HomeMy WebLinkAboutBOARD MINUTES 03-04-71 60 MINUTES OF A REGULAR MEETING OF THE DISTRICT BOARD CENTRAL CONTRA COSTA SANITARY DISTRICT HELD MARCH 4, 1971 The District Board of Central Contra Costa Sanitary District convened in a Regular Session at its regular place of meeting located at 1250 Spring- brook Road, Walnut Creek, County of Contra Costa, State of California, on March 4, 1971, at 8:00 o'clock P.M. The meeting was called to order by President Gibbs. I. ROLL CALL PRESENT: Members: Boneysteele, Rustigian, Mitchell, Allan and Gibbs ABSENT: Members: None II. APPROVAL OF MINUTES It was moved by Member Rustigian, seconded by Member Allan, that the Minutes of the meeting of February 25, 1971, be approved after making the following change: Under "VII. read as follows: NEW BUSINESS, JOINT BUILDING SEWERS", the Motion shall "After further discussion concerning what responsibility the District should assume in this matter, it was moved by Member Boneysteele, seconded by Member Rustigian, that the staff be directed to rewrite the rough draft to make subparagraph "d" consistent with subparagraph "c", thus providing for combined sewers. APPROVAL OF EXPENDITURES It was moved by Member Mitchell, seconded by Member Boneysteele, that the expenditures, as reviewed by the Expenditure Committee and as submitted by the General Manager-Chief Engineer, be approved, reference being specifi- cally made to Sewer Construction Vouchers Numbers 977 to 994, inclusive, Running Expense Vouchers Numbers 12388 to 12510, inclusive, Payroll Vouchers Numbers 99 to 196, inclusive, and LID 50 Construction Fund Vouchers Numbers 110, 111 and 112. NEW BUSINESS ACCEPTANCE OF EASEMENT FROM JOSEPHINE MANSUETO, PARCEL 1, JOB P-1975 It was moved by Member Allan, seconded by Member Rustigian, that easement from Josephine Mansueto be accepted and its recording ordered. Carried by the following vote: AYES: NOES: ABSENT: Members: Members: Members: Boneysteele, Rustigian, Mitchell, Allan and Gibbs None None AUTHORIZATIONS FOR ADDITIONAL FUNDS FOR VARIOUS DISTRICT PROJECTS After an explanation from Mr. Horstkotte, General Manager-Chief Engineer, it was moved by Member Mitchell, seconded by Member Rustigian, that the fol- lowing authorizations from Sewer Construction funds be approved: Chlorine Equipment at the Treatment Plant District Expense, Watershed 11 District Expense, Watershed 23 District Expense, Watershed 33 North $ 721.10 1,000.00 1,000.00 5,000.00 Carried by the following vote: AYES: NOES: ABSENT: Members: Members: Members: Boneysteele, Rustigian, Mitchell, Allan and Gibbs None None CLAIM OF MRS. MARGARET NICHOLS, $220.00 Mr. Horstkotte, General Manager-Chief Engineer, explained that the claim of Mrs. Margaret Nichols was the result of an inaccuracy in old District records which indicated sewer connection could be made at a certain location, and Mrs. Nichols incurred additional installation costs when it was found that connection could not be made at that location. It was moved by Member Rustigian, seconded by Member Mitchell, that Mrs. Margaret Nichols be reimbursed in the amount of $220.00 for additional instal- lation costs incurred for the sewer connection for property at 311 Twinview Drive, Pleasant Hill. Carried by the following vote: AYES: NOES: ABSENT: Members: Members: Members: Boneysteele, Rustigian, Mitchell, Allan and Gibbs None None SEWER SYSTEM IMPROVEMENTS Mr. Horstkotte, General Manager-Chief Engineer, explained that he wanted to advise the Board Members of certain deficiency corrections which must be made at various locations in the District and that plans are now in the making. In response to Board Members' questions, he described on the blackboard the terms "poor hydraulics" and "poor junctions". General discussion followed. REQUEST OF ORINDA/MORAGA DISPOSAL SERVICE FOR CONSIDERATION OF A RATE INCREASE At the suggestion of Mr. Horstkotte, General Manager-Chief Engipeer, Board Members acknowledged receipt of the request of the Orinda/Moraga Disposal Ser- vice for consideration of a garbage rate increase, and directed staff to obtain factual information and present its recommendation supported by its reasons therefor. RESOLUTION NO. 3035, A RESOLUTION ORDERING THE ANNEXATION OF TERRITORY CONTAINED IN DISTRICT ANNEXATION 23 TO THE CENTRAL CONTRA COSTA SANITARY DISTRICT After an explanation from Mr. Horstkotte, General Manager-Chief Engineer, it was moved by Member Allan, seconded by Member Rustigian, that Resolution No. 3035 be adopted. Carried by the following vote: AYES: NOES: ABSENT: Members: Members: Members: Boneysteele, Rustigian, Mitchell, Allan and Gibbs None None 03 04 '71 bZ RESOLUTION NO. 3036, A RESOLUTION INITIATING ANNEXATION PROCEEDINGS, DISTRICT ANNEXATION 32 It was moved by Member Mitchell, seconded by Member Allan, that Resolution No. 3036 be adopted. Carried by the following vote: AYES: NOES: ABSENT: Members: Members: Members: Boneysteele, Rustigian, Mitchell, Allan and Gibbs None None MATTERS FROM THE FLOOR LEAL SEWER CONNECTION Member Boneysteele referred to the rebate payment made to Messrs. Bottoms and Cassidy for the Laurel Lane sewer, and asked if H. Leal had paid his fees. Mr. Horstkotte and Mr. Bohn, Counsel for the District, stated a report will be made on the Leal connection at the next meeting. PUBLICITY RE WATER RENOVATION PROJECT Member Boneysteele reported seeing an article in the Engineering News Record regarding the water renovation project. Board Members and staff discussed publicity on the project. Mr. Horstkotte reported he has been invited to address a conference at the University of California at Los Angeles later this month on a general dis- cussion of water reclamation. LIST President Gibbs asked that a new list of Board Members' and staff's names and addresses be prepared. PIPE Mr. Horstkotte informed Member Mitchell that the pipe he had asked about a couple of meetings ago was Acrylonitrile Butadiene Styrene. VIII. REPORTS COMMITTEES None. GENERAL MANAGER-CHIEF ENGINEER VISIT TO ADVANCED WASTEWATER TREATMENT INSTALLATIONS Mr. Horstkotte, General Manager-Chief Engineer, requested authorization for himself and Mr. Niles, Superintendent of Plant Operations, to visit certain wastewater treatment installations in England, Europe and South Africa. He described the various processes in use in these installations, and stated a firsthand knowledge of these would be most advantageous to the District for operational reasons as well as for potential cost savings in the enlargement of the Treatment Plant. After lengthy discussion, it was moved by Member Boneysteele, seconded by Member Mitchell, that Mr. Horstkotte, General Manager-Chief Engineer, and Mr. Niles, Superintendent of Plant Operations, visit wastewater treatment in- stallations in England, Switzerland and South Africa, and that costs, estimated to be $8,000.00, be authorized from Sewer Construction funds; Mr. Horstkotte and Mr. Niles to keep a record of their expenses. Carried by the following vote: AYES: NOES: ABSENT: Membe rs : Members: Members: Boneysteele, Rustigian, Mitchell, Allan and Gibbs None None 03. 04 71 oj MARTINEZ PUMPING STATIONS Mr. Horstkotte reported that tests will be made on the equipment for the Martinez pumping stations at Leavenworth, Kansas, on AprilS and 6, 1971, and that the stations will not be in operation until August 1, 1971. COUNSEL FOR THE DISTRICT PROPOSED ORDINANCE RELATING TO JOINT SEWER USE Mr. Bohn, Counsel for the District, introduced and read a proposed Ordinance relating to Joint sewer use, which was as follows: "ORDINANCE 74 "BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT, as follows: "Sec. 8-102, of Article 1, of Chapter 8 of the Central Contra Costa Sanitary District Code is hereby amended to read: 'Sec. 8-102. (2) The land is not capable of further division. (3) The sewer can serve only the one parcel and is not needed for ex- tension of service to other properties.' "Sec. 8-103, of Article 1, of Chapter 8 of the Central Contra Costa Sani- tary District Code is hereby amended to read: 'Sec. 8-103. (2) Minimum sizes and grades shall be those established for side sewers (Section 22-03 B) in the District Standard Specifications or by the Uniform Building Code, whichever requires the larger diameter pipe. (3) Grade cleanouts with risers may be installed according to District side sewer standards unless the Engineer requires manholes or rodding inlets for special circumstances. 03 04 71 04 (4) In multi-story buildings or multi-unit condominium buildings, the sewer from each separate ownership shall be designed and installed in accordance with the Uniform Building Code and the operation and maintenance of such col- lection systems within the building shall be the responsibility of the entity created to represent the served owners, or the owner." Board Members requested that copies of the proposed Ordinance be sent to them. Continued. IX.
