HomeMy WebLinkAboutBOARD MINUTES 09-27-88 160- MINUTES OF THE ADJ ŒJRNED REGULAR BOARD MEETING OF THE DISTRICT BOARD OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT HELD ON SEPTEMBER 27,1988 The District Board of the Central Contra Costa Sanitary District convened in an adjourn~d regular 'meeting at its regular place of meeting, 5019 Imhoff Place, Martinez, County of Contra Costa, State of California, at 3:03 p.m. on September 27,1988. In the absence of President Rainey, President Pro Tem Boneysteele called the meeting to order and requested that the Secretary call roll. I. Ra..L CALL PRESENT: Members: Dalton, Clausen, Boneysteele ABSENT: Members: Carl son, Rainey President Rainey had previously advised staff that she was unable to attend this meeting and requested that she be excused. Member Carlson entered the meeting at the hour of 3:10 p.m. II. PUBLIC COMMENTS None III. TREATMENT PLANT 1. BOARD WORKSHOP ON SQIDS HANDLING AND DISPOSAL Mr. Roger J. Dolan, General Manager-Chief Engineer, welcomed the Board of Directors to the third in a series of three workshops on the plant flow and process. The first two workshops dealt with regulatory standards and compl i ance, and the pl ant hydraul ic flow, processes, and equipment. This workshop will cover solids handling and disposal. - Mr. Dolan introduced Mr. Charles Batts, Plant Operations Department Manager. Mr. Batts introduced Mr. William Brennan, Plant Operations Division Manager, and Mr. Garth Williams, Control Engineer, who were present to answer questions during the course of the workshop and tour. Mr. Batts stated that the objective of the workshop is to familiarize the Board with the solids handling process, the key equipment, areas of future concerns, and possible capital projects. Mr. Batts briefly touched on the regul ations and concerns of the Env i ronmental Protection Agency with regard to incineration of sl udge. While Central San is somewhat unique, there are 189 other plants around the country th-at incinerate sl udge. These pl ants produce approximately 20 percent of the sludge generated by publicly owned treatment works. Member Carlson entered the meeting at the hour of 3:10 p.m. Mr. Batts highlighted the secondary treatment process describing the dissol ved ai r flotation process, the centrifuges, the furnace, the ash disposal system, the emissions control system, and the computer system. At the conclusion of the presentation, the Board commended Mr. Batts and the Pl ant Operations Department staff for the excel 1 ent series of workshops, stating further that the District is fortunate to have top-notch, talented people running the plant. TŒJR OF THE SQIDS CONDITIONING BUILDING AND _COMPUTER ROOM 2. At 4:30 p.m., President Pro Tem Boneysteele adjourned the workshop for a tour of the computer room and solids conditioning building.
