HomeMy WebLinkAboutBOARD MINUTES 10-15-70 14 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE DISTRICT BOARD CENTRAL CONTRA COSTA SANITARY DISTRICT HELD OCTOBER 15, 1970 The District Board of Central Contra Costa Sanitary District convened in an Adjourned Regular Session at its regular place of meeting located at 1250 Springbrook Road, Walnut Creek, County of Contra Costa, State of Calif- ornia, on October 15, 1970, at 8:00 o'clock P.M. The meeting was called to order by President Gibbs. I. ROLL CALL PRESENT: Members: Boneysteele, Mitchell, Allan and Gibbs ABSENT: Member: Rustigian II. APPROVAL OF MINUTES The Minutes of the meeting of October 8, 1970, were continued to the meeting of November 5, 1970. III. APPROVAL OF EXPENDITURES None. IV. HEARINGS None. V. BIDS None. VI. OLD BUSINESS BECHTEL CORPORATION REPORT Representatives of Bechtel Corporation were present, and Mr. Clark Weddle reported on the present status of the pilot facility for the water renovation program. He stated there would be a tour of the facility the first part of December. VII. NEW BUSINESS SEWER CONSTRUCTION AUTHORIZATIONS After an explanation from Mr. Horstkotte, General Manager-Chief Engineer, it was moved by Member Mitchell, seconded by Member Allan, that the following authorizations from Sewer Construction funds be approved: District Expense, District Sewering Project 1916, Livorna Road, $3,000.00, Two Gas Booster Blowers at the Treatment Plant, $336.98, Watershed llA, $750.00, and Water- shed 23 North, $1,500.00. Carried by the following vote: AYES: . Members: NOES: Members: ABSENT: Member: Boneysteele, Mitchell, Allan and Gibbs None Rustigian Request for Sewer Construction authorization for District Expense, District Sewering Project 1926, Acacia Pumping Station, $3,500.00, continued to November 5, 1970. Hold for Executive Session. 10 15 70 15 RESOLUTION NO. 3014. A RESOLUTION AUTHORIZING DETACHMENT OF FIVE PARCELS FROM THE CENTRAL CONTRA COSTA SANITARY DISTRICT After an explanation from Mr. Horstkotte, General Manager-Chief Engineer, and review of a map indicating the parcels to be detached, it was moved by Member Mitchell, seconded by Member Allan, that Resolution No. 3014 be adopted. Carried by the following vote: AYES: NOES: ABSENT: Members: Members: Member: Boneysteele, Mitchell, Allan and Gibbs None Rustigian ACCEPTANCE OF EASEMENTS It was moved by Member Boneysteele, seconded by Member Allan, that easements from San Francisco Bay Area Rapid Transit District, D.S.P. 1376, Frederick Wooten, L.I.D. 52-7, Parcel 7, Louis D. Scott and Gordon H. Ball, Job 1656, Parcels 1 and 2, David W. Berkey, et al, Job 1893, Parcell, and Sheldon C. Cook, Job 1943, Parcell, be accepted and their recording ordered. Carried by the following vote: AYES: NOES: ABSENT: Members: Members: Member: Boneysteele, Mitchell, Allan and Gibbs None Rustigian MATTERS FROM THE FLOOR CALIFORNIA SANITARY & SANITATION DISTRICTS ASSOCIATION EXECUTIVE COMMITTEE MEETING. NEWPORT BEACH Member Allan reported on the Executive Committee meeting of the California Sanitary & Sanitation Districts Association in Newport Beach on October 3, 1970, which he attended. He stated the Legislative Committee was composed of laymen and was requesting assistance from the attorneys of the various Districts in legis- lative matters affecting the Association members. After discussion, it was moved by Member Boneysteele, seconded by Member Allan, that Mr. Bohn, Counsel for the District, be authorized to participate to the extent that Mr. Bohn deems appropriate. Carried by the following vote: AYES: NOES: ABSENT: Members: Members: Member: Boneysteele, Mitchell, Allan and Gibbs None Rustigian Letter to the Attorneys Committee to be signed by President Gibbs. Member Allan stated the 1971 Work Conference has been set for late July in Monterey. He reported that literature pertaining to Proposition One, the Clean Water Bond Act, is being sent to Members of the Association. Mr. Horstkotte, General Manager-Chief Engineer, explained how the passage of Proposition One would affect District finances. Member Allan reported the Association was planning a program for Workmen's Compensation Insurance for Member Districts and is going to sponsor a safety contest. ARTICLE Member Boneysteele referred to an article by Dr. Porter, of Bechtel Corporation, which appeared in the Municipal Water Works Association Journal. VIII. REPORTS. COMMITTEES None. 10 15 70 ---.---.-----------------------..---.--.---------- ------- 10 GENERAL MANAGER-CHIEF ENGINEER ODORS IN LINES Mr. Horstkotte, General Manager-Chief Engineer, reported there is volatile material in certain lines and explained it is a very difficult problem in main- tenance to track down odors. Mr. Hinkson, Superintendent of Field Operations, indicated on a map the various check points and investigation areas, and stated Gulf and Shell Oil and the Fire Department have been making tests. PUBLIC ADDRESS SYSTEM FOR BOARD ROOM Mr. Horstkotte stated he had made a determination on the matter of the Public Address system for the Board Room, and the cost would be about $250.00. PROPOSITION ONE DISCUSSION Mr. Horstkotte reported that on Friday, October 9, he was on station KCBS, and discussed the effect of the passage of Proposition One on Districts such as this. MARTINEZ PUMPING STATIONS Mr. Horstkotte reported that he and Mr. Bohn, Counsel for the District, had met with Mr. Castle of Engineering Installations, and some definitive information and possibly a schedule should be forthcoming by October 21, 1970, for delivery of the Martinez pumping stations equipment. LETTERS Mr. Horstkotte stated the District has received a number of nice letters from people thanking us for showing them around the Treatment Plant and also letters commending the Maintenance Department for its assistance in overflow problems. LOCAL IMPROVEMENT DISTRICT NO. 50 ASSESSMENTS Mr. Horstkotte and Board Members discussed various aspects of the basis of assessment for Local Improvement District No. 50. COUNSEL FOR THE DISTRICT LETTER TO THE ATTORNEYS COMMITTEE, CALIFORNIA SANITARY & SANITATION DISTRICTS ASSOCIATION Mr. Bohn, Counsel for the District, presented a revision of the letter to be sent to The Attorneys Committee, California Sanitary & Sanitation Districts Association.
