HomeMy WebLinkAboutBOARD MINUTES 07-19-51 198 MINUTES OF AN ADJOURNED MEETING OF THE DISTRICT BOARD OF CENTRAL CONTRA COSTA SA~ITARY DISTRICT HELD JULY 19.1951 The District Board of Central Contra Costa Sanitary District con- vened in adjourned session at its regular place of meeting located at 1822 Mt. Diablo Boulevard, in the City of Walnut Creek, County of Contra Costa, State of California,on July 19,1951. , The meeting was called to order by President Johnson, and the roll was called: PRESENT: ABSENT: Members Malott, Smitten, Toland, Wadsworth and Johnson Members - None READING OF MINUTES OF PREVIOUS MEETING The Minutes of the previous meeting were read and were approved as entered. ~ING TAX RATE FOR FISCAL YEAR 195~ Member Wadsworth, seconded by Member Smitten, moved the adoption of Resolution No. 701: RESOLUTION NO. 701 WHEREAS, the District Board of the Central Contra Costa Sänitary District is required to estimate the amount of money needed and fix the rate of taxation for District purposes and for the payment of principal and interest on outstanding bonds for the fiscal year 1951- 52; NOW, THEREFORE, BE IT RESOLVED as follows: 1. That the tax for running expenses of said District be estab- lished at FortyCents ($.40) and be levied on each One Hundred Dollars ($100.00) of asseSsed valuation of taxable property in the District, and that the proceeds of such levy be paid into the Running Expense Fund of said District, such levy to be for the fiscal year 1951-52. 2. That One Hundred Twenty Thousand Six Hundred Sixty-Two Dollars and Fifty Cents ($120,662.50) is estimated as the sum needed for the payment of principal and interest, including interest on coupons due and unpaid, upon outstanding bonds of Central Contra Costa Sanitary District (Issue of 1947) for the fiscal year 1951-52; that a tax rate sufficient to raise said amount be established and levied upon each One Hundred Dollars ($100.00) of assessed valuation of taxable prop- erty in the District to raise said sum and that the proceeds of such levy be paid into the Bond Fund ôf said District. 3. That the sum of Five Thousand Four Hundred Sixty-Five Dollars and No Cents ($5,465.00) is estimated as the sum needed for the payment of principal and interest that will become due during the fiscal year 1951-52 on bonds of Central Contra Costa Sanitary Distriot (Pacheco Highway Junction Annexation, Issue òf 1948); and subsequent, that a tax rate sufficient to raise said amount be established and levied upon on each One Hundred Dollars ($100.00) of assessed valuation of taxable property in the territory covered by such annexation and within the District and the proceeds of such levy be paid into the Bond Fund of said District. BE IT FURTHER RESOLVED, that the President and Secretary be and they are hereby authorized and directed to certify to the Board of Supervisors of the County of Contra Costa the sums of money herein 07 19 51 t94 declared to be necessary for District purposes and the rates of taxation to be levied to raise such sums. Smitten, Secretary of the ~istrict Board FORWARD TAX CERTIFICATION TO AUDITOR It waS moved by Member Wadsworth, seconded by Member Malott, and unanimously carried that the President and Secretary be authorized to forward Certification of Funds to the County Auditor. PAYMENT FOR EASEMENT PARCELS 138 & 139 L. I. D. 22 - E. I. DE LAVEAGA It was moved by Member Wadsworth, seconded by Member Toland, and unanim~usly carried that the district pay the sum of $1015.00 for Parcels 138 and 139 of Local Improvement District No. 22 owned by Mr. E. I. de Laveaga. CONNECTION FEES SET BY BOARD. It was moved by Member Wadsworth, seconded by Member Smitten that the Board set the connection fee for Haines et al properties fronting on the State Highway in Lafayette in accordance with the Engineer's recommendation as follows: Carried Parcell Haines Parcel 2 Wolff Parcel 3 Wolff Parcel 4 Ream Parcel 5 Ide Parcel 6 Lematta Parcel 8 Rossi Parcel 9 Lombardi Parcel 10 Sun Valley by the following vote: Lumber $400.00 600.00 600.00 150.00 150.00 150.00 150.00 150.00 750.00 Ayes: Members Malott, Smitten, Wadsworth and Johnson. Toland passed. Noes: Members - None Absent; Memb7rs - None Connection Fee $425.00 for Norman A. Sondag property on Spring- Hill Road, adjacent to Parcel 15, LID 15. Member Connection Fee $427.00 for Service Station at Main and Lacassie, City of Walnut Creek. Connection Fee denied for Seventh Day Adventist Church School at the present time. Property is outside of the District. Connection Fee will be waived for the proposed Concord Hospital property located in the District, bounded on the west by the District Boundary and on the south by the Contra Costa Golf Club road, 15 acres, provided the hospital constructs the entire main extension to serve the property. 07 19 51 195 Connection Fee $283.00 for Laura A. Frock property for new house only on portion of Lot 12, Acalanes Road opposite Marianne Drive. LAS HUERTAS SEWER - RE FUTURE ASSESSMENTS In response to request by Mr. Huston, the Board instructed the Attorney to draft a letter to the property owners on Las Huertas Drive to the effect that if they installed their own sewer they would not be assessed for a future installation as long as tney had adequate sewer service; and to explain the situation to them regarding possible future assessment. SALARY RATES AND HOURS OF WORK It was moved by Member Wadsworth, seconded by Member Smitten and unanimously carried that the salaries applicable to the positions re- ferred to in the attached schedules herewith by reference made a part hereof be adopted effective August 1, 1951; that the hours of employ- ment applicable to the positions named be adopted in accordance with the schedule thereof attached hereto and by reference made a part hereof; that the salary applicable to the position of Sewer Inspector and Assistant Distriot Engineer be established at the rate of Eight Hundred Fifty Dollars and No Cents ($850.00) per month effective August 1, 1951. McPhee R-of-W Agent 525. 07 19 51. 196 HOURS OF WORK The hours of employment for each class of employee shall be as set by the District Engineer-Manager as required to effectively perform the duties of each position. These shall be generally as follows but may vary as emergencies or work conditions require: CLASS NORMAL WORK WEEK Clerks 35 hours per week Asst. Sec.-Ch. Clerk 35 hours per week Plant Operators 40 hours per week Asst. Dist. Engineer, Sewer Inspector, Right of Way Agent Plant Superintendent As required to perform duties All other Classes 40 hours per week SALARY - VICTOR W.SAUER OVERTIME AT Ii TIMES NORMAL RATE (After 8 hours in one (day or 40 hrs. in (one week. ( (Saturdays, Sundays & Holidays On emergency calls after work shifts only. None After 8 hours in one day and Saturdays, Sundays and Holidays. It was moved by Member Smitten, seconded by Member Toland and unanimously carried that Mr. Victor W. Sauer's salary shall be $850.00 per montp, effective August 1,1951. REVENUE FROM CONNECTION AND ANNEXATION FEES DEPOSIT TO RUNNING EXPENSE FUND It was moved by Member Wadsworth, seconded by Member Toland and unanimously carried that revenue received from Connection and Annexation fees be deposited to the Running Expense Fund effective July 1,1951. .;t'~/1 Zu.
