HomeMy WebLinkAboutBOARD MINUTES 10-08-70 11 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE DISTRICT BOARD CENTRAL CONTRA COSTA SANITARY DISTRICT HELD OCTOBER 8t 1970 The District Board of Central Contra Costa Sanitary District convened in an Adjourned Regular Session at its regular place of meeting located at 1250 Springbrook Roadt Walnut Creekt County of Contra Costat State of California, on October 8, 1970, at 8:00 o'clock P.M. The meeting was called to order by President Gibbs. I. ROLL CALL PRESENT: Members: Boneysteele, Rustigian, Mitchellt Allan and Gibbs ABSENT: Members: None II. APPROVAL OF MINUTES The Minutes of the meeting of October 1, 1970t were approved as presented. III. APPROVAL OF EXPENDITURES None. IV. HEARINGS None. V. BIDS DISTRICT SEWERING PROJECT 1916, LIVORNA ROAD Bids for District Sewering Project 19l6t Livorna Road, opened at 2:00 o'clock P.M. this day, were presented as follows: l. 2. 3. 4. 5. Aldrich Construction Company $8,230.00 8t595.00 9,747.50 9,825.00 9,845.00 Upon the recommendation of Mr. Horstkotte, General Manager-Chief Engineer, it was moved by Member Mitchellt seconded by Member Rustigian, that the contract for District Sewering Project 19l6t Livorna Road, be awarded to Jardin & Jardin on their low bid. OLD BUSINESS BASIS OF ASSESSMENTt LOCAL IMPROVEMENT DISTRICT NO. 50 Mr. Horstkottet General Manager-Chief Engineer, discussed with the Board Members the basis of assessment for Local Improvement District No. 50. Mr. Bohn, Counsel for the Districtt and Mr. Lastert representing Mr. Wilsont Counsel for Local Improvement District No. 50, explained various zoning regulations. Continued. 10 08 70 12 VII. NEW BUSINESS REQUESTS FOR PAYMENT OF PLUMBING BILLS Mr. Horstkottet General Manager-Chief Engineert explained that both plumbing bills were the result of stoppages, and recommended payment. Mrs. J. Cardinalli It was moved by Member Rustigian, seconded by Member Allan, that payment of the plumbing bill of Mrs. J. Cardinal Ii in the amount of $35.00 be made following receipt of signed Release in Full Settlement and Compromise. Carried by the following vote: AYES: NOES: ABSENT: Members: Members: Members: Mr. Jack L. Jones Boneystee1e, Rustigian, Mitchell, Allan and Gibbs None None It was moved by Member Rustigian, seconded by Member Allan, that payment of the plumbing bill of Mr. Jack L. Jones in the amount of $29.75 be made following receipt of signed Release in Full Settlement and Compromise. Carried by the following vote: AYES: NOES: ABSENT: Members: Members: Members: Boneysteelet Rustigiant Mitchell, Allan and Gibbs None None ACCEPTANCE OF EASEMENT AND BILL OF SALE TRANSFERRING BUCHANAN FIELD SEWERAGE FACILITIES FROM CONTRA COSTA COUNTY TO THE DISTRICT After staff explanation, it was moved by Member Allan, seconded by Member Mitchellt that the Easement and Bill of Sale from the County of Contra Costa be accepted and its recording ordered, subject to review by Mr. Bohn, Counsel for the District. Carried by the following vote: AYES: NOES: ABSENT: Members: Members: Members: Boneysteele, Rustigian, Mitchell, Allan and Gibbs None None ACCEPTANCE OF STATE DIRECTOR'S DEED FOR PURCHASE OF 0.387 OF AN ACRE OF EXCESS LAND Mr. Horstkotte, General Manager-Chief Engineer, described the location of the property, and stated the Board had approved its purchase for $25.00 on May 7, 1970. It was moved by Member Boneysteele, seconded by Member Rustigian, that the State Director's Deed for 0.387 of an acre of excess land be accepted and its recording ordered. Carried by the following vote: AYES: NOES: ABSENT: Members: Members: Members: Boneysteele, Rustigian, Mitchell, Allan and Gibbs None None AUTHORIZATION FOR EXPENSES FOR ROBERT HINKSON'S ATTENDANCE AT CALIFORNIA WATER POLLUTION CONTROL ASSOCIATION REGIONAL CONFERENCE IN STOCKTON After an explanation from Mr. Horstkottet it was moved by Member Boneysteele, seconded by Member Rustigian, that expenses in the amount of $30.00 for one day, plus $15.00 registration fee and transportationt be authorized for Robert Hinkson's attendance at the California Water Pollution Control Association regional conference in Stockton October 2 and 3t 1970. Carried by the following vote: AYES: NOES: ABSENT: 10 08 Members: Members: Members: 70 Boneysteelet Rustigiant Mitchell, Allan and Gibbs None None u MATTERS FROM THE FLOOR SPEAKER SYSTEM Member Rustigian suggested there be a speaker system installed in the Board Room. Member Allan pointed out the merits of a package system now being used by the State. Mr. Horstkotte stated he would explore the matter and report to the Board. PERSONNEL RECRUITMENT In response to Member Boneystee1e's question, Mr. Horstkotte stated a number of applications have been received for the positions of Civil Engineer and Administrative Assistant. He further stated the staff and Personnel Committee would review the applications and submit those of qualified candidates to the Board at a later date. VIII. REPORTS COMMITTEES None. GENERAL MANAGER-CHIEF ENGINEER ACCEPTANCE OF EASEMENT Mr. Horstkotte, General Manager-Chief Engineer, presented an easement from Marchant Development Co., Inc. for a change of line location in Job l497t Parcel 4, being granted at no cost to the District. It was moved by Member Mitchellt seconded by Member Rustigian, that the easement from Marchant Development Co., Inc., Job 1497, Parcel 4, be accepted and its recording ordered. Carried by the following vote: AYES: NOES: ABSENT: Members: Members: Members: Boneysteelet Rustigiant Mitchellt Allan and Gibbs None None MARTINEZ PUMPING STATIONS Mr. Horstkotte and Mr. Bohn, Counsel for the Districtt reported on the present status of the delivery of the Martinez pumping stations equipment and stated some progress has been made. COUNSEL FOR THE DISTRICT None. IX.
