HomeMy WebLinkAboutBOARD MINUTES 02-04-60 :170 MINUTES OF A REGULAR MEETING OF THE DISTRICT BOARD CEN'IRAL cnITRA OOSTA SANITARY DISTRICT HELD FEBRUARY 4, 1960 The District Board of Central Contra Costa Sanitary District convened in a Regular Session at its regular place of meeting located at 1250 Springbrook Road, Walnut Creek, County of Contra Costa, State of California, on February 4, 1960, at 8:00 o'clock P.M. The meeting was called to order by President Fisher. '---'"' I. ROLL CALL PRESENT: Members: Mitchell, Salfingere and Fisher ABSENT: Members: Roemer and Spiegl Member Spiegl arrived at 8:05 o'clock P.M. Member Roemer arrived at 8:15 o'clock P.M. II. APPROVAL OF MINUTES The Minutes of the meeting of January 21,1960, were approved as presented. III. APPROVAL OF BILLS It was moved by Member Mitchell, seconded by Member Roemer, that the bills as audited by the Auditing Committee and as submitted by the District Manager-Engineer, be approved, reference being specifically made to Sewer Construction Vouchers Numbers 518 to 535, inclusive, and Running Expense Vouchers Numbers 4701 to 4856, inclusive. OLD BUSINESS CONTRACT FOR CONCORD SEWER SERVICE Mr. Horstkotte, District Manager-Bngineer, and Mr. Bohn, Counsel for the District, reviewed the contract changes as suggested by Members of the Board at the previous meeting and other changes as a result of a meeting with the City of Concord staff. Member Spiegl stated that the District should be protected against any claims for damage caused as a result of Concord sewers backing up and over- flowing by including a hold harmless clause in the Agreement. After discussion, it was moved by Member Spiegl, seconded by Member Salfingere, , that the President and Secretary be authorized to execute the Agreement to provide sewer service to the City of Concord, subject to the several changes presented and the inclusion of a clause holding the District harmless as a result of damage caused by the City of Concord sewers backing up and overflowing. PUTNAM 'It was moved by Member Spiegl, seconded by Member Salfingere, that the easement from Guy L. Putnam be accepted and its recording ordered. HILDEBRAND RB OVBRPLQtl DAMAGE TO HBR HOME Mr. Horstkotte, District Manager-Engineer, reported that Mrs. Hildebrand had been in the office and complained that the insurance adjuster had stated that her claim for damages had been denied. , Mr. Horstkotte reported that Mrs. Hildebrand had not filed a claim for the extent of the damage. It was moved by Member Spiegl, seconded by Member Roemer, that Mr. Bohn, Counsel for the District, write to Mrs. Hildebrand, informing her of the proper procedure to follow'in filing a claim with the District for referral to the District's insurance carrier. Carried by the following vote: AYES: NOES: ABSENT : Members: Mitchell, Roemer, Salfingere, Spiegl and Fisher Members: None Members: None ~ AUTHORIZATION FOR FINAL PAYMENT OF $80.100.98 LESS $3 ~ 000.00 TO VINNELL COMPANY AND U .P .K. FOR SCHEWLE I OF THE TRUNK SEWERS A. D-l, F & S CON'IRACI' Mr. Horstkotte, District Manager-Engineer, explained that there were several. minor items to be completed on Schedule I of Trunk Sewers A, D-l, F & S but which could not be done until the rainy season is over and $3,000.00 was sufficient to cover these items of work. It was moved by Member Mitchell, seconded by Member Salfingere, that $77,100.98 be paid to Vinnell Company and U.P.K. after the expiration of the lien period, for work on Schedule I of Trunk Sewers A, D-l, F & Sand ~hat $3,000.00 of the $80,100.98 due be retained until minor items are 02.04 60 172 completed after the rainy season. APPOINTING PHIlLIP SAUER PERMANENT INTERMIITENT (TEMPORARY) UTILITY MAN It was moved by Member Roemer, seconded by Member Mitchell, that Resolution No. 1208 be adopted. REPORTS DISTRICT MANAGER-ENGINBER PROGRESS OF CONSTRUCTICJIl PROJBCTS Mr. Horstkotte, District Manager-Engineer, reported that work on the Orinda Crossroads and Moraga Pumping Statiöns, Line J, and Line A was progressing as satisfactorily as the weather permits. MAINTENANCE DEPARTMENT WORK REPORT FOR 1959 Mr. Horstkotte reviewed the Maintenance Department report for work performed in 1959. INCORPORATION OF. DISTRICT SBW$SPBCIFICATIO~S IN THE STATE'S STANDARD SPECIFICATI~S Mr. Horstkotte reported that the State of California had incor- porated the District's sewer specifications in its standard specifica- tions . OFFICE WILDING HALL CARPETING ~ Mr. Horstkotte stated that he had contacted the Fa1loon floor covering firm regarding the hall carpet not holding up. He stated that Mr. Falloon brought a factory man to inspect the carpet and agreed that it was not holding up. They recommended a better grade of carpet be installed at a cost of $600.00 to the District after a charge of $150.00 for the use of the carpet presently in place. It was moved by Member Roemer, seconded by Member Spiegl, that $600.00 from Sewer Construction General Funds be authorized to replace the carpet in the District Office Building hall. Carried by the following vote: AYES: NOES: ABSENT: Members: Members: Members: Mitchell, Roemer, Salfingere, Spiegl and Fisher None None MEETINGS WITH PROPERTY CI'lNERS IN WATERSHEDS 24 and 27 Mr. Horstkotte reported that he was holding a meeting with property owners in the Watershed 27 area Wednesday, February 10, 1960, at 8:00 o'clock P.M., and with property owners in the Watershed 24 area Thursday, February 11,1960, at 8:00 o'clock P.M. (both at the District Office), relative to sewer plans for the areas. --.... VINYL TILE FLOOR IN DIGESTER SERVICE BUILDING Member Roemer stated that he had visited the Treatment Plant and he felt that the installation of a vinyl tile floor in the digester service building would be a justifiable improvement. 02 04 60 173 After discussion, it was suggested that vinyl tile be installed in a small area to the left of the entrance of the building for an experiment as to its practicability. COUNSEL FOR THE DISTRICT APPOINTMENTS OF PRESIDENT PRO TEN AND SECRETARY PRO TEN ~ Mr. Bohn, Counsel for the District, mentioned that he was considering presenting a Resolution,after further checking, regarding the appointment of a President Pro Tem and Secretary Pro Tem in emergency situations. . , J VIII .
