HomeMy WebLinkAboutBOARD MINUTES 07-02-59 108 MINUTES OF A REGULAR MEETING OF THE DISTRICT BOARD CENTRAL CONTRA COSTA SANITARY DISTRICT HELD JULY 2,1959 The District Board of Central Contra Costa Sanitary District convened in a Regular Session at its regular place of meeting located at 1250 Spring- brook Road, Walnut Creek, County of Contra Costa, State of California, on July 2,1959, at 8:00 o'clock P.M. The meeting was called to order by President Fisher. ~....... I. ROLL CALL PRESENT: ABSENT: Members: Member: Mitchell, Roemer, Sa1fingere and Fisher Spieg1 Member Spieg1 arrived at 8:10 o'clock P.M. II. APPROVAL OF MINUTES The Minutes of the meeting of June 18, 1959, were approved as presented. III. APPROVAL OF BIlLS It was moved by Member Mitchell, seconded by Member Roemer, that the bills as audited by the Auditing Committee and as submitted by the Distric~ Manager-Engineer be approved, reference being specifically made to Sewer Construction Vouchers Numbers 389 to 403, inclusive, and Running Expense Vouchers Numbers 3640 to 3798, inclusive. Carried by the following vote: AYES: NOES: ABSENT: Members: Mitchell, Roemer, Sa1fingere, Spiegl and Fisher Members: None Members: None ........ IV. HEARINGS None. V. OLD BUSINESS COONECTION AND SERVICE CHARGE ORDINANCE Mr. Bohn, Counsel for the District, suggested that, in view of the previous discussions on the connection and service charge Ordinance, he prepare two Ordinances; one which would amend the present connection charge Ordinance relative to the various charges, etc., and a new service charge Ordinance which would include, for consideration, all the alternatives that have been suggested. Member Spieg1 suggested that the proposed Ordinances be delivered to the Board Members 24 to 48 hours prior to the next meeting for review. Continued to July 16,1959. SECONDARY TRUNK CHARGE FOR BEVERLY SUBDIVISION (SHAMROCK GLEN) Mr. Horstkotte, District Manager-Engineer, presented a memorandum to the District Board relative to Watershed 24 which recommended a secondary trunk charge of $122.85 per acre for the Beverly Subdivision. ~ After discussion of the probable development of the area and the recovery of sufficient funds to complete the secondary trunk for Watershed 24, it was moved by Member Roemer, seconded by Member Mitchell, that $122.85 per acre be charged to Beverly Subdivision (Shamrock Glen) for secondary trunk sewers along with their relinquishing their rebate rights under Ordinance 25 to the District and further that other mains within the Subdivision be relocated to conform with the recommendations of the District Engineer for the purpose of allowing future additional connections. / Additional development of the line will be under Ordinance 25 at an equivalent value of not less than $250.00 per acre. NEW BUSINESS 1959-60 BUDGET Mr. Horstkotte, District Manager-Engineer, stated that the final summary.of,the Budget as approved was not ready. Continued to July 16,1959. . . Mr. Horstkotte expressed the appreciation of the District employees for the action of the District Board in considering the Bœp10yees' Association and District staff studies and recommendations in establishing the salary schedules for 1959-60. ~ CHANGE ORDER, $13.500.00. FOR TRUNK SEWERS D-16. K-3a & F.-3 \ j Mr. Horstkotte, District Manager-Engineer, explained the additional work required to be done by Valley Engineers, Inc. on Trunk Sewers D-16, K-3a & R-3, and recommended the payment of $13,500.<;>0 from Sewer Construc~ tion Bond Funds to cover the cost of the work. It was moved by Member Roemer, seconded by Member Sa1fingere, that Valley Engineers, Inc. be paid $13,500.00 from Sewer Construction Bond Funds for extra work required on Trunk Sewers D-16, K-3a & R-3.Carried by the following vote: AYES: NOES: ABSENT: Members: Mitchell, Roemer, Sa1fingere, Spieg1 and Fisher Members: None Members: None BAST BAY MUNICIPAL UTILITY DISTRICT CONDITIONAL SERVICE AGRB.EM.ENT FOR WATER SERVICE AT THE MORAGA PUMPING STATION ~ . Mr. Horstkotte, District Manager-Engineer, explained that the agreement provided for the District to extend a two-inch line at District expense to obtain water service from the East Bay Municipal Utility District at the Moraga Pumping Station at the present time plus the cost of meter installa- tion. The agreement provided for the District's paying its share of the cost ~en the permanent insta11atio~ is made. It was moved by Member Roemer, seconded by Member Mitchell, that the President and Secretary be authorized to execute the agreement with the East Bay Municipal Utility District for water service at the Moraga Pumping Station. Members: Mitchell, Roemer, Salfingere, Spieg1 and Fisher NOES: Members: None ABSENT: Members: None . . , , AGREEMENT WIm mE COUNTY OF CONTRA COSTA FOR AN BASEMEN'J' ON A PORTION OF mE SACRAMENTO NORmBRN RAILWAY RIGHT OP WAY Mr. Horstkotte, District Manager-Engineer, explained that the County was negotiating for a portion of the Sacramento Northern Railway right of 07 02 59 1.1,0 way, part of which was to be used by the District for sewer installation; the District to pay 25S of the cost on that portion to be used by the District. . . It was .oved by Me.ber Spiegl, seconded by Me.ber Salfingere, that the President and Secretary be authorized to execute the agree8ent with the County of Contra Costa in which the District agrees to pa, ass of the cost of that portion of the Sacrameato Northern Railwa., right of wa., to be acquired by the County in which the District has no prior easement and 1IIhich is to be used by the District for sewer installation.
