HomeMy WebLinkAboutBOARD MINUTES 07-28-88 125 MINUTES OF THE ADJ aJRNED REGULAR BOARD MEETING OF THE DISTRICT BOARD OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT HELD ON JULY 28, 1988 The District Board of the Central Contra Costa Sanitary District convened in an adjourned regular meeting at its regular place of meeting, 5019 Imhoff Place, Martinez, County of Contra Costa, State of Cal ifornia, at 3:00 p.m. on July 28, 1988. President Rainey called the meeting to order and requested that the Secretary call roll. 1. II. PUBLIC COMMENTS None III. TREA1MENT PLANT 1. BOARD WORKSHOP CONCERNING REGULATORY STANDARDS AND' COMPLIANCE Mr. Roger J. Dolan, General Manager-Chief Engineer, introduced Ms. Blanca Breeze to the Board of Directors. Ms. Breeze recently joined the law firm of Sellar, Hazard, Synder, Kelly & Fitzgerald and will be working with the District. Mr. Dol an welcomed the Board to the first in a series of three workshops dealing with wastewater treatment and the associated regulatory env i rohment. The workshops were i niti ated at the req uest of the Board. The planned program provides for three sessions which w1l1 provide an overview of the current trends in water quality regulations and a concise summary of the treatment technology employed at the District's treatment facil ity.. Mr. Dol an prov ided historical perspective with regard to water and sewer systems. Mr. Charles W. Batts, Plant Operations Department Manager, reviewed the laws and regulatory constraints affecting Central Contra Costa Sanitary District and the compliance history of the District. In the Board discussion that followed Mr. Batts' presentation, it was suggested that thought be given to methods of preventing toxics, such as househol d hazardous wastes, from entering our system. Mr. Dol an indicated that the District is represented on the County Hazardous Waste Council. Staff will look into this area further and report back to the Board. At this time, the Board adjourned to the District laboratory and bacteriological laboratory for a tour of those facilities. Mr. Bhupinder Dhal, iwal prov ided an overv iew and conducted a tour of the 1 aboratories. Mr. Pete Mendoza conducted a demonstration on cyanide distillation. The Board was adv ised that District 1 aboratory staff developed significant portions of this standard procedure. Ms. Jonal ea Ostl und showed the procedure for sol ids testing to determine total suspended sol ids <TTS). Mr. Phil Synder demonstrated measurement of trace metals using an atomic absorption spectrophotometer. Mr. Pat Fisher discussed procedures used in biomonitoring and bioassays. Mr. Fisher showed the Board a 96-hour bioassay for fish survival that was in progress. Mr. Jim Nail demonstrated coliform incubation procedures. ' The Board of Directors commended the Plant Operations Department staff on the interesting and informative presentations and demonstrations and expressed enthusiasm for the next workshop. 0,7 ~8 88 '. 126 IV. EMERGENCY SITUATIONS REQUIRING BOARD ACTION None V. ANNClJNCEMENTS Mr. Dolan, General Manager-Chief Engineer, announced that this morning CSO responded to a telephone call concerning a manhole overflow in the back yard of a residence on Los Arabis Court in Lafayette. There had been some earth movement and cracked lines. There may have been some root'intrusion and grease in the line as well. The problem has been corrected and the area cl eaned. The incident has been reported to the Regional Board. V1.
