HomeMy WebLinkAboutBOARD MINUTES 06-14-79 1535 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE DISTRICT BOARD OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT HELD JUNE 14, 1979 The District Board of the Central Contra Costa Sanitary District convened in an Adjourned Regular Session at its regular place of meeting, 1250 Springbrook Road, Walnut Creek, County of Contra Costa, State of California, on June 14, 1979, at 7:30 P.M. President Carlson requested the Secretary to call the roll. I. ROLL CALL PRESENT: ABSENT: Members: Members: Stanley, Boneysteele, Allan, Campbell and Carlson None II. APPROVAL OF MINUTES 1. MINUTES OF THE MEETING OF MAY 17, 1979 After comments and discussion, it was moved by Member Campbell, seconded by Member Allan, that the minutes of the Meeting of May 17, 1979, be approved with the following corrections: Under "VI. OLD BUSINESS, 1. PRESENTATION BY BROKER RISK MANAGEMENT PLAN", in the fifth paragraph, last sentence, change to read as follows: "Mr. Carniato replied that although there is an exposure to lawsuits, there is minimal exposure to liability." Under "VIII. REPORTS, 2. COUNSEL FOR THE DISTRICT, ITEM c. II paragraph, change statement following "California Environmental Quality Act; from "that an amount to exceed" to read "that an amount not to exceed II . Under "VIII. REPORTS, 1. GENERAL MANAGER-CHIEF ENGINEER, Item (b) in the paragraph, change the sentence to read "Thirty-one miles of sewer pipe were cleaned and 4 miles inspected by television." Under "VIII. REPORTS, 1. GENERAL MANAGER-CHIEF ENGINEER, PLANT OPERATIONS, Items b. & c.: Item b., revise the second and third sentences to read as follows:" "Mr. DeVito proposed a joint meeting of two Board of Directors (CCCWD and CCCSD) to try to resolve the many issues that exist between the two agencies. Mr. Dolan suggested to Mr. DeVito that he write a letter to Central San proposing interim solutions to some immediate issues, particularly in regard to the power supply, P.G. & E. Sub- Agreement, and question of ownership of the backwash facil ity." Item c., revise first paragraph, second sentence to read as follows: "It mi ght be appropri ate if the pub 1 i c were made aware of some of the District's Budget process." Motion was unanimously approved. 06 14 79 1536 III. APPROVAL OF EXPENDITURES None. IV. HEARINGS None. V. BIDS None. VI. OLD BUSINESS 1. APPROVAL OF 1979-80 O&M BUDGET ITEMS Mr. Dolan, General Manager-Chief Engineer (GM-CE), made comments regarding the proposed 1979-80 Operations and Maintenance Budget and explained the bar chart on page 3 of the analysis presented to the Board. After discussion, the Board expressed concern regarding the wide variance between the labor budget for last year and the proposed labor budget for the coming fiscal year. Mr. Dolan, GM-CE, then referred to a table summarizing major items of the District1s Budget. The Board voiced several questions concerning actual labor cost figures for 1978-79 vs. budgeted figures for 1979-80. Mr. Dolan explained that one reason for the apparent increase is the District's practice of budgeting for 100 percent occupancy of positions even though we can normally expect some vacancy. Also labor costs applied to capital projects (recoveries) had been deducted from FY 78/79 labor costs but not from FY 79/80 figures. It was the consensus of the Board that may of the budgetary complications were largely due to the transition period of plant startup, staff reorganization and initiation of new accournting procedures. They expressed concern over the increase in the proposed labor budget and that it does not included a staff vacancy factor. Afte explanation of the labor budget, the Board suggested that staff make adustments and clarifications, apply a position vacancy factor, show salary recovery from capital funds and recompute the pro- jected labor costs. 2. REVIEW OF LITIGATION MATTERS (IN EXECUTIVE SESSION) Mr. Carniato, Counsel for the District, indicated that in addition to litigation matters, he had a personnel matter to take up in executive session. At 9:17 P.M., President Carlson declared an executive session to discuss litigation and personnel matters. At 10:55 P.M., President Carlson reconvened the meeting. As a result of the executive session, it was moved by Member Stanley, seconded by Member Allan, that Item 3 of the memorandum to Roy Johnson, Shift Supervisor, Plant Operations Department, be modified to reduce his classification from Shift Supervisor to Operator III effective immediately, that a period of reevaluation of his work in that position will proceed through September 15, 1979 and his future status with the District will be determined at that time. Motion was unanimously approved. 06 14 79 1537 VI I. NEW BUSINESS None. VIII. REPORTS 1. GENERAL MANAGER-CHIEF ENGINEER Mr. Dolan presented copies of a letter from Mr. DeVito, Manager, Contra Costa County Water District. Discustion followed concerning the letter and issues between the two Districts. 2. COUNSEL FOR THE DISTRICT None. 3. SECRETARY None. 4. COMMITTEES None. IX. MATTERS FROM THE FLOOR a. Member Boneysteele stated that he had received a leaflet inidcating that the Argonne National Committee was sponsoring a conference on energy conservation in relation to waste treatment and asked if anyone was interested. Mr. Dolan, GM-CE, said that he was aware of this conference and felt that the District cound not justify attendance because of the present work load. b. Member Allan noted that the EPA was considering changing the ocean discharge requirements in a manner that would exempt large Districts having ocean deep water outfalls. Discussion followed. c. Member Boneysteele suggested that the Board take some action acknowledging Senator John A. Nejedly's complete recovery from recent heart surgery. After discussion, it was moved by Member Boneysteele, seconded by Member Allan, that a resolution acknowledging Senator John A. Nejedley's complete recovery from heart surgery be adopted.
