MEETING OF AN ADJOURNED MEETING
OF THE DISTRICT BOARD OF THE CENTRAL CONTRA COSTA
SANITARY DISTRICT HELD ON AUGUST 1,1981
The District Board of the Central Contra Costa Sanitary District
convened in an adjourned regular District Board Meeting at the Treatment
Plant Training Room on Imhoff Road, (Pacheco Area), Martinez, County of
Contra Costa, State of California, on Saturday, August 1, 1981 at 10:08 a.m.
President Campbell called the meeting to order and requested Mr. Jay
McCoy, Acting Secretary to call roll.

MINUTES OF THE MEETING OF JUNE 4, 1981
After discussion, it was moved by Member Carlson, seconded by Member
Stanley, that the minutes of May 28, 1981 and June 4, 1981 be approved
as presented. Motion was unanimously approved.
Mr. Dolan, General Manager-Chief Engineer (GM-CE), introduced to
the Board Mr. Paul Morsen, the new Administrative Department Head.
III.
ADMINISTRATIVE
.1.
REVIEW AND DISCUSSION OF CAPITAL PROJECTS
Mr. John Larson, Special Projects Engineering Division Manager, presented
an overview of the Solid Waste to Energy Project and outlined three options.
Mr. Dolan, GM-CE, discussed the involvement of Contra Costa County, Acme
Fill Corporation and Solid Waste Management Board in the project. Board
discussion followed. The Board will be kept advised of the status of the
project through reports at future meetings.
At 10:55 a.m., President Campbell declared a closed session to discuss
personnel related matters.
At 11:50 a.m., President Campbell concluded the closed session and
reconvened the meeting into regular session.
Mr. Jay McCoy, Collection System Engineering and Services Division
Manager, presented Phas.e I of the Capital Expenditure Pl an. Board members
commented and asked questions regarding the plan. Future phases of the
Plan will be discussed at subsequent Board meetings.
Dr. Clark Weddle, Deputy Chief Engineer, distributed the Construction
Divisionis Activity Report for the month of July.
Mr. Jarred Miyamoto-Mills, Associate Engineer, presented a status report
on the Biological Phosphorus Removal Pilot Study. The report included the
objectives of the study, the operation of the Pilot Plant and future
scheduled activities. Mr. Miyamoto-Mills then answered questions posed by the
Boa rd.
Mr. Dolan, GM-CE, addressed the Board with respect to the Treatment
Pl ant tour.

REVIEW AND DISCUSS PLANT RELATED LITIGATION AND POTENTIAL LITIGATION
MATTERS IN CLOSED SESSION, (INCLUDING TOUR OF VARIOUS AREAS OF THE PLANT)
President Campbell declared a closed session at 12:27 p.m., to discuss
Plant related litigation matters. At 1:39 p.m., President Campbell concluded
the closed session and reconvened the meeting into regular session.
