ in3tructed the Engineer to compose a letter to the Lest Valley Community Improvement Association, Inc., that the Dist- rict will require a minimtTIn deposit of $1,000.00 to run a preliminary survey in this area. If a local improvement district is formed this expens e would then be p art of the incidental expenses for the local improvement district. REQUES'l' fI'O PURCHASE PUHPS FOlt LOCAL IMPROVß~ENT DISTRICT NO. 26 The Engineer was directed to contact Vir. C. W. Lance, President of the I"'Ioraga Improvement AssociatIon, and invite him to attend the meeting of December 4, 1952, to discuss the purchase of the pumps for Local Improvement District No. 26. PAYMENT OF BILLS It was moved by Member Spiegl, seconded by Member Ro~mer, and una..1J.imously carried,' that the bills as approved by the Engineer and audited by the auditing committee be paid; reference is beiùg spec- ifically made to bills paid by Sewer Construction Vouchers Numbers 7~ to 81, inclusive, and Running Expense Vouchers Numbers 6555 to 6683, inclusive. . PROPOSED ORDINANCE ESTABLISHING SCHEDULE OF CONNEC~ION TERMS 1ne Board directed that a Special Meeting be held on Wednesday, November 12, 1952, at 8:00 p.m., for the purpose of discussing the proposed ordinance establishing schedule of connection terms. CONTRACT FOR SEWER SERVICE TO FAIR OAKS SCHOOL - !'v10UN'l' DIABLO UNIFIED SCHOOL DISTRIC'l' ~ '~ :¡:r ;¡ ~ Mr. Foulds stated that he would have to consult with Mr. Irving lrlhi te before accepting this determination. It was moved by Member,Spieg1, seconded by Mer~er Salfingere, that the President and Secretary be authorized to enter into a contract on behalf or the District to provide sewer service to the Fair Oaks Sch::,ol, Mount Diablo Unified School District. Unanimously carried. PRESS RELEASE Member Roemer read the following statement in ~lich the, Board con- curred to be released to the press: "The Directors of t he Central Contra Costa Sanit Dry District are presently considering t::le appointment of a new member to fill the of,fice I'ecently resigned by TpJ. M. Malott. It is urged that the name and qualifications of any person to whom such an appointment is acceptable, be mailed to tne Board for consideration. Please address H. M. Smitten, Secretary, 1822 Mount Diablo Boulevard, Walnut Creek. All qualificat- ions should be filed prior to December 1, 1952." I'l'EIJfS FOR BOA RD CONSIDERATION Member Spiegl requested that the Board give consideration to the following .suggestions: 1. That the Board secure a qualified firm to analyze the District to determine if it is operating efficiently in all respects; 2.
