HomeMy WebLinkAboutBOARD MINUTES 11-08-51 2al MINUTES OF AN ADJOUffiiED MEETING OF THE DISTRICT BOARD OF CENTRAL CONTRA COSTA SANITARY DISTRICT HELD NOVEMBER 8, 19~1 The District Board of Central Contra Costa Sanitary District convened in adjourned session at its regular place of meeting located at 1822 Mt. Diablo Boulevard, City of Walnut Creek, County of Contra Costa, State of Ca.lifornia, on November 8, 1951, at the hour of 8: 00 o'clock p.m. The meeting was called to order and the roll was called: PRESENT: ABSENT: Members Malott, Smitten and Johnson Members Toland and Wadsworth READING OF MINUTES OF PREVIOUS MEETIN~ The Minutes of the prev10us meeting were read and were approved as entered. OPENING HEARING ON WORK AND ASSESSMENT LOCAL IMPROVEMENT DISTRICT NO. 18 President Johnson opened the hearing of protests, Local Improve- ment District No. 18, and stated that the law required protests be in writing, but that this Board would hear any oral protests from the floor after the written protests had been considered. Walter C. West, (18-3-60 & 61) protested the amount of assessment. Member Smitten, seconded by Member Malott, moved that the protest be over-ruled. Carried by the following vote: AYES: Members M810tt, Smitten and Johnson. NOES: None. ABSENT: Members Toland and Wadsworth. Minnie Kramer (18-3-78 & 79) protested the ~nount of assessment on lot 6. It was moved by Member Smitten, seconded by Member Malott, that the protest be over-ruled. Ce.rried by the following vote: AYES: Members Malott, Smitten and Johnson. NOES: None. ABSENT: Members Toland and Wadsworth. Louis J. Christen (18-6-1 & 2) Protested Mlount of assessment and stated that the Valley Pipe Line had an easement across the property, and that he had donated a 10 foot strip for street widening. Member Smitten moved that the assessment be reduced to three and a half units instead of four units. Member Malott requested further investigation of the easement across the property. President Johnson informed Mr. Christen that~e protest would be held over to the next meeting and that the assessment woulc be reduced to not more than three and a half units. H. J. Scott moved by Member be over'-ruled. Malott, Smitten and Wadsworth. (18-7-2) protested the amount of assessment. It was Smitten, seconded by Member Malott, that the protest Carried by the following vote: AYES: Members and Johnson. NOES: None. ABSENT: Members Toland PaulO. Davison (18-9-1 & 2) protested amount of assessment and stated he had a pipe line easement across his property. The protest was held over for further investigation. Mt. Diablo Unified School District (18-6-11) protested the amount of assessment, and asked that they be assessed-only $95 per class room for three additional rooms. It was explained to Mr. Dent that the amount of assesSment reduction would have to be placed on other properties, and that the land would have to carry its share of the cost. It was moved by Member Me.lott, seconded by Member Smitten, that the protest be over-ruled. Carried by the following vote: AYES: Members Malott, Smitten and Johnson. NOES: None. ABSENT: Members Toland and Wadsworth. 11 08 51 132 ( 18-4-12) Mr. W. C. Nichols, representing Edna Coryell reouested a reduced assessment on the grounds that a charity animal shelter was operated on the property. It was moved by Member Smitten, seconded by Member Malott that the protest" be over-ruled. Carried by the following vote: AYES: Members Malott, Smitten and Johnson. NOES: None. ABSENT: Members Toland and Wadsworth. Mr. Perkins of Crowell-Weedon and Company, presented a check covering the final incidental expenses, and checks to cover all claims of record. ~ ~ President Johnson continued the hearing on Local Improvement -r ~ßd District No. 18 to~:.;~ 23, 1951, at 8:00 o'clock p.m. REQUEST FOR ANNEXATION - RICHFIELD OIL CORP. By letter of November 7, 1951, the Richfield Oil Corporation requested annexation of a parcel of land north of Walnut Creek on State Highway 21. It was moved by Member Smitten, seconded by Member Malott, that the request for annexation be denied. Carried by the following vote: AYES: Members Malott, Smitten and Johnson. NOES: None. ABSENT: Members Toland and Wadsworth. 1~ tI'~aß~ Q It w~s moved by Member Malott, seconded by Member Smitten, that connection fee be set in the amount of $10.00 for connection of the Boy Scout Troop 210 club house located on Our Savior's Lutheran Church property in Lafayette to the sewers of Lafayette Meadows, with all cost of construction to be borne by the property owners. REQUEST FOR CONNECTION TO SEWERS BOY SCOUT CLUB HOUSE - LAFAYETTE BOY SCOUT CLUB HOUSE SOUTH OF WALNUT CREEK The Engineer was instructed to make a study of possible sewer service for the Boy Scout Club House south of Walnut Creek. L~ ~ ~~ ' ~ ~ It was moved by Member Smitten, seconded by Member Malott, that connection fee be set in the amount of $100 for one building on Lot 4, Norris Addition, owner tq extend approxim~tely 100 feet. of public sewer; all cost of construction to be borne by the property owner.
